Message from H. C. with the following Vote.

A Message was brought from the House of Commons, by Mr. Hampden and others; who said,

"The House of Commons, taking into Consideration the State of this Kingdom, had passed a Vote, to which they desire their Lordships Concurrence."

Vote that K. James has Abdicated, and that the Throne is Vacant.

Which was read, as followeth:

"Resolved, &c. That King James the Second, having endeavoured to subvert the Constitution of the Kingdom, by breaking the original Contract between King and People, and, by the Advice of Jesuits and other wicked Persons, having violated the fundamental Laws, and having withdrawn Himself out of this Kingdom, has abdicated the Government; and that the Throne is thereby vacant."

The House was put into a Committee, for the more Freedom of Debate, to consider the State of this Kingdom; and the Earl of Danby was appointed to be in the Chair.

The House was resumed.

Message from H. C. with the following Vote.

A Message was brought from the House of Commons, by Mr. Hampden and others:

To let their Lordships know, that, upon further Consideration of the State of this Kingdom, the House of Commons have passed a Vote; to which they desire the Concurrence of this House.

Which Vote being read Twice; (videlicet,)

Vote against Government by a Popish Prince.

"Resolved, nemine contradicente, That it has been found by Experience to be inconsistent with the Safety and Welfare of the Protestant Religion, to be governed by a Popish Prince."

Agreed to.

Agreed with the House of Commons in this Vote, nemine contradicente.

State of the Nation.

The House was again put into a Committee, to proceed in the Consideration of the State of this Kingdom.

The House was resumed.

Regency.

Then the Earl of Danby reported, "That the Committee of the House sell into Consideration of the State of the Kingdom; and, after long Debate, came to this Question:"

"Whether a Regency, with the Administration of Regal Power under the Style of King James the Second, during the Life of the said King James, be the best and safest Way to preserve the Protestant Religion and the Laws of this Kingdom?"

Which was carried in the Negative.

His Lordship further reported, "That there be divers Particulars in the Vote of the House of Commons, which their Lordships will consider of, which will require Time; but it being now late, they desire the House may sit again To-morrow in the Afternoon, at Three of the Clock, to take the same into Consideration."

Which was accordingly ordered.
