The Answer of Dame Mary Lucy Elizabeth Gordon, Wife of Sir James Gordon of Letterfourie, Baronet, to the Petition and Appeal of Mrs. Ismene Magdalina Glendonwyn or Scott, Spouse of William Scott Esquire, late of Wimpson and Parton, and of Robert Kennedy, Writer to the Signet, her Tutor ad litem, was this Day brought in.

The Lord Chancellor acquainted the House, "That His Majesty had been pleased to issue a Commission to several Lords therein named, for declaring His Royal Assent to several Acts agreed upon by both Houses of Parliament."

Then Three of the Lords Commissioners, being in their Robes, and seated on a Form placed between the Throne and the Woolsack, The Lord Chancellor in the Middle, with The Lord Archbishop of Canterbury on his Right Hand, and The Lord President on his Left; commanded the Yeoman Usher of the Black Rod to signify to the Commons, "The Lords Commissioners desire their immediate Attendance in this House, to hear the Commission read."

Then The Lord Chancellor said,

"In obedience to His Majesty's Commands, and by virtue of the Commission which has been now read, We do declare and notify to you, the Lords Spiritual and Temporal, and Commons, in Parliament assembled, that His Majesty hath given His Royal Assent to the several Acts in the Commission mentioned; and the Clerks are required to pass the same in the usual Form and Words."

Then the Clerk Assistant, having received the Money Bill from the Hands of the Speaker, brought it to the Table, where the Deputy Clerk of the Crown read the Title of that and the other Bills to be passed, severally, as follow; (vizt.)

To this Bill the Royal Assent was pronounced by the Clerk Assistant, in these Words ; (vizt.)

Upon reading the Petition of John Francis Miller Earl of Mar; setting forth, "That at the late General Election of the Sixteen Scottish Peers to serve in this present Parliament, which took place on the 3d Day of June last, the Petitioner transmitted to Edinburgh a signed List, containing the Names of the Peers for whom the Petitioner meant to give his Vote to be the Sixteen Representative Peers for Scotland, such Names being written by the Petitioner's own Hand, but the Deputies of The Lord Clerk Register, acting as Clerks to the said Election, took upon them to reject such signed List of the Petitioner, in respect that it was not signed before Witnesses, and was therefore, as they alleged, informal and invalid: That by the Act of the First Session of the Fourth Parliament of Her Majesty Queen Anne, intituled, "An Act settling the Manner of electing the Sixteen Peers and Fortyfive Commoners to represent Scotland in the Parliament of Great Britain," it is enacted, "That such Peers as are absent, being qualified as aforesaid, may send to all such Meetings Lists of the Peers whom they judge fittest, validly signed by the said absent Peers, which shall be reckoned in the same Manner as if the Parties had been present and given in the said List:" That by the Law of Scotland many most important Deeds and Writings, if holograph of the Granter, are perfectly good and valid, though not subscribed before Witnesses; and the signed List of the Petitioner being strictly a Scottish Document, written and intended to operate in Scotland, and valid as a holograph Instrument in the Eye of the Law of Scotland, was a List "validly signed" in Terms of the said recited Act, and ought to have been received accordingly;" and therefore praying their Lordships, "That they will take the Premises into their Consideration, and find and declare that the Petitioner's said List ought to have been received and his Votes reckoned; and that their Lordships will take such Proceedings and make such Order in regard to the Rejection of the Petitioner's List and Votes by The Lord Clerk Register or his Deputies, as to their Lordships shall seem just and becoming:"

Frauds on Creditors Bill, Debate on 3d Reading resumed

The Order of the Day being read for resuming the adjourned Debate on the Motion made on the 12th Day of this instant August, "That the Bill, intituled, "An Act to prevent Debtors from defrauding their Creditors by lying in Prison or absconding from England," be now read the Third Time;"

The Debate was accordingly resumed.

It was moved "to leave out ("now") and insert ("this Day Six Months")

Which being objected to;

After Debate,

The Question was put, "Whether the Word ("now") shall stand Part of the Motion?"

It was resolved in the Negative.

3d Reading put off for 6 Months.

Tithes on Barren Land Bill.

The Order of the Day being read for the Second Reading of the Bill, intituled, "An Act for explaining and amending an Act passed in the Second and Third Years of the Reign of King Edward the Sixth, intituled, "An Act for Payment of Tithes;" and for the Lords to be summoned;

The said Bill was accordingly read a Second Time.

Ordered, That the said Bill be committed to a Committee of the Whole House.

Ordered, That the House be put into a Committee upon the said Bill on Tuesday next.

Baking Trade (Ireland) Bill presented.

The Marquess of Westmeath presented to the House a Bill, intituled, "An Act to regulate the Baking Trade in Ireland."

The said Bill was read the First Time.

Bankruptcy Court Bill.

It was moved, "That the Order made on Tuesday last, "That the Bill, intituled, "An Act to establish a Court in Bankruptcy," be re-committed to a Committee of the Whole House on Friday the 26th of this instant August; and that the Lords be summoned;" be now read."

The same was accordingly read by the Clerk.

Ordered, That the said Order be discharged.

Persons in Execution for Debt in the Fleet & White Cross St. Prisons, Returns of, delivered.

The House being informed, "That Mr. Brown, the Warden of the Fleet Prison, attended;"

He was called in; and delivered at the Bar, pursuant to an Order of Thursday last,

"A Return of all Persons in Custody on the 18th August 1831, in Execution for Debt, in His Majesty's Prison of the Fleet; setting forth the Names of all such Persons as have been in Execution for not less than Six Months, and distinguishing other Prisoners by the Initial Letters only of their Names; and setting forth the Time or Times when, and the Amount of the Debt or Debts for which, such Person was charged in Execution; and mentioning whether such Person has petitioned the Court for the Relief of Insolvent Debtors for his or her Discharge; and whether any and what Proceedings have been had on such Petition."

And then he withdrew.

And the Title thereof being read by the Clerk;

Ordered, That the said Return do lie on the Table.

The House being informed, "That Mr. Samuel Barrett, the Keeper of the Debtors Prison for London and Middlesex, in White Cross Street, attended;"

He was called in; and delivered at the Bar, pursuant to an Order of Thursday last,

"A Return of all Persons in Execution for Debt in the Debtors Prison for London and Middlesex, White Cross Street, on the 15th August 1831.

And then he withdrew.
