Reasons for disagreeing to a Proviso added by H. C. to the Bill concerning Privateers, &c.

The Earl of Bridgewater reported from the Committee (appointed to draw what shall be offered at a Conference with the House of Commons, upon the Bill, intituled, "An Act for declaring the Commencement of an Act, intituled, An Act for continuing the Acts for prohibiting all Trade and Commerce with France, and for the Encouragement of Privateers, to be from the Time that it passed the Royal Assent, to wit, on the Fourteenth Day of March, One Thousand Six Hundred Ninety-two)," as followeth; (videlicet,)

"Because they conceive there is no Reason to except the Ship mentioned in the said Proviso only, when many others are concerned in the same Nature; which Exception, if allowed to all, will take away the whole Intent of this Bill."

To which the House agreed.

Message to H. C. for a Conference about it.

A Message was sent to the House of Commons, by Mr. Holford and Mr. Meredith:

To desire a present Conference, in the Painted Chamber, upon the Subject-matter of their Amendments made to the said Bill.

ORDERED, That the Lords of the Committee do manage the Conference.

L. Abergavenny takes his Seat.

This Day George Lord Abergavenny sat first in Parliament, upon the Death of George Lord Abergavenny his Cousin; and took the Oaths, and made and subscribed the Declaration, pursuant to the Statutes.

Answer from H. C.

The Messengers sent to the House of Commons, return Answer:

That the Commons will give a present Conference, as desired.

The Commons being come to the Conference; the House was adjourned during Pleasure, and the Lords went to the Conference.

Which being ended, the House was resumed.

And the Earl of Bridgewater reported, "That they had delivered them the Reasons and Bill, at the Conference, as commanded."

Message from thence, with a Bill.

A Message from the House of Commons, by Sir Thomas Littleton and others:

Who brought up a Bill, intituled, "An Act for granting to His Majesty certain Duties upon Glass Wares, Stone and Earthen Bottles, Coals, and Culm, for carrying on the War against France;" to which they desire the Concurrence of this House.

Glass Wares, &c. Duties on, Bill.

Hodie 1a vice lecta est Billa, intituled, "An Act for granting to His Majesty certain Duties upon Glass Wares, Stone and Earthen Bottles, Coals, and Culm, for carrying on the War against France."

Message to H. C. to fix a Day to make good their Charge against the D. of Leeds.

A Message was sent to the House of Commons, by Sir Miles Cooke and Mr. Pitts:

To acquaint them, that their Lordships conceiving the Session may not continue much longer, they think themselves obliged, in Justice, to put this House in Mind of the Impeachment brought up against the Duke of Leeds; to which the Answer of the Duke of Leeds having been transmitted to (fn. 1) this House, the Lords desire they may be acquainted when (fn. 1) this House can be ready to make good the Articles of the said Impeachment, to the End a certain Day may be appointed by the Lords for that Purpose.

Answer.

The Messengers sent to the House of Commons return Answer:

That the Commons will send an Answer to the abovesaid Message, by Messengers of their own.

Privateers for Encouragement of, Bill.

Hodie 2a vice lecta est Billa, intituled, "An Act for the better Encouragement of Privateers."

ORDERED, That the said Bill be committed to a Committee of the whole House, presently.

Then the House was adjourned during Pleasure, and put into a Committee upon the said Bill.

The House was resumed.

And the Lord Viscount Weymouth reported, "That the Committee had made some Progress in the Bill; and desire another Day may be appointed, to proceed therein."

ORDERED, That this House shall be put into a Committee again, on the said Bill, this Day Month.

Adjourn.
