King will receive the Address about English Manufactures:

The Lord Treasurer reported, "That he and the other Lords which were appointed to attend His Majesty, to know what Time His Majesty would please to appoint for a Committee of both Houses to present an Address to Him, for the Wearing of English Manufactures, have attended Him; and His Majesty hath appointed this Afternoon, at Three of the Clock, at Whitehall, for that Purpose."

Committee to attend Him with it.

Hereupon this House nominated the Lord Treasurer, the Lord Steward, the Earl of Aylsebury, the Bishop of London, Bishop Ely, Bishop Bristoll, the Lord Mohun, the Lord Powis, and the Lord Delamer, to be Committees, to join with a proportionable Number of the House of Commons, to attend His Majesty.

Duty of Aliens, for taking off, Bill.

Hodie 3a vice lecta est Billa, "An Act for taking off Duty of Aliens, upon Commodities of the Growth, Product, and Manufacture, of this Nation."

The Question being put, "Whether this Bill shall pass?"

It was Resolved in the Affirmative.

Message to H. C. about attending the King with the Address to encourage English Manufactures;- and that the Lords have passed the Dutchy of Cornwall and Aliens Duty Bills.

A Message was sent to the House of Commons, by Sir John Coell and Sir William Beversam:

To let them know, that the Lords having sent to His Majesty, to know what Time He will please to appoint for the Committees of both Houses to wait upon Him, to present Him with the Address concerning English Manufactures, His Majesty hath appointed this Afternoon, at Three of the Clock, at Whitehall, for that Purpose; and that the Lords have appointed a Committee of Nine.

Also to acquaint the House of Commons, that the Lords have passed the Bill to enable His Majesty to make Leases of Land belonging to His Dutchy of Cornwall, and the Bill for taking off the Duty of Aliens.

Message from thence, to return Sir J. Hanham's.

A Message was brought from the House of Commons, by Mr. Whitacre and others; who returned the Bill concerning Sir John Hanham, to which they have agreed.

Naturalization Bill.

ORDERED, That the Committee for the Bill of Naturalization do meet presently, to consider of that Bill.

Bill of Supply.

Hodie 2a vice lecta est Billa, "An Act for raising the Sum of Twelve Hundred Thirty-eight Thousand Seven Hundred and Fifty Pounds, for Supply of His Majesty's extraordinary Occasions."

ORDERED, That the Consideration of this Bill is committed to a Committee of the whole House; and to sit this Afternoon.

Titles of Foreign Nobility, named Commissioners in this Bill.

It was moved, "That in regard there are some Persons named Commissioners who are of Foreign Nobility, and their Titles are not expressed, that an Entry be made into the Journal Book of this House, that they may not prejudice the Nobility of England."

Answer from H. C.

The Messengers returned with this Answer from the House of Commons:

That they have nominated a Committee of a proportionable Number, to join with the Committee of Lords, to attend His Majesty this Afternoon.

A Message was sent to the House of Commons, by Sir John Coell and Sir William Beversham:

To let them know, that this House intends to sit this Afternoon; and to desire that they would sit likewise.

Naturalization Bill.

The Earl of Anglesey reported, "That the Committee have considered the Bill for general Naturalization as fit to pass, with some Amendments and a Proviso."

Which being read Twice, and after Debate thereof;

The Question being put, "Whether the Test of Transubstantiation in the late Act shall stand here Part of the Question?"

It was Resolved in the Affirmative.

Also the Question being put, "Whether this Oath,

"I, A. B. do swear, that I will bear Faith and true Allegiance to our Sovereign the King, His Heirs and Successors, so help me God;"

"And the Test,

"I, A. B. do declare, that I do not believe that there is any Transubstantiation in the Elements of Bread and Wine in the Sacrament of the Lord's Supper upon or after the Consecration thereof by any Person whatsoever;"

"Shall be put in the Place of the Oaths of Allegiance and Supremacy?"

It was Resolved in the Affirmative.

ORDERED, That this Bill shall be engrossed, with these Amendments and Proviso.

Protestant Dissenters Bill.

ORDERED, That the Bill for Ease of Dissenters shall be further proceeded in this Afternoon, the First Busisiness, in a Committee of the whole House.

Spivy versus Gunthorp, in Error.

The Lord Chief Justice of the Court of King's Bench brought into this House, in the usual Form, a Writ of Error, wherein William Spivy is Plaintiff, and Gunthorp Defendant.

A Message was brought from the House of Commons, by Sir George Downing and others; who brought these Bills following, to which they desired their Lordships Concurrence:

1. "An Act for the Encouragement of the Greenland and Estland Trades, and for the better securing the Plantation Trade."

2. "An Act for Repeal of a Clause in a former Act, to prohibit Salesmen from selling Fat Cattle."

Also to return the Bill concerning Robert Bellamy, to which they do agree.

Protestant Dissenters Bill.

The House was adjourned into a Committee, to take into further Consideration the Bill for Ease of Dissenters.

The House was resumed.

And the Earl of Bridgwater reported, "That the Committee of the whole House had made some Amendments in, and added some Provisos to, the Bill for Ease of Dissenters."

Which, being Twice read, were Agreed to.

The Question being put, "Whether this Bill, with the Amendments and Provisos, shall pass?"

It was Resolved in the Affirmative.

A Message was sent to the House of Commons, by Sir William Beversham and Sir William Lowe:

To return them the Bill for Ease of Dissenters, to which the Lords have agreed, with some Amendments and Provisos; to which their Concurrence is desired.

King's General Pardon.

The Lord Chancellor acquainted the House, "That His Majesty hath commanded him to signify to their Lordships, That, out of His Majesty's great Grace and Goodness, He hath been pleased to sign under His own Hand His most gracious General Pardon; which his Lordship would present to this House Tomorrow Morning."

ORDERED, That His Majesty's Act of Grace and Pardon shall be read To-morrow Morning, at Ten of the Clock; and no other Business to intervene; and next, after that, to read the Bill of Supply to His Majesty.

King's Answer to the Address concerning English Manufactures.

The Lord Treasurer reported, "That the Committee of this House and that of the House of Commons have presented the humble Address of both Houses to His Majesty concerning English Manufactures: And His Majesty was pleased to give this Gracious Answer, "That He would not only do it by His own Example, but would discountenance all other Persons that shall wear Foreign Manufactures:" And that His Majesty had given Order to the Lord Treasurer, to direct the Commissioners for the Customs to cause all Goods of Foreign Manufactures prohibited by Law to be seized, at what Port, or on whose Account soever they shall be imported into this Kingdom; and that his Lordship should grant no Warrant for the Release of them."
