Nicol v. Sir R. W. Vaughan et al. Appellant's Petition to advance Appeal, referred to Appeal Com ee.

Upon reading the Petition of William Nicol Appellant in a Cause depending in this House, to which Sir Robert Williams Vaughan, and others, are Respondents; praying their Lordships, "That the Petitioner's Second Petition of Appeal may be advanced and placed in their Lordships Paper of Appeals in the Place where the Petitioner's former Appeal stood previously to the Hearing thereof; and that an early Day may be appointed for the Hearing of the said Second Petition of Appeal:"

It is Ordered, That the said Petition be referred to the Appeal Committee.

Macqueen to enter into a Recogce on Clyne's Appeal.

The Order of the Day being read for the Second Reading of the Bill, intituled, "An Act for encouraging and facilitating the Employment of Labourers in Agriculture;" and for the Lords to be summoned;

The said Bill was accordingly read a Second Time.

It was moved, "That the said Bill be referred to a Private Committee, to consider and report."

Upon reading the Petition of the Persons whose Names are thereunto subscribed, being chiefly Protestant Dissenters of the Independent Denomination assembling at Ashwell, Hertfordshire; praying, "That their Lordships will see that their own Resolutions on the Subject of Slavery in 1823, upon the Accomplishment of which the Petitioners have relied, may be fully carried into Effect without any unnecessary Delay; that efficient Measures may be adopted for the complete Abolition of West Indian Slavery; that a Day may be appointed after which it shall for ever cease; and that the extravagant and pernicious Bounty upon Sugar, raised by compulsory and unrequited Labour, may be withdrawn:"

Upon reading the Petition of the Minister and Members of the Congregation of Abbott's Roothing Meeting, and its Vicinity, in the County of Essex, whose Names are thereunto subscribed; praying, "That their Lordships will no longer delay gratifying the Petitioners ardent Desires, and with all possible Haste put a final End to the Existence of Slavery, a System so hateful to them, and so thoroughly disgraceful to the Character of the British Nation:"

Upon reading the Petition of the Inhabitants of Laughton, whose Names are thereunto subscribed; praying their Lordships "to prohibit the Consumption of Beer in the Houses of Sale as authorized by the recent Act for permitting the general Sale of Beer by Retail, or any Building thereunto attached, at all Times; but if this appear to their Lordships to be uncalled for, that such a Regulation may be made for the Lord's Day that Tippling may not be encouraged on that Day:"

Foreign Gloves, Petition from Worcester against Importation of.

Upon reading the Petition of the Magistrates, Clergy, Gentry and other Inhabitants of the City of Worcester and its Vicinity, whose Names are thereunto subscribed; praying their Lordships "to grant their serious Attention to the Necessities and Sufferings of the Glove Manufacturers of Worcester; and, upon deliberate Enquiry into the actual State of their Trade, afford them Relief, by a Prohibition of the Importation of Foreign manufactured Gloves:"

The Lord Archbishop of Dublin was sworn, at the Table, by The Lord Speaker, in order to give Evidence before the Select Committee on Tithes, Ireland.

Ordered, That there be laid before this House, "A Return of the Residence and Non-residence of the Irish Clergy for the Year 1829, as communicated to the Privy Council."

Arbitration Bill.

Hodie 2^a vice lecta est Billa, intituled, "An Act for settling Controversies by Arbitration."

Ordered, That the said Bill be committed to a Committee of the Whole House.

Ordered, That the House be put into a Committee upon the said Bill on Wednesday next.

Land Revenue (Buckingham Palace) Bill reported:

The House (according to Order) was adjourned during Pleasure, and put into a Committee upon the Bill, intituled, "An Act to authorize the Application of Part of the Land Revenue of the Crown for the Completion of the Repair and Improvement of Buckingham Palace."

After some Time, the House was resumed:

And The Earl of Shaftesbury reported from the Committee, "That they had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Parliamentary Representation, Address for Papers respecting.

Ordered, That an humble Address be presented to His Majesty, to request that His Majesty will be graciously pleased to order that there be laid before this House, "Copies of Instructions given by the Secretary of State for the Home Department with reference to Parliamentary Representation; likewise, Copies of Letters or Reports received by the Secretary of State for the Home Department in Answer to such Instructions."
