The Kings Answer to Address, reported.

The Lord Chancellor reported, That the House did, on Wednesday the 18th Day of December last, present their Address to His Majesty; to which His Majesty was pleased to return the following most Gracious Answer; videlicet,
My Lords,
The Assurances you give Me of your Loyalty and Affection are truly pleasing to Me.
I have the strongest Reliance on your Resolution to do every Thing that may be most expedient in the present State of My Colonies in America.
I see with particular Pleasure those Sentiments of Zeal and Duty to Me and My Family with which you express your Satisfaction on the Birth of My Third Son, and your Concern for the Loss I have sustained by the Death of the Duke of Cumberland.

Ordered, That the said Address, with His Majestys most Gracious Answer thereunto, be forthwith printed and published.

E. of Radnor introduced:

This Day, William Lord Viscount Folkestone, being, by Letters Patent, bearing Date the 31st Day of October, in the Sixth Year of His present Majestys Reign, created Earl of Radnor, was (in his Robes; introduced, between the Lord President and the Earl of Shaftesbury (also in their Robes), the Gentleman Usher of the Black Rod, Garter King at Arms, the Deputy Earl Marshal, and the Lord Great Chamberlain, preceding:

His Lordship, on his Knee, presented his Patent to the Lord Chancellor, at the Woolsack; who delivered it to the Clerk; and the same was read, at the Table.

His Writ of Summons.

His Lordships Writ of Summons was also read, as follows; videlicet,

George the Third, by the Grace of God, of Great Britain, France, and Ireland, King, Defender of the Faith, and so forth; To Our Right Trusty and Right Well-beloved Cousin William Earl of the County of Radnor, Greeting. Whereas Our Parliament, for arduous and urgent Affairs, concerning Us, the State and Defence of Our Kingdom of Great Britain and the Church, is now met at Our City of Westminster; We, strictly enjoining, command you, under the Faith and Allegiance by which you are bound to Us, that, considering the Difficulty of the said Affairs, and Dangers impending (all Excuses being laid aside), you be personally present, at Our aforesaid Parliament, with Us, and with the Prelates, Nobles, and Peers, of Our said Kingdom, to treat of the aforesaid Affairs, and to give your Advice. And this you may in no wise omit, as you tender Us and Our Honour, and the Safety and Defence of the said Kingdom and Church, and the Dispatch of the said Affairs.
Witness Ourself, at Westminster, the Fourteenth Day of January, in the Sixth Year of Our Reign.

Then his Lordship took the Oaths, and made and subscribed the Declaration, and also took and subscribed the Oath of Abjuration, pursuant to the Statutes; and was afterwards placed in his due Place on the Earls Bench.

His Majestys Speech.

My Lords, and Gentlemen,
When I met you last, I acquainted you that Matters of Importance had happened in America, which would demand the most serious Attention of Parliament.
That no Information which could serve to direct your Deliberations in so interesting a Concern might be wanting, I have ordered all the Papers that give any Light into the Origin, the Progress, or the Tendency, of the Disturbances which have of late prevailed in some of the Northern Colonies, to be immediately laid before you.
No Time has been lost, on the First Advice of these Disturbances, to issue Orders to the Governors of My Provinces, and to the Commanders of My Forces in America, for the Exertion of all the Powers of Government, in the Suppression of Riots and Tumults, and in the effectual Support of lawful Authority.
Whatever remains to be done on this Occasion, I commit to your Wisdom; not doubting but your Zeal for the Honour of My Crown, your Attention to the just Rights and Authority of the British Legislature, and your Affection and Concern for the Welfare and Prosperity of all My People, will guide you to such found and prudent Resolutions, as may tend at once to preserve those Constitutional Rights over the Colonies, and to restore to them that Harmony and Tranquillity, which have lately been interrupted by Riots and Disorders of the most dangerous Nature.
If any Alterations should be wanting in the Commercial conomy of the Plantations, which may tend to enlarge and secure the mutual and beneficial Intercourse of My Kingdoms and Colonies, they will deserve your most serious Consideration. In effectuating Purposes so worthy of your Wisdom and Publick Spirit, you may depend upon My most hearty Concurrence and Support. The present happy Tranquillity now subsisting in Europe will enable you to pursue such Objects of our interior Policy with a more uninterrupted Attention.
Gentlemen of the House of Commons,
I have ordered the proper Estimates for the current Service of the Year to be laid before you. Such Supplies as you may grant shall be duly applied with the utmost Fidelity, and shall be dispensed with the strictest conomy.
My Lords, and Gentlemen,
I earnestly recommend to you, to proceed in your Deliberations with Temper and Unanimity. The Time requires, and I doubt not but your own Inclination will lead you to, those salutary Dispositions. I have nothing at Heart but the Assertion of legal Authority, the Preservation of the Liberties of all My Subjects, the Equity and good Order of My Government, and the Concord and Prosperity of all Parts of My Dominions.

Then His Majesty was pleased to retire.

And the Commons withdrew.

The House was adjourned during Pleasure, to unrobe.

This Day William Earl of Dartmouth and George Lord Edgecumbe took the Oaths, and made and subscribed the Declaration, and also took and subscribed the Oath of Abjuration, pursuant to the Statutes; their Lordships having first delivered Certificates of their receiving the Sacrament, to the Truth whereof Witnesses were sworn and examined.

Order for an Address.

Ordered, That an humble Address be presented to His Majesty, To return His Majesty the Thanks of this House, for His most Gracious Speech from the Throne.
To acknowledge His Majestys Goodness and Condescension, in ordering to be immediately laid before this House all the Materials of Information, which may serve to direct our Proceedings upon the very important Objects which His Majesty has proposed to our Consideration.
To express our Satisfaction in His Majestys Parental Care and Vigilance, in losing no Time to issue the necessary Orders for exerting the several Powers of Government, in the Suppression of Riots and Tumults, and the Support of Order and legal Authority.
To assure His Majesty, that, concurring heartily with His salutary Intentions, we will exert our utmost Endeavours to assert and support His Majestys Dignity and Honour, and the Legislative Authority of this Kingdom over its Colonics: And that we will take into our Consideration the most proper Methods to provide for the Restoration of the Tranquillity of those Colonies, which has been disturbed by such violent and dangerous Commotions.
To congratulate His Majesty on the State of Tranquillity so happily subsisting in Europe, which leaves us at Leisure to attend to the mutual Commercial Concerns of His Majestys Kingdoms and Colonies.
To condole with His Majesty on the Loss His Majesty and His Royal Family has sustained by the premature Death of his Royal Highness Prince Frederick William, whose amiable Qualities and early Attainments afforded so pleasing a Prospect of Happiness to His Majesty, and of Advantage to His Kingdoms.
To assure His Majesty, that all our Deliberations, we trust, will be conducted with that Prudence and Temper which His Majesty so graciously recommends; and that His Majesty will find our Sentiments correspond with His gracious Intentions towards all His Subjects; and that all Things which may tend to reestablish Tranquillity and Order, and to cement the several Parts of the British Dominions in a close Connection and Constitutional Dependance, shall be the First Objects of our Attention; that such a firm Authority may be established, and such a general Satisfaction diffused, over every Part of His Majestys extensive Empire, as ought to distinguish the Government of so wife, so just, and so beneficent a Prince.

The Lords following were appointed a Committee, to prepare an Address, pursuant to the said Order:

Their Lordships, or any Five of them; to meet immediately, in the Princes Lodgings near the House of Peers; and to adjourn as they please.

The House was adjourned during Pleasure; and the Committee withdrew, to prepare the Address.

After some Time, the House was resumed.

Most Gracious Sovereign,

Blagraves Petition referred to Judges.

Upon reading the Petition of Ann Blagrave the Grandmother, and of Catherine Blagrave the Mother and Guardian, of John Blagrave, Catherine Blagrave, and Agnes Blagrave, her Three Infant Children, by Thomas Blagrave her late Husband, deceased, on Behalf of herself and her said Infant Children; praying Leave to bring in a Bill, for vesting certain Copyhold Estates, in the Petition mentioned, in Trustees, in order to sell the same to the Right Honourable William Lord Viscount Barrington in the Kingdom of Ireland; and for laying out the Money arising by such Sales in the Purchase of other Real Estates, to be settled to the same Uses:

A Petition of Robert Dick and others, Respondents to an Appeal depending in this House, wherein Thomas Martin and others, pretended Magistrates of the Borough of Pittenweem, are Appellants, was presented, and read; setting forth, That the Question between the Parties concerns only a short Preliminary Point, arising upon the Respondents Complaint to the Court of Session for an undue Election of the Magistrates of Pittenweem, which, by Two Acts of the 7th and 16th of His late Majesty, is entitled to the Privilege of Summary Dispatch before that Court; that the manifest Purpose of this Appeal is to obtain a Delay, which may prove fatal to the Petitioners; and therefore praying, That this Cause may be set down to be heard on Tuesday the 21st of January Instant, or on such other early Day as to this House shall seem meet.

Upon reading the Petition of Thomas Morgan Esquire and others, Appellants in a Cause depending in this House, wherein the Earl of Winchelsea and others are Respondents; setting forth, That the Petitioners, in February 1764, exhibited their Bill in the Court of Chancery against the Respondents, to enforce a specifick Performance of an Agreement between them, bearing Date the 13th of March 1761; and thereupon their Lordships were pleased, on the 25th of January 1765, to order that the Hearing of this Cause should be put off till the next Session of Parliament; that the Respondents have since exhibited their Bill in the said Court of Chancery, against the Petitioners, to be relieved against the said Agreement; that both the said Suits are still depending, and neither of them is yet at Issue; and therefore praying, That their Lordships would be pleased to put off the Hearing of the said Cause till the next Session of Parliament:

6. An Account of Naval Stores imported from Russia into the Port of London, from Michaelmas 1764, to Michaelmas 1765.

7. An Account of Naval Stores imported from Russia into the Ports of England (commonly called the Out Ports), from Michaelmas 1764, to Michaelmas 1765.

An Account of the Number of Ships which have been employed in the Whale Fishery to Daviss Streights, and the Greenland Seas, with their respective Names and Burdens, from whence they were fitted out, and at what Port in Great Britain they were discharged; and also what Quantity of Oil or Whale Fins each (fn. 5) Ship has imported in the Year 1765.
