Hodie 3a vice lecta est Billa, intituled, "An Act for confirming an Agreement between Dame Elizabeth Napier, Sir Theophilus Napier Baronet, Archibald Napier, and Edward Napier, the Relict and Sons of Sir John Napier deceased, touching his Real and Personal Estate, for vesting his Lands and Hereditaments, in the Counties of Bedford and Hertford, in Trustees, for the better Performance of the said Agreement."

The Question was put, "Whether this Bill shall pass?"

It was Resolved in the Affirmative.

To return the Bill, intituled, "An Act for vesting the Great Tithes and Glebe Lands belonging to the Rectory of Saxby, in the County of Leicester, in the Right Honourable Bennet Lord Harborough and his Heirs, in Lieu of other Lands, and an Annuity, to be settled on the Rector of the said Church and his Successors for ever; and for other Purposes therein mentioned;" and to acquaint this House, that they have agreed to the same, without any Amendment.

To return the Bill, intituled, "An Act for establishing the Disposition of the Personal Estate of Sir Benjamin Bathurst deceased, and the Settlement on his Three Sons under his Will, and exchanging Ground Rents in Wapping, in Middlesex, for another Rent of like Value, and other Purposes therein mentioned;" and to acquaint this House, that they have agreed to the same, without any Amendment.

Bone Lace Bill:

Hodie 3a vice lecta est Billa, intituled, "An Act for Relief of the Wholesale Traders and Dealers in English Bone Lace, by obviating several Doubts in the several Acts for licensing Hawkers and Pedlars."

The Question was put, "Whether this Bill, with the Amendment, shall pass?"

It was Resolved in the Affirmative.

Habkin's Petition, touching Costs in Scotland, referred to a Committee:

A Petition of William Habkin, Belt-maker in Edinburgh, was presented to the House, and read; reciting an Order and Judgement of this House, on hearing his Appeal, whereby it was remitted to the Lords of Session, to tax the Petitioner his Costs of Suit; and complaining, "That the said Order is eluded;" and praying, "That the same may be made effectual for the Petitioner's Relief, touching the Costs both here and in Scotland, by explaining the said Order, in such Manner as to this House shall seem just."

Ordered, That the said Petition be, and is hereby, referred to the Consideration of the Lords Committees aforenamed; to report the Facts therein alledged, with their Opinion thereupon, to the House.

Their Lordships, or any Five of them; to meet on Saturday next, at Ten a Clock in the Forenoon, in the Prince's Lodgings near the House of Peers; and to adjourn as they please.

A Message from the House of Commons, by the Lord William Pawlet and others:

To return the Bill, intituled, "An Act for vesting the Manor of Esher Waterville, and other Lands therein mentioned, in the most Noble Thomas Holles Duke of Newcastle and his Heirs, in Consideration of Rentcharges to be issuing out of the same, and other Lands, in Lieu thereof, to the Use of the Corporation of Kingston upon Thames, in the County of Surrey, in Trust, for the Poor of the said Town;" and to acquaint this House, that they have agreed to the same, with some Amendments, whereunto they desire their Lordships Concurrence.

St. Giles's Church, to rebuild, Bill:

Hodie 2a vice lecta est Billa, intituled, "An Act to empower the Commissioners, appointed to put in Execution the Acts of the Ninth and Tenth Years of Her late Majesty's Reign, for building Fifty new Churches, in and about the Cities of London and Westminster, and Suburbs thereof, to direct the Parish Church of St. Giles in the Fields to be re-built, instead of One of the Fifty new Churches."

Petition of he Commission for building new Churches, against it.

A Petition of the Commissioners for building Fifty new Churches, in and about the Cities of London and Westm'r, and Suburbs thereof, was presented to the House, and read; taking Notice of the said Bill, touching the re-building the Parish Church of St. Giles in the Fields; and reciting, "That, by several Acts of Parliament, Duties are granted for the Increase of the Number of Churches;" and representing, "That that good Work cannot be duly and effectually carried on, if any Part of the Duties appropriated to the building of new Churches should be applied to rebuild any of the old ones;" and praying the Consideration of the House.

Then it was proposed, "To reject the Bill."

And, it being moved, "That the same be committed:"

After Debate;

The Question was put, "Whether the said Bill shall be committed?"

It was Resolved in the Affirmative.

Ordered, That the said Bill be committed to a Committee of the whole House, on Tuesday next.

Coin Bill.

The Order of the Day being read, for the House to be put into a Committee of the whole House upon the Bill, intituled, "An Act for encouraging the bringing of Foreign Bullion into the Mint, to be coined; and to prevent the melting the current Coin of this Kingdom:"

Ordered, That it be an Instruction to the said Committee of the whole House, "That they be empowered to leave out the Clause prepared by the Judges, pursuant to a Resolution of this House formerly made, for lowering the Standard of the Silver Wrought Plate."

Then the House was adjourned during Pleasure, and put into a Committee upon the said Bill.

And, after some Time spent therein, the House was resumed.

Tunbridge Road, Bill.

The Earl of Clarendon reported from the Select Committee to whom the Bill, intituled, "An Act for repairing the Highways leading from The Stones End of Kent-Street, in the Parish of St. George's, Southwark, in the County of Surrey, to The Lime Kilns in East Greenwich, near Blackheath, and to Lewisham Church, being the Tunbridge Road, in the County of Kent," was committed: "That they had gone through the Bill; and directed him to report the same to the House, without any Amendment."

East Grinstead Road, Bill.

The Earl of Clarendon also reported from the Select Committees to whom the Bill, intituled, "An Act for amending the Roads from the City of London to the Town of East Grinstead, in the County of Sussex, and to the Towns of Sutton and Kingston, in the County of Surrey," was committed: "That they had gone through the Bill; and directed him to report the same to the House, without any Amendment."

Robbery, &c. to prevent, Bill.

Whereas this Day was appointed, for the House to be put into a Committee of the whole House, to consider further of the Bill, intituled, "An Act to prevent Robbery, Burglary, and other Felonies, and the more effectual Transportation of Felons and unlawful Exporters of Wool:"

It is Ordered, That this House be, on Saturday next, put into a Committee, to consider further of the said Bill; and that some of the Judges do then attend.

D. of Newcastle's Bill.

Respondents to Draycot's Appeal, for a Day of Hearing:

A Petition of John Hamilton Gentleman, Agent for Draycot Talbot a Minor, and others, Respondents to the Appeal of Edward Draycot, was presented to the House, and read; praying, "That a short Day may be appointed, for the hearing of this Cause, this Session of Parliament."

Appellant's Petition for Writings, &c.

Also, a Petition of the said Appellant Edward Draycot, was presented to the House, and read; praying, "That the Guardians or Representatives of John Graham may be ordered peremptorily to answer the said Appeal by a Day certain; and that the Settlements, under which the Respondents derived their Title, may be produced at the hearing the said Cause."

To attend.

Ordered, That the said Petitions do lie on the Table; and that the Appellant, or his Agents, do attend this House To-morrow Morning, in order to be examined touching the Allegations of his Petition.
