A Message was brought from the House of Commons, by Serjeant Wogan and others:

Who brought up a Bill to empower Roger Price Esquire to make a Jointure to his Wite, out of the Manor of Westbury, in the County of Bucks; and desired their Lordships Concurrence to the same.

A Message was brought from the House of Commons, by Mr. Cristy and others:

Who brought up a Bill for reviving Two Acts for exporting Leather, sent down from this House with Amendments; to which Amendments the Commons agree.

A Message was brought from the House of Commons, by Sir Walter Moyle and others:

Who brought up a Bill concerning Penwarden, sent down to the Commons; to which the Commons do agree, with some Amendments, to which their Lordships Concurrence is desired.

State of the Nation considered.

The House was adjourned into a Committee, to consider of the present State and Condition of this Kingdom; and what Means to use to secure us from the Designs of the Papists, and Power of the French King.

The House being resumed;

The Earl of Bridgewater reported, "That the Committee have been in Consideration of the Safety of the Kingdom, and have agreed of some Heads for an Address to be presented to His Majesty, which are offered to the Consideration of this House; videlicet,

"That the Address may be made to His Majesty, to put the Isles of Wight, Jersey, Guernsey, Scilly, and Dover Castle, and other Places, which may be exposed to the Enemy, into a Posture of Defence.

"That Papists may be disarmed, their Horses taken from them, and they not permitted to travel more than Five Miles from their Houses; and that Care be taken to prevent Protestants concealing or owning Papists Horses.

"That the Committee have Power to look into the Miscarriages of Ireland; and to send for Persons and Papers for their Information, and to report to the House."

Address for the Garrisons to be put in Repair; Papists ditermed; and Misearcarriages in Ireland to be looked into.

The House agreed with the Committee; and appointed these Lords following to draw up an Address upon these Heads:

Persons concerning the E. of Essex's Death, to be bound over.

ORDERED, That such Persons as are now under Bail by Recognizance, concerning the Death of the late Earl of Essex, shall be, by the Court of King's Bench, bound over to appear the First Day of Michaelmas Term next.

College of Physicians Bill.

ORDERED, That this House will hear Counsel against the Bill, intituled, "An Act for the better establishing the College of Physicians in London," on Saturday next, at Ten of the Clock in the Forenoon.

Papists not to come into the Rooms near this House.

ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That no Papist, or reputed Papist, do presume to come into the Lobby, Painted Chamber, Court of Requests, or Westminster Hall, during this Session of Parliament; And it is further ORDERED, That this Order be printed and published, and set upon the Doors of the said Rooms.
