The Earl of Shaftesbury sat Speaker by virtue of a former Commission.

Westminster Bridge Accounts delivered.

The House being informed, "That Mr. Swinburne, from the Commissioners of Westminster Bridge, attended;"

He was called in; and delivered at the Bar, pursuant to the Directions of an Act of Parliament,

"The Four Quarterly Accounts of the Treasurer to the Commissioners of Westminster Bridge, from the 5th April 1831 to the 5th April 1832."

And then he withdrew.

And the Title thereof being read by the Clerk;

Ordered, That the said Accounts do lie on the Table.

The Speaker's (H.C.) Annuity Bill.

A Message was brought from the House of Commons, by Mr. Bernal and others;

With a Bill, intituled, "An Act for settling and securing Annuities on The Right Honorable Charles Manners Sutton and on his next Heir Male, in Consideration of the eminent Services of the said Right Honorable Charles Manners Sutton;" to which they desire the Concurrence of this House.

The said Bill was read the First Time.

Ordered, That the said Bill be read a Second Time To-morrow.

Land Tax Comrs Bill.

A Message was brought from the House of Commons, by Mr. Bernal and others;

With a Bill, intituled, "An Act for appointing additional Commissioners to put in Execution the Acts for granting an Aid to His Majesty by a Land Tax, and continuing the Duties on Personal Estates, Offices and Pensions;" to which they desire the Concurrence of this House.

The said Bill was read the First Time.

Ordered, That the said Bill be read a Second Time To-morrow.

Special Constables (Ireland) Bill.

A Message was brought from the House of Commons, by Mr. Bernal and others;

With a Bill, intituled, "An Act for amending the Laws in Ireland relative to the Appointment of Special Constables, and for the better Preservation of the Peace;" to which they desire the Concurrence of this House.

The said Bill was read the First Time.

Ordered, That the said Bill be printed.

Mills & Factories, Petitions from Whitechapel & Hoxton for regulating Hours of Labour in.

Upon reading the Petition of the Inhabitants of Whitechapel and the Neighbourhood, whose Names are thereunto subscribed:

And also, Upon reading the Petition of the Inhabitants of Hoxton and the Neighbourhood, whose Names are thereunto subscribed; severally praying their Lordships "to restrict the actual working of Children in all the Mills and Factories of the United Kingdom to Ten Hours per Day for Five Days, and Eight on the remaining Day; and to prevent any Child under Nine Years of Age being worked in any Factory or Mill:"

It is Ordered, That the said Petitions do lie on the Table.

Sugar Duties Bill:

The Order of the Day being read for the Third Reading of the Bill, intituled, "An Act for granting to His Majesty, until the Fifth Day of April One thousand eight hundred and thirty-three, certain Duties on Sugar imported into the United Kingdom, for the Service of the Year One thousand eight hundred and thirty-two;"

The said Bill was accordingly read the Third Time.

The Question was put, "Whether this Bill shall pass?"

It was resolved in the Affirmative.

Exchequer Bills Bill:

The Order of the Day being read for the Third Reading of the Bill, intituled, "An Act for raising the Sum of Thirteen millions eight hundred and ninety-six thousand six hundred Pounds by Exchequer Bills, for the Service of the Year One thousand eight hundred and thirty-two;"

The said Bill was accordingly read the Third Time.

The Question was put, "Whether this Bill shall pass?"

It was resolved in the Affirmative.

Messages to H.C. that the Lords have agreed to the 2 preceding Bills.

And Messages were, severally, sent to the House of Commons, by the former Messengers;

To acquaint them, That the Lords have agreed to the said Bills, without any Amendment.

Glass Duties Bill.

The Order of the Day being read for the Second Reading of the Bill, intituled, "An Act to repeal the Excise Duties on Flint Glass, and to impose other Duties in lieu thereof; and to amend the Laws relating to Glass;"

The said Bill was accordingly read a Second Time.

The Question was put, "Whether this Bill shall be committed?"

It was resolved in the Negative.

Ordered, That the said Bill be read the Third Time To-morrow.

Sheriff of Selkirkshire Bill, Standing Orders 26 & 155 dispensed with, & Bill passed:

The House (according to Order) proceeded to take into Consideration the Standing Orders, No. 26 and No. 155, relative to Bills not being read or proceeded in Twice the same Day, in order to their being dispensed with on the Bill, intituled, "An Act to authorize His Majesty to appoint a Person to act as Sheriff of Selkirkshire during the Incapacity of the present Sheriff."

And Consideration being had thereof accordingly;

Ordered, That the said Standing Orders be dispensed with on the said Bill.

Then the said Bill was read a Second Time.

Ordered, That the said Bill be committed to a Committee of the Whole House.

Ordered, That the House be put into a Committee upon the said Bill instanter.

Then the House was accordingly adjourned during Pleasure, and put into a Committee upon the said Bill.

After some Time, the House was resumed:

And The Earl of Shaftesbury reported from the Committee, "That they had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Then the said Bill was read the Third Time.

The Question was put, "Whether this Bill shall pass?"

It was resolved in the Affirmative.

Ordered, That the House be put into a Committee upon the said Bill To-morrow.

Public Accounts Bill.

The Order of the Day being read for the Second Reading of the Bill, intituled, "An Act to regulate the Period of rendering the Public Accounts and making up the General Imprest Certificates;"

The said Bill was accordingly read a Second Time.

Ordered, That the said Bill be committed to a Committee of the Whole House.

Ordered, That the House be put into a Committee upon the said Bill To-morrow.

The Speaker's (H.C.) Salary Bill.

The Order of the Day being read for the Second Reading of the Bill, intituled, "An Act for the better Support of the Dignity of the Speaker of the House of Commons; and for disabling the Speaker of the House of Commons for the Time being from holding any Office or Place of Profit, during Pleasure, under the Crown;"

The said Bill was accordingly read a Second Time.

Ordered, That the said Bill be committed to a Committee of the Whole House.

Ordered, That the House be put into a Committee upon the said Bill To-morrow.

Aberdeen Colleges Bill.

The Order of the Day being read for the Second Reading of the Bill, intituled, "An Act to authorize the Purchase of the Rights of Literary Property enjoyed by the King's and Marischal Colleges in Aberdeen;"

The said Bill was accordingly read a Second Time.

Ordered, That the said Bill be committed to a Committee of the Whole House.

Ordered, That the House be put into a Committee upon the said Bill To-morrow.

Bankrupt Laws Bill.

The Order of the Day being read for the Third Reading of the Bill, intituled, "An Act to amend the Laws relating to Bankrupts;"

Ordered, That the said Bill be read the Third Time To-morrow.

Bills of Exchange Bill:

Hodie 3a vice lecta est Billa, intituled, "An Act for regulating the protesting for Non-payment of Bills of Exchange drawn payable at a Place not being the Place of the Residence of the Drawee or Drawees of the same."

The Question was put, "Whether this Bill shall pass?"

It was resolved in the Affirmative.

Message to H.C. that the Lords have agreed to it.

A Message was sent to the House of Commons, by the former Messengers;

To acquaint them, That the Lords have agreed to the said Bill, without any Amendment.

Report from Com ee on Fees of the Speaker of this House.

The Earl of Shaftesbury reported from the Lords Committees appointed a Select Committee to consider of the Fees of this House, so far as the same relate to the Fees payable to The Lord Chancellor as Speaker of this House; "That the Committee had met, and considered the Matter referred to them, and had observed that a Bill had been introduced into the other House of Parliament for making Provision for The Lord High Chancellor of England in lieu of Fees heretofore received by him; and the Committee think this a favourable Opportunity for recommending an Arrangement of a similar Nature with respect to the Fees of this House payable to The Lord Chancellor as Speaker of the House of Lords: With a view to such an Arrangement the Committee have made the necessary Enquiries, and have ascertained that the Fees payable to The Lord Chancellor as such Speaker have, upon an Average of the last Five Years, amounted to Four thousand two hundred and fifty-six Pounds per Annum; and under the Circumstances of the Arrangement proceeding in the other House of Parliament for a suitable Provision for The Lord Chancellor, as Lord Chancellor, the Committee would submit, That the Salary of The Lord Chancellor, as Speaker of this House, should be fixed at Four thousand Pounds per Annum: The Committee have also, with reference to this Subject, adverted to an Arrangement made in the Session 1824, upon an Enquiry into the State of the Office of Clerk of the Parliaments, by which Arrangement the Salaries of certain Officers of that Department were settled; and the Fees heretofore collected by them are now carried to a General Fund for defraying such Salaries, the necessary Payments out of which Fund are made by the Clerk Assistant, by Draft on the Bank of England: The Committee would therefore recommend, That the Fees heretofore payable to The Lord Chancellor, as Speaker of this House, be in like Manner collected and paid into the General Fee Fund of this House, established under the said Arrangement of 1824, and that the Clerk Assistant should be authorized to draw on the Bank of England, Quarterly, on the Credit of the said Fee Fund, for Payment to The Lord Chancellor of such Salary."

Which Report, being read by the Clerk, was agreed to by the House; and Ordered accordingly.
