PRAYERS.

The Earl of Shaftesbury sat Speaker by virtue of His Majesty's Commission.

Papers delivered:

The House being informed, "That Mr. Tomlins, from the Treasury, attended;"

He was called in; and delivered at the Bar, pursuant to Orders of the 14th Day of April last,

Malt Duty:

"A Return of the Number of Bushels of Malt that have paid the Duty in the last Ten Years ending 5th April 1831; distinguishing the Number of Bushels returned in each Year:"

Beer Licences:

And also, "A Return of the Number of Licences taken out for the Sale of Beer, Ale and Cyder, &c. under the Act 1 William 4, Cap. 64, up to the latest Period to which the said Return can be made out; distinguishing the Counties in which the said Licences have been taken out."

Mr. Tomlins also delivered at the Bar, pursuant to the Directions of several Acts of Parliament,

Assessed Taxes, (Scotland:)

"Copies of Cases stated and signed by the Commissioners in Scotland acting in Execution of the Acts of Parliament imposing and regulating the Duties of Assessed Taxes, and Opinion and Determination of the Barons of the Court of Exchequer in Scotland thereon, for the Period from 26th October 1830 to 14th June 1831:"

Pensions, (Scotland:)

Also, "An Account of all Pensions granted out of the Civil List of Scotland from the 20th Day of June 1830 to the 20th Day of June 1831; specifying the Names of the Persons to whom the same were granted:"

Weighmasters of Butter, (Ireland.)

And also, "An Account of all Compensations made in the Year 1830 by the Direction of the Lords of the Treasury to Weighmasters of Butter in Ireland, under the Act 10 Geo. 4, C. 41."

And then he withdrew.

And the Titles thereof being read by the Clerk;

Ordered, That the said Papers do lie on the Table.

Ordered, That the first-mentioned Paper be printed.

The House was adjourned during Pleasure.

Lord Lieutenants (Ireland) Bill.

The Order of the Day being read for the House to be put into a Committee upon the Bill, intituled, "An Act to provide for the better Order and Government of Ireland, by Lieutenants for the several Counties, Counties of Cities and Counties of Towns therein;" and for the Lords to be summoned;

Ordered, That the House be put into a Committee upon the said Bill on Thursday next; and that the Lords be summoned.

Deputy Lieutenants (Scotland) Indemnity Bill:

Hodie 3a vice lecta est Billa, intituled, "An Act to indemnify Persons who have acted as Deputy Lieutenants in Scotland without due Qualification."

The Question was put, "Whether this Bill shall pass?"

It was resolved in the Affirmative.

Message to H.C. that the Lords have agreed to it.

A Message was sent to the House of Commons, by Mr. Adam and Mr. Roupell;

To acquaint them, That the Lords have agreed to the said Bill, without any Amendment.

Grand Jury Laws, (Ireland,) Petitions from Navan & Tipperary respecting.

Upon reading the Petition of the Inhabitants of the Parish of Navan, in the County of Meath, whose Names are thereunto subscribed; praying, "That their Lordships will please to enact a Law, whereby the Grand Jurors in Ireland shall be elected by Ballot, Two from each Barony, by all Persons holding a certain Property in such Barony:"

It is Ordered, That the said Petition do lie on the Table.

Upon reading the Petition of the Landholders and Householders of the County of Tipperary, whose Names are thereunto subscribed; praying their Lordships, "That the Power of taxing the Counties be taken away from Grand Juries in Ireland, and vested in the Hands of the Magistrates at Quarter Sessions:"

It is Ordered, That the said Petition do lie on the Table.

Rowe v. The King, in Error.

Upon reading the Petition of William Cullen of the City of Dublin, Gentleman, Agent for The King, Defendant in a Writ of Error depending in this House, wherein Richard Radford Rowe is Plaintiff; praying, "That their Lordships will be pleased to postpone the Hearing of this Cause, the Petitioner not being able by To-morrow to get Counsel prepared to argue the Case, an Objection to the Form of the Indictment having on Monday last for the first Time been made:"

It is Ordered, That the said Petition do lie on the Table.

Ld. Trimlestown's Claim, Order for Comee to meet, discharged.

It was moved, "That the Order made on Wednesday last, "That the Committee for Privileges, to whom the Petition of John Thomas Baron Trimlestown of that Part of the United Kingdom called Ireland, praying, "That his Right to vote at the Election of Peers of Ireland to sit in the Parliament of the United Kingdom may be admitted by their Lordships," stands referred, do meet to consider of the said Petition on Wednesday next," be now read."

The same was accordingly read by the Clerk.

Ordered, That the said Order be discharged.

Kinkaid's Estate Bill.

Hodie 2a vice lecta est Billa, intituled, "An Act for vesting certain detached Portions of the Lands and Estates entailed by the deceased John Buchanan Esquire, of Carbeth, in the County of Stirling, in Trustees, to sell the same, and to apply the Price arising therefrom in the Purchase of other Lands near to the Mansion House of Carbeth and the Remainder of the said Entailed Estate."

Isherwood's et al. Petition for further Provision, referred to Judges.

Upon reading the Petition of John Isherwood of Marple Hall, within Marple, in the County of Chester, Esquire, and Elizabeth his Wife, (for and on behalf of themselves and of Thomas Bradshaw Isherwood their Infant and only Son,) and also of Elizabeth Salvin, Margaret Salvin, Mary Salvin and Caroline Salvin, all of the Parish of Saint Mary le Bow, in the City of Durham, Spinsters; praying their Lordships, "That Provision may be made for effecting the Purposes in the said Petition mentioned, in the Bill brought in upon the Petition presented by the Petitioners to their Lordships on the 24th Day of June last; and that this Petition may be referred to the same Judges to whom the Petitioners former Petition, presented to the House in the last Session of Parliament, was referred, if it shall be deemed expedient to refer the same to the Judges:"

It is Ordered, That the Consideration of the said Petition be, and is hereby referred to Mr. Justice Gaselee and Mr. Justice James Parke, who are forthwith to summon all Parties concerned in the Bill, and, after hearing them, are to report to the House the State of the Case, with their Opinion thereupon, under their Hands, and whether all Parties, who may be concerned in the Consequences of the Bill, have signed the Petition; and also, that the Judges, having perused the Bill, do sign the same.

Calcraft's Divorce Bill, Witnesses to attend.

Ordered, That Thomas Cooke and Sarah Whitby do attend this House on Tuesday next, in order to their being examined as Witnesses upon the Second Reading of the Bill, intituled, "An Act to dissolve the Marriage of Granby Hales Calcraft Esquire with Emma Sarah otherwise Emma his now Wife, and to enable him to marry again; and for other Purposes therein mentioned."

Goodlake's Name Bill.

The Earl of Shaftesbury reported from the Lords Committees, to whom the Bill, intituled, "An Act to enable John Surman Goodlake to take and use the Sirname of Surman, pursuant to the Provisions of the Will of John Surman, late of Swindon, in the County of Gloucester, Gentleman, deceased," was committed; "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Ordered, That the said Bill be ingrossed.

Expired Commissions, &c. (Ireland) Bill.

A Message was brought from the House of Commons, by Mr. Bernal and others;

To return the Bill, intituled, "An Act to revive and continue expired Commissions, Appointments, Patents and Grants in Ireland; and to indemnify certain Persons in relation thereto;" and to acquaint this House, That they have agreed to the same, without any Amendment.

Cheltenham Roads Bill.

A Message was brought from the House of Commons, by Sir William Guise and others;

With a Bill, intituled, "An Act for more effectually repairing and improving several Roads leading into and from the Town of Cheltenham, in the County of Gloucester, and for making new Branches of Roads to communicate therewith;" to which they desire the Concurrence of this House.

The said Bill was read the First Time.

Magistrates, (Ireland,) Return respecting, Ordered.

Ordered, That there be laid before this House, "A Return of the Names of Magistrates in the Commission of the Peace for each County in Ireland, specifying the Number of Times that each has attended the Petit Sessions within the Twelvemonth previous to the 1st of June last past."

Suits in Common Law Courts Bill reported:

The Order of the Day being read for the House to be put into a Committee upon the Bill, intituled, "An Act to diminish the Expence and prevent the Delay of Suits in the Common Law Courts at Westminster;" and for the Lords to be summoned;

The House was accordingly adjourned during Pleasure, and put into a Committee upon the said Bill.

After some Time, the House was resumed:

And The Earl of Shaftesbury reported from the Committee, "That they had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Ordered, That the said Bill be ingrossed

Ordered, That the said Bill be read the Third Time on Thursday next.

Buckingham House Exemption Bill.

The House (according to Order) was adjourned during Pleasure, and put into a Committee upon the Bill, intituled, "An Act for repealing so much of an Act passed in the Seventh Year of His late Majesty King George the Fourth, for paving, lighting, watching, repairing and otherwise improving Grosvenor Place, and other Streets therein mentioned, as relates to the Assessment of the Boundary Fence or Wall of the Garden belonging to Buckingham House."

After some Time, the House was resumed:

And The Earl of Shaftesbury reported from the Committee, "That they had gone through the Bill, and directed him to report the same to the House, without any Amendment."
