Hodie 3a vice lecta est Billa, intituled, "An Act for exchanging the Estates in the County of Northampton of which The Most Noble Walter Francis Douglas Montagu Duke of Buccleuch and Queensberry is Tenant in Tail under the Will of The Most Noble John late Duke of Montagu, deceased, for some of his Settled Estates in the Counties of Lancaster and York of which he is Tenant for Life under the Will of The Most Noble Elizabeth late Duchess of Buccleuch and Queensberry, deceased."

The Question was put, "Whether this Bill shall pass?"

It was resolved in the Affirmative.

Franklen's Estate Bill:

Hodie 3a vice lecta est Billa, intituled, "An Act for carrying into Effect a Contract entered into for the Sale of certain Freehold and Leasehold Estates in the Parishes of Merthyrmaur, Saint Brides Major and Coitee, in the County of Glamorgan, the Estate of Richard Franklen Esquire, to The Right Honorable Sir John Nicholl Knight, and for applying the Money thence arising in the Purchase of other Estates, to be settled to the same Uses as the Estates sold."

The Question was put, "Whether this Bill shall pass?"

It was resolved in the Affirmative.

Four per Cents Dissents Bill.

Hodie 2a vice lecta est Billa, intituled, "An Act to authorize the issuing of Exchequer Bills for the Payment of the Proprietors of Four Pounds per Centum Annuities in England and Ireland who have signified their Dissent under an Act passed in the present Session for transferring such Annuities into Three Pounds Ten Shillings per Centum Annuities."

Ordered, That the said Bill be committed to a Committee of the Whole House.

Hodie 2a vice lecta est Billa, intituled, "An Act for prohibiting Burying and Funeral Service in a Chapel of Ease intended to be built for the Parish of Saint George Bloomsbury, in the County of Middlesex."

Standing Order No. 94. to be considered on it.

The House was moved, "That the Standing Order No. 94, directing that no Committee shall sit upon any Private Bill until Ten Days after the Second Reading thereof, may be so far dispensed with as relates to the last-mentioned Bill."

Ordered, That the said Motion be taken into Consideration To-morrow; and that the Lords be summoned.

Sir G. Noel v. Rochfort et al.

The House being informed, "That Mr. Thomas Baker attended, in order to deliver in Pleadings and Proceedings in the Cause wherein Sir Gerard Noel Noel Baronet is Appellant, and Gustavus Rochfort, and others, are Respondents;"

He was called in; and delivered the same at the Bar, and attested upon Oath they were true Copies, he having examined them with the Originals in the proper Offices in Ireland:"

And then he withdrew.

Highgate Grammar School Bill.

The Earl of Shaftesbury reported from the Lords Committees, to whom the Bill, intituled, "An Act to enable The Wardens and Governors of the Possessions, Revenues and Goods of the Free Grammar School of Sir Roger Cholmeley Knight, in Highgate, to pull down their present Chapel, and to contribute towards the Erection of a new Chapel or Church in Highgate, and for other Purposes," was committed; "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; that the Parties concerned had given their Consents to the Satisfaction of the Committee; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Hawkins's Estate Bill.

The Earl of Shaftesbury reported from the Lords Committees, to whom the Bill, intituled, "An Act for authorizing Leases to be granted of such of the Estates in the County of Cornwall as were devised by the Will of Sir Christopher Hawkins Baronet, deceased, to Christopher Henry Thomas Hawkins, an Infant, during his Life," was committed; "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; that the Parties concerned had given their Consents to the Satisfaction of the Committee; and that the Committee had gone through the Bill, and made several Amendments thereto."

Which Amendments, being read Twice by the Clerk, were agreed to by the House.

Ordered, That the said Bill, with the Amendments, be ingrossed.

Evelyn's Estate Bill.

The Earl of Shaftesbury reported from the Lords Committees, to whom the Bill, intituled, "An Act for authorizing the granting of Building and other Leases of Freehold Ground and Hereditaments late the Property of Dame Mary Evelyn deceased, in the Parishes of Saint Paul and Saint Nicholas, Deptford, in the County of Kent," was committed; "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; that the Parties concerned had given their Consents to the Satisfaction of the Committee; and that the Committee had gone through the Bill, and made several Amendments thereto."

Which Amendments, being read Twice by the Clerk, were agreed to by the House.

Ordered, That the said Bill, with the Amendments, be ingrossed.

Bogs Draining, Ireland, Bill.

The Order of the Day being read for the Second Reading of the Bill, intituled, "An Act for the draining and allotting the Bogs of Ireland;"

Ordered, That the said Bill be read a Second Time on Friday next; and that the Lords be summoned.

Sir P. Pole's Estate Bill Specially reported.

The Earl of Shaftesbury reported from the Lords Committees appointed to consider of the Bill, intituled, An Act for renewing, granting and confirming certain Powers and Authorities to Sir Peter Pole Baronet, given or limited by the Will of Sir Charles Pole Baronet, deceased, and an Indenture of Release affecting his Estates in the County of Southampton;" "That the Committee had met, and considered the said Bill, and examined the Allegations thereof, which were found to be true; and that all the Parties concerned in the Consequences of the Bill had consented thereto in the Manner required by the Standing Orders of this House, except Peter Pole, late of Ewhurst Park, in the County of Hants, Esquire, (Tenant for Life in Remainder under the Indenture of Appointment made on the 27th of July 1825,) on behalf of himself and Cecil Charles Pole his infant Son, the said Peter Pole being proved to be at Florence; but that Henry Archer Raymond of Lincoln's Inn, in the County of Middlesex, Gentleman, appeared and consented to the Bill on the behalf of the said Peter Pole and of his said infant Child, by virtue of a special Power of Attorney for that Purpose, which was produced to the Committee, and duly proved; and that the Committee had gone through the Bill, and directed him to report the same to their Lordships, with some Amendments."

Which Report, being read by the Clerk, was agreed to by the House.

Then the Amendments made by the Committee to the said Bill, being read Twice by the Clerk, were agreed to by the House.

Ordered, That the said Bill, with the Amendments, be ingrossed.

Benson's Estate Bill Specially reported.

The Earl of Shaftesbury reported from the Lords Committees appointed to consider of the Bill, intituled, An Act for vesting an Estate at Liverpool, in the County of Lancaster, devised and settled by the Will of Moses Benson Esquire, in Trustees, to be sold, and for laying out the Monies arising from such Sale in the Purchase of Estates, to be settled to the same Uses;" That the Committee had met, and considered the said Bill, and examined the Allegations thereof, which were found to be true; and that all the Parties concerned in the Consequences of the Bill had consented thereto in the Manner required by the Standing Orders of this House, except Jane Dorothea Reader, Wife of William Reader Esquire, and one of the Tenants in Common in Tail under the Will of Moses Benson Esquire, mentioned in the Bill, and the said William Reader her Husband, for his Interest, and on behalf of William Reader, Henry Elmhirst Reader, Frances Jane Reader, Mary Reader and Christine Reader, his infant Children by the said Jane Dorothea Reader, the said Jane Dorothea Reader and William Reader the Husband being proved to be at Genoa, in the Duchy of Genoa and Kingdom of Sardinia; but that Thomas Moulden Sherwood of Parliament Place, in the County of Middlesex, Esquire, appeared and consented to the Bill on the Behalf of the said Jane Dorothea Reader, and William Reader, for his Interest, and on behalf of his said infant Children, by virtue of a special Power of Attorney for that Purpose, which was produced to the Committee, and duly proved; also except Moses Benson, the Son of Moses Benson the Son, and Grandson of the said Testator, one of the Tenants in Tail in Remainder under the said Will, who was proved to be in the Island of Jamaica, in the West Indies; and that the Committee had gone through the Bill, and directed him to report the same to their Lordships, with some Amendments."

Which Report, being read by the Clerk, was agreed to by the House.

Then the Amendments made by the Committee to the said Bill, being read Twice by the Clerk, were agreed to by the House.

Then an Amendment was made by the House to the said Bill.

Ordered, That the said Bill, with the Amendments, be ingrossed.

Garnkirk Railway Bill.

The Earl of Shaftesbury reported from the Lords Committees, to whom the Bill, intituled, "An Act for amending certain Acts for making the Glasgow and Garnkirk Railway, and for raising a farther Sum of Money," was committed; "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Queensferry Improvement Bill.

The Earl of Shaftesbury made the like Report from the Lords Committees, to whom the Bill, intituled, "An Act for the further Improvement and Support of the Passage across the Frith of Forth called the Queensferry," was committed.

Meltham Inclosure Bill, Petition against, referred to the Com ee.

Upon reading the Petition of the several Persons whose Names are thereunto subscribed, being Owners or Proprietors of Lands or having Common Rights in the Commons within the Manor of Meltham, in the Parish of Almondbury, in the West Riding of the County of York; taking notice of a Bill depending in this House, intituled, "An Act to amend an Act of His late Majesty, for inclosing Lands in the Manor of Meltham, in the Parish of Almondbury, in the West Riding of the County of York;" and praying their Lordships, "That the same may not pass into a Law as it now stands, but that the Petitioners may be heard by themselves, their Counsel, or Agents and Witnesses, against such Parts of the said Bill as may affect them; or that they may have such other Relief in the Premises as to this House may seem meet:"

It is Ordered, That the said Petition be referred to the Committee to whom the said Bill stands committed, and that the Petitioners be at liberty to be heard by themselves, their Counsel, or Agents and Witnesses, against the same, as desired.

Langston et al. v. Langston et al.

The House being moved, "That a Day may be appointed for hearing the Cause wherein Julia Langston, and others, are Appellants, and James Haughton Langston, and others, are Respondents:"

It is Ordered, That this House will hear the said Cause, by Counsel at the Bar, on the first vacant Day for Causes after those already appointed.

East Retford Election Bill, 4th Report from Com ee on Expences of Witnesses.

The Earl of Shaftesbury reported from the Lords Committees appointed a Select Committee to enquire respecting the Expences of the Witnesses on the Bill, intituled, "An Act to prevent Bribery and Corruption in the Election of Burgesses to serve in Parliament for the Borough of East Retford;" and to report from Time to Time as to what it may be proper to do therein; "That the Committee had met, and had inspected further Accounts of Expences and Claims for Remuneration for Loss of Time of certain other of the Witnesses who were ordered to attend; which Accounts were also laid before the Committee by Thomas Sambrooke Heptinstall, the Solicitor for the said Bill; and the Committee are of Opinion, That it is reasonable and proper that the said Witnesses should be allowed the several Sums set opposite to their Names in the annexed Abstract."

"An Abstract of the Expences of certain Witnesses on the East Retford Election Bill."

Upon reading the Petition of the Owners and Occupiers of Lands and other respectable Inhabitants of the Parish of Harberton, in the County of Devon, whose Names are thereunto subscribed; praying, "That their Lordships in future will allow the utmost Freedom in the Trade of this Country with India and China, compatible with the Security of the British Possessions in that Part of the World:"

It is Ordered, That the said Petition do lie on the Table.

Ordered, That the said Petition be referred to the Select Committee appointed to enquire into the present State of the Affairs of The East India Company, and into the Trade between Great Britain, the East Indies and China.

Upon reading the Petition of the principal Inhabitants of the Parish of Cornworthy, in the County of Devon, whose Names are thereunto subscribed; praying their Lordships "not to renew the present Charter of The East India Company, nor grant them any new Charter containing similar exclusive Privileges; but in future to allow the utmost Freedom in the Trade of this Country with China and India, compatible with the Security of the British Possessions in that Part of the World:"

It is Ordered, That the said Petition do lie on the Table.

Ordered, That the said Petition be referred to the lastmentioned Committee.

J. Pulman appointed Yeoman Usher:

The Lord Chancellor acquainted the House, "That the Gentleman Usher of the Black Rod had appointed James Pulman Esquire to be Yeoman Usher of the Black Rod, in the Place of Robert Quarme Esquire, who had resigned."

Address recommending the late Yeoman Usher to His Majesty's Royal Grace.

Ordered, Nemine Dissentiente, That an humble Address be presented to His Majesty, communicating to His Majesty the Resignation of Robert Quarme Esquire, late Yeoman Usher of the Black Rod; and recommending the said Robert Quarme to His Majesty's Royal Grace and Bounty, in Consideration of his long and meritorious Services in the Discharge of the said Office.

Ordered, That the said Address be presented to His Majesty by the Lords with White Staves.

Slavery, Petitions for Abolition of: (Rochester & Chatham:)

Upon reading the Petition of the Inhabitants of Rochester and Chatham, and their Vicinities, in the County of Kent, whose Names are thereunto subscribed; praying their Lordships "to interfere for the Benefit of the Slaves in a more immediate Way than heretofore, by removing the Bounties and protecting Duties by which the Slave System is in a great measure supported, by appointing some definite Period after which the Children of all Slaves shall be born free, and by such other Measures as to their Lordships Wisdom shall seem meet for effecting the great Work of Colonial Reform, so as forthwith to mitigate the present Evils of Slavery, and bring the System itself to the earliest, safe and practicable Termination in all Parts of His Majesty's Dominions:"
