Hodie 1a vice lecta est Billa, "An Act to discharge the Duke of Norfolke and other Trustees, upon Payment of certain Sums of Money to Dame Elizabeth Russel Wife of Bartholmew Russell Esquire."

Greenwich Court of Conscience Bill.

Hodie 1a vice lecta est Billa, "An Act for erecting a Court of Conscience for Greenwich, and of other Places, in the Hundred of Black Heath in Kent."

After Debate,

The Question being put, "Whether this Bill shall be rejected?"

It was Resolved in the Affirmative.

Bill to prevent the Exportation of Arms and Ammunition.

The House was put into a Committee, to consider of the Bill for the more effectual restraining the Exportation of Arms and Ammunition.

The House was resumed.

The King being in the Prince's Lodgings, the House was adjourned during Pleasure.

King present.

His Majesty being ascended His Royal Throne, arrayed with His Regal Crown, and adorned with His Robes and Ornaments, the Peers being also in their Robes; the Gentleman Usher of the Black Rod was commanded to signify to the Commons His Pleasure, That they attend His Majesty forthwith."

Who being come, with their Speaker; he made a Speech, as followeth:

Speaker of H. C. Speech.

"May it please Your most Excellent Majesty,

"The Consideration of raising such Supplies as were necessary for setting forth of Your Majesty's Armies and Fleet this present Year, hath taken up so much of the Time of this Session, that it was not possible for Your obedient Subjects, the Commons now assembled, to pass a Bill for the Settlement of Your Majesty's Revenue, in such a Manner as they intended before the Expiration of the late Act for collecting it; they have therefore thought it requisite to continue that Act for another Year from Christmas next; within which Time, they hope, by Your Majesty's Permission, to have more Leisure to inspect the several Branches of it, and to make such Regulations therein, especially in those Duties which are laid upon Merchandise, as may be both for the Encouragement of Trade, and the Increase of the Revenue.

"The Commons have likewise considered the Necessity of maintaining a strict Discipline in Your Majesty's Armies; and for that End have passed the Bill for punishing Mutineers and Deferters, and for preventing false Musters, and other Abuses in paying and billeting of Soldiers; which they humbly conceive will very much contribute to the Success of Your Majesty's Armies, whenever Your Majesty pleases to employ them.

"There is another Bill of a more private Nature, which concerns a noble Person of this Kingdom; to which they humbly pray Your Majesty's Royal Assent, that thereby it may appear, that the Influence of Your Royal Grace and Goodness does extend itself, not only to the Benefit of Your People in general, but even to the Exigencies of particular Persons and Families."

Which being ended; the Clerk of the Parliaments received the Bill for collecting the Public Revenue from the Speaker, and brought it to the Table, where the Clerk of the Crown read the Title of the Bill; videlicet,

Bills passed.

"An Act for preventing all Doubts and Questions concerning the collecting the Public Revenue."

And the Royal Assent was pronounced, by the Clerk of the Parliaments, in these Words:

"Le Roy et la Reyne, remerciant leur loyalls Subjects, et acceptant leur Benevolence, et ainsi le veulent."

In the like Manner the Bills following were passed:

"An Act for punishing Officers or Soldiers who shall mutiny, or desert Their Majesties Service, and for punishing false Musters."

"Le Roy et la Reyne le veulent."

"An Act for the enabling Edward Viscount Hereford to settle a Jointure on his Marriage with Elizabeth Norborne, notwithstanding his Minority."

"Soit fait come il est desiré."

This being done, His Majesty withdrew.

The House was resumed.

Adjourn.
