Liverpool Streets Bill.

A Message was brought from the House of Commons, by Mr. Gascoyne and others:

With a Bill, intituled, "An Act for opening, making, widening and altering certain Streets, Passages and Places within the Town of Liverpool, in the County Palatine of Lancaster; for supplying the said Town with Fresh and wholesome Water; for removing and preventing Nuisances and Annoyances therein; for appointing additional Market Places; and for extending so much of the Powers of an Act of the Second Year of His present Majesty as relates to Hackney Coachmen, Chairmen, Carters, and Porters to a certain Distance beyond the Liberties of the said Town;" to which they desire the Concurrence of this House.

The said Bill was read the First Time.

This Day George Duke of St. Albans sat First in Parliament, after the Death of his Cousin George Duke of St. Albans; His Grace having First at the Table taken the Oaths, and made and subscribed the Declaration, and also taken and subscribed the Oath of Abjuration, pursuant to the Statutes.

Dover Harbour Bill.

The Lord Hawke reported from the Lords Committees, to whom the Bill, intituled, "An Act for enlarging the Term of several Acts of Parliament for the Repair of Dover Harbour," was committed: That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Great Torrington Roads Bill.

The Lord Hawke made the like Report from the Lords Committees, to whom the Bill, intituled, "An Act for continuing the Term, and altering and enlarging the Powers of an Act passed in the Fifth Year of the Reign of His present Majesty, for repairing, widening, and keeping in Repair several Roads in and near Great Torrington in the County of Devon," was committed.

Liverpool to Preston Road Bill.

The Lord Hawke also made the like Report from the Lords Committees, to whom the Bill, intituled, "An Act for more effectually repairing the Road from Liverpool to Preston in the County of Lancaster," was committed.

Hederstedt's Naturalization Bill.

A Message was brought from the House of Commons, by Mr. Bastard and others:

With a Bill, intituled, "An Act for naturalizing Gustaf Hederstedt;" to which they desire the Concurrence of this House.

The Lord Hawke reported from the Lords Committees, to whom the Bill, intituled, "An Act for dividing and enclosing the Commons and Waste Grounds within the Borough or Township of Clitheroe in the County Palatine of Lancaster," was committed: That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; that the Parties concerned had given their Consents to the Satisfaction of the Committee; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment."

The Lord Hawke made the like Report from the Lords Committees, to whom the Bill, intituled, "An Act for paving, repairing, cleansing, lighting, and watching the Streets, Lanes, Ways, Passages, and Places within the Town of Tewkesbury, and the Precincts thereof in the County of Gloucester; for the Removal of present and Prevention of future Encroachments, Nuisances, and Annoyances therein; for regulating Carts and other Carriages, and ascertaining the Rates of Carriage; and for widening some Part of the Street called Church Street, within the said Town," was committed.

It is Ordered, That the Consideration of the said Petition be and is hereby referred to the Lord Chief Baron of the Court of Exchequer, and Mr. Justice Ashburst, who are forthwith to summon all Parties concerned in the Bill, and after hearing them are to report to the House the State of the Case, with their Opinion thereupon under their Hands, and whether all Parties who may be concerned in the Consequences of the Bill have signed the Petition; and also that the Judges, having perused the Bill, do sign the same.

Cuninghame against Cuningham et al.

Upon reading the Petition of William Cuninghame Esquire, Appellant in a Cause depending in this House, and of Henry Cuningham Esquire and others Respondents thereto; setting forth, "That this Cause stands for Hearing on an early Day; but the Counsel engaged on both Sides being at present upon the Circuits;" the Petitioners therefore pray, "That their Lordships will be pleased to postpone the Hearing of this Cause till Wednesday the 12th Day of April next:"

It is Ordered, That the Hearing of the said Cause be put off to Wednesday the 12th Day of April next, as desired.

York Buildings Company against Ld. Elphinston, Appellants' Petition to postpone Hearing rejected.

A Petition of the Governor and Company of Undertakers, for raising the Thames Water in York Buildings; Appellants in a Cause depending in this House, to which John Lord Elphinston is Respondent, was presented and read; setting forth, "That this Cause some Time since was set down for Hearing by the Respondent for Wednesday the 22d Instant: That ever since the Cause was set down the Appellants' Agent has been pressing in his Correspondence for the necessary Papers, in order to draw his Case against the Time fixed by their Lordships for the said Hearing: That he has received several Answers to his Letters; that the whole Papers had been laid before one of the Lawyers in the Cause in Edinburgh for the Purpose of drawing the Case; but that the same could not be here by the Day appointed for the said Hearing, and hoping their Lordships would indulge them with a Fortnight's Delay: That the Petitioner's Agent has not a single Paper in the Cause except one given into the Court of Session on Behalf of the Respondent, which his Agent had furnished him with Three Days since; but from that he cannot undertake to make out a Case to do Justice to his Client's Cause, or give Information to their Lordships;" and therefore praying, "That their Lordships will postpone the Hearing of this Cause for a Fortnight, and appoint the same to be heard on Wednesday the 5th Day of April next."

And thereupon the Agents on both Sides were called in, and heard at the Bar;

And being withdrawn;

Ordered, That the said Petition be rejected.

Mercer against Williamson:

After hearing Counsel this Day upon the Petition and Appeal of Charles Mercer Esquire, of Lethindy, complaining of certain Parts of Three Interlocutors of the Lord Ordinary in Scotland, of the 17th of February, the 8th of July, and 10th of August 1784, also of an Interlocutor of the Lords of Session there, of the 25th of January 1785, also of Three other Interlocutors of the said Lord Ordinary of the 27th of January, the 3d of February, and 8th of March 1785, also of another Interlocutor of the said Lords of the 11th of March 1785, and also of another Interlocutor of the said Lord Ordinary of the 11th of June 1785; and praying, "That the same might be reversed in so far as the same are complained of, or that the Appellant might have such other Relief in the Premises as to this House in their Lordships' great Wisdom should seem meet;" and also upon the Answer of Robert Williamson Minister of the Parish of Lethindy, put in to the said Appeal, and due Consideration had of what was offered on either Side in this Cause.

Interlocutors affirmed with Costs.

It is Ordered, and Adjudged, by the Lords Spiritual and Temporal in Parliament assembled, That the said Petition and Appeal be, and is hereby dismissed this House, and that the said several Interlocutors therein complained of be, and the same are hereby affirmed; and it is further ordered, That the Appellant do pay or cause to be paid to the said Respondent, the Sum of One hundred Pounds for his Costs, in respect of the said Appeal.

Bodmin Roads Bill.

A Message was brought from the House of Commons, by Mr. Hunt and others:

With a Bill, intituled, "An Act to enlarge the Term and Powers of an Act made in the Ninth Year of the Reign of His present Majesty King George the Third, for repairing and widening several Roads leading to and through the Borough of Bodmin in the County of Cornwall;" to which they desire the Concurrence of this House.

Oddington Enclosure Bill.

The Earl of Radnor, reported from the Lords Committees, to whom the Bill, intituled, "An Act for vesting the Estate late of Sir Thomas Pym Hales Baronet deceased, in the County of Kent, in Trustees to be sold and disposed of, for the Payment of certain Incumbrances affecting the same; and for other Purposes therein mentioned," was committed: "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; and that the Committee had gone through the Bill, and made some Amendments thereto."

Which Amendments, being read Twice by the Clerk, were agreed to by the House.

Ordered, That the said Bill, with the Amendments, be engrossed.

Sir M. le Fleming's Estate Bill.

The Earl of Radnor also reported from the Lords Committees, to whom the Bill, intituled, "An Act for vesting the Manor of Ashted, otherwise Great Ashted, and several Messuages, Lands, Tenements, and Hereditaments, in the County of Surrey, therein mentioned, in Trustees to be fold and conveyed, pursuant to an Agreement for that Purpose; and for investing Part of the Money to arise by such Sale, in the Purchase of other Lands and Hereditaments to be settled to the several Uses therein mentioned or referred unto, and for other Purposes therein expressed," was committed: "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; that the Parties concerned had given their Consents to the Satisfaction of the Committee; and that the Committee had gone through the Bill, and made some Amendments thereto."

Congleton Road Bill.

The Lord Scarsdale reported from the Lords Committees, to whom the Bill, intituled, "An Act for amending, widening, and keeping in Repair the Road leading from Congleton to Colley Bridge, and from the said Bridge to Smithy Green, in the Parish of Prestbury, in the County of Chester; and for setting out and making new Roads from Smithy Green aforesaid, to join a Branch from the Leek Turnpike Road at Thatchmarsh Bottom, in the Parish of Hartington, in the County of Derby, and from the first mentioned Road, to the Havannah Mills," was committed: That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Brandon Bridge Road Bill.

The Lord Scarsdale made the like Report from the Lords Committees, to whom the Bill, intituled, "An Act for enlarging the Term and Powers of an Act of the Tenth Year of His present Majesty, for repairing the Road from the Bridge on the Old River at Barton, to Brandon Bridge, in the County of Suffolk," was committed.

Stourbridge Roads Bill.

The Lord Scarsdale made the like Report from the Lords Committees, to whom the Bill, intituled, "An Act for more effectually amending and keeping in Repair several Roads leading from the late Market House in Stourbridge, in the County of Worcester, and for repealing certain Acts of Parliament, so far as relates to the said Roads; and for amending the Road from Coalbourne Brook, through Wollaston, to Churchill Field Corner, in the Counties of Worcester and Stafford," was committed.

Old Street Road, &c. Bill.

The Lord Scarsdale made the like Report from the Lords Committees, to whom the Bill, intituled, "An Act to enlarge the Term and Powers of Three Acts made in the Twenty-sixth and Twenty-ninth Years of the Reign of His late Majesty King George the Second, and the Twelfth Year of the Reign of His present Majesty, for repairing and widening Old Street Road, in the Parishes of Saint Luke, and Saint Leonard, Shoreditch, in the County of Middlesex; and also for repairing and keeping in Repair the Road leading from Worship Street to Crown Street, along the East Side of Moorfields," was committed.

Shoreham Harbour Bill.

The Lord Scarsdale also made the like Report from the Lords Committees, to whom the Bill, intituled, "An Act for altering the Powers of an Act made in the Thirty-third Year of the Reign of His late Majesty King George the Second, for erecting Piers and other Works for the Security and Improvement of the Harbour of New Shoreham, in the County of Suffex, and for keeping the same in Repair," was committed.
