Galley Corner Road Bill.

A Message was brought from the House of Commons, by Mr. Plumer, and others:

With a Bill, intituled, "An Act to confirm and carry into Execution certain Articles of Agreement entered into, between the Right Honourable James Earl of Salisbury, and in the Trustees appointed by and under several Acts of Parliament for repairing the Road leading from Galley Corner adjoining to Enfield Chace, in the Parish of South Mims, in the County of Middlesex, to Lemnsford Mill, in the County of Hertford; and for turning and altering the said Road in the Manner mentioned in the said Agreement;" to which they desire the Concurrence of this House.

Truro, &c. Road Bill.

A Message was brought from the House of Commons, by Mr. Rosewarne, and others:

With a Bill, intituled, "An Act for extending the Provisions of an Act made in the Thirteenth Year of His present Majesty, for more effectually amending several Roads leading from the Borough of Truro, in the County of Cornwall, to the Roads leading from Shortlanes End, in the Parish of Kenwyn, to Callestock Burrow; and from the Two Burrows, in the said Parish, to Perran Alms House; and from the Three Burrows, in the said Parish, to Saint Agnes Alms House, in the said County;" to which they desire the Concurrence of this House.

Newton's Divorce Bill. Second Reading put off.

A Petition of Charles Simpson, Agent and Solicitor for John Newton Esquire, of King's Bromley, in the County of Stafford, was presented and read; setting forth, That a Bill is depending before their Lordships to dissolve the Marriage of the said John Newton with Catharine Seymour his now Wife, and to enable him to marry again, and for other Purposes; that their Lordships have ordered that the said Bill shall be read the Second Time To-morrow the 22d Instant; and that the Parties may be then heard by their Counsel, and Witnesses examined; that Hannah the Wife of George Marshall is a material Witness to be examined on Behalf of the said John Newton in Support of the said Bill; that the said Mrs. Marshall having lain-in about a Fortnight ago, will not be able to attend their Lordships To-morrow the 22d Instant;" and therefore praying, "Their Lordships on Behalf of the said John Newton, to appoint Monday the 4th of March next, or some other future Day, as to their Lordships shall seem fitting, for the Second Reading of the said Bill:"

And thereupon, the said Agent was called in, and being sworn and examined, said, "he saw Mrs. Marshall, who has lain-in a Fortnight, and that she would not be able to attend in less than a Fortnight."

He was directed to withdraw.

Ordered, That the Second Reading of the said Bill be put off to Monday the 4th Day of March next, and that the Lords be summoned; and that Notice be given to her of the said Second Reading being put off; and that the several Witnesses who were ordered to attend Tomorrow, do then attend.

Hewitt et al. against Adams.

Ordered, That the Hearing of the Cause wherein Henry Hewitt, and others, are Appellants, and Abraham Adams is Respondent, which stands appointed for Tomorrow, be put off to Friday the 19th Day of April next; and that the Judges do then attend.

The Lord Scarsdale reported from the Lords Committees, to whom the Bill, intituled, "An Act for naturalizing John Claudius Billet," was committed: That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Ordered, That an humble Address be presented to His Majesty, to desire His Majesty will be graciously pleased to order, that there be laid before this House, Copy of the Letter from the Secretary of the Admiralty to Sir George Brydges Rodney, as far as relates to the acquainting him with the sailing of Monsieur de Grasse for the West Indies, in March 1781, specifying the Date of such Letter."

Also, "An Account of the several Reinforcements of Ships sent from Europe to the Commander in Chief on the American Station in 1780 and 1781, with an Account of the Number of Ships at Home, and fit for Foreign Service at the several Periods when any Reinforcements of Ships of the Line sailed, and the Substance of such Information as was at any Time sent by the Secretary of the Admiralty to Admiral Graves, of the Designs of the Enemy."

A Petition of Charles Simpson, Agent and Solicitor for John Newton Esquire, of King's Bromley, in the County of Stafford, was presented and read; setting forth, That a Bill is depending before their Lordships, to dissolve the Marriage of the said John Newton with Catharine Seymour his now Wife, and to enable him to marry again, and for other Purposes; that their Lordships have ordered that the said Bill shall be read a Second Time upon Monday the 4th Day of March next, and that the Parties may be then heard by their Counsel, and Witnesses examined; that Edward Lightwood Surgeon, a very material Witness to be examined on the Behalf of the said John Newton, in Support of the said Bill, is seized with a Fit of the Gout, which confines him to his Room, so that the Petitioner has no Expectation of his being able to attend their Lordships on the said 4th Day of March; that Mr. Arden and Mr. Howarth, who have long been retained as Counsel for Mr. Newton, and whose Assistance he deems very necessary to him, are going the Circuit, and of Course will be absent from Town on the said 4th of March, and until near the Middle of April;" and therefore praying their Lordships, "on the Behalf of the said John Newton, to appoint Monday the 15th Day of April next, or some other future Day as to their Lordships shall seem sitting, for the Second Reading of the said Bill:"

It is Ordered, That the Consideration of the said Petition be, and is hereby referred to the Lord Chief Baron of the Court of Exchequer, and Mr. Justice Ashurst, who are forthwith to summon all Parties concerned in the Bill, and after hearing them, are to report to the House the State of the Case, with their Opinion thereupon, under their Hands, and whether all Parties who may be concerned in the Consequences of the Bill have signed the Petition; and also, that the Judges, having perused the Bill, do sign the same.

Bank of England against Pulteney.

Upon reading the Petition of the Governor and Company of the Bank of England, complaining of Two Interlocutors of the Lords of Session in Scotland, of the 18th of July and 12th of December 1780, and also of an Interlocutor of the Lord Ordinary there, of the 20th of this Instant February; and praying, "That the same may be reversed, varied or altered, or that the Appellants may have such other Relief in the Premises as to this House, in their Lordships great Wisdom, shall seem meet; and that William Pulteney Esquire of Solwaybank, may be required to answer the said Appeal:"

It is Ordered, That the said William Pulteney Esquire may have a Copy of the said Appeal, and do put in his Answer thereunto in Writing, on or before Thursday the 28th Day of March next; and Service of this Order upon the said Respondent, or upon any of his Counsel or Agents, in the said Court of Session in Scotland, shall be deemed good Service.

McLean and Robertson against Henderson and Kemp.

The House being moved, "That a Day may be appointed for Hearing the Cause wherein Katherine Maclean and John Robertson her Husband are Appellants, and Helen Henderson and George Kemp her Husband are Respondents:"

It is Ordered, That this House will hear the said Cause, by Counsel at the Bar, on the First vacant Day for Causes after those already appointed.

Westminster Streets Accounts delivered.

The House being informed, "That Mr.Gliddon from the Commissioners for paving Westminster Streets attended:"

He was called in, and delivered at the Bar pursuant to Act of Parliament, the Proceedings and Accounts of the said Commissioners;

"Copy of the Proceedings of the Commissioners for putting in Execution the several Acts of Parliament made in the 2d, 3d, 4th, 5th, 6th and 11th Years of His present Majesty's Reign, relating to paving, cleansing and lighting the Squares, Streets, Lanes, and other Places within the City and Liberty of Westminster and Parts adjacent, from the 2d Day of January 1781 to the 18th Day of December 1781, both inclusive:"

Also, "An Account of all Contracts and Agreements made by the said Commissioners within the above Time."

And then he withdrew.

And the Titles thereof being read by the Clerk:

Ordered, That the said Accounts do lie on the Table.

Army under E. Cornwallis, further Enquiry into the Capture of.

The Order of the Day being read for the House to resolve itself again into a Committee to enquire into the Causes of the great Loss which the Nation has sustained by the Surrender of the whole Army under the Command of Lieutenant General Earl Cornwallis at York Town and Gloucester, in the Province of Virginia, as Prisoners of War; and for the Lords to be summoned:

The House was adjourned during Pleasure, and put into a Committee thereupon.

After some Time the House was resumed:

And the Lord Scarsdale reported from the Committee, "That they had made a further Progress therein, and desired another Time might be appointed for the House to be put into a Committee again thereupon:"

Ordered, That the House be again put into a Committee to consider further of the said Enquiry To-morrow; and that the Lords be summoned.

Downes's Divorce Bill.

Ordered, That the Second Reading of the Bill, intituled, "An Act to dissolve the Marriage of Edward Downes Esquire with Caroline Hervey his now Wife, and to enable him to marry again, and for other Purposes therein mentioned;" which stands appointed for To-morrow be put off to Friday the 8th Day of March next, and the Lords summoned; and that the several Witnesses who were ordered to attend Tomorrow do then attend.

Ordered, That the Hearing of the Cause wherein Henry Erskine Advocate is Appellant, and James Ferrier Writer to the Signet, is Respondent, which stands appointed for To-morrow, be put off to Monday next; and that the rest of the Causes be removed in Course.
