Paisley Gas Light Bill:

Hodie 3a vice lecta est Billa, intituled, "An Act to amend an Act for lighting the Town and Burgh of Paisley, and Suburbs and Places adjacent, with Gas; and to enable the Company thereby incorporated to increase their Capital Stock; and for other Purposes relating thereto."

The Question was put, "Whether this Bill shall pass?"

It was resolved in the Affirmative.

Message to H.C. that the Lords have agreed to it.

A Message was sent to the House of Commons, by Mr. Cross and Mr. Trower;

To acquaint them, That the Lords have agreed to the said Bill, without any Amendment.

Clayton's Divorce Bill, A.P. Clayton to attend.

Ordered, That Augustus Philip Clayton do attend this House on Thursday next, in order to his being examined as a Witness upon the Second Reading of the Bill, intituled, "An Act to dissolve the Marriage of William Robert Clayton Esquire with Alice Hugh Massy his now Wife, and to enable him to marry again; and for other Purposes."

Clyne v. Manson, Respondent to appear in formâ pauperis.

Upon reading the Petition of Alexander Manson, Sheriff Officer in Wick, Respondent in a Cause depending in this House, to which David Clyne is Appellant; praying, "That their Lordships will be pleased to order him to be admitted to appear as Respondent in this Cause in formâ pauperis; and to assign him for his Counsel Mr. Thomas Hamilton Miller and Mr. James Wilson, and for his Solicitor, George Webster:"

Hodie 1a vice lecta est Billa, intituled, "An Act for vesting the Estates in the County of Warwick, devised by the Will of Samuel Woollaston deceased, in Trustees, upon Trust to sell the same, and for laying out the Monies arising from such Sales in the Purchase of more convenient Estates, to be settled to the same Uses."

Report, East India Judicature Act:

The Earl of Shaftesbury reported from the Lords Committees appointed to consider of the Titles of the Lords that appeared upon the Ten Lists reported to the House Yesterday, and to report the Names of those who shall appear to hold or to have held any of the Offices or Employments specified in an Act made in the 26th Year of the Reign of His Majesty King George the Third, for the further Regulation of the Trial of Persons accused of certain Offences committed in the East Indies, and for other Purposes therein mentioned; "That the Committee had met, and considered the Titles of the Lords contained in the List referred to them, and that it does not appear to the Committee that any Lord whose Title is contained in the said List now holds any Civil Office of Profit under the Crown during His Majesty's Pleasure, or now holds or heretofore held any of the Offices or Employments mentioned in the said Act of Parliament as Disabilities from serving according to the said Act."

Which Report, being read by the Clerk, was agreed to by the House.

Titles to be transmitted to the Clerk of the Crown.

Ordered, That the said Titles be transmitted to the Clerk of the Crown in His Majesty's High Court of Chancery, or his Deputy, by The Lord Chancellor, under his Hand and Seal, pursuant to the Directions of the said Act.

Windsor Road Bill.

The Earl of Shaftesbury reported from the Lords Committees, to whom the Bill, intituled, "An Act for making and maintaining a Road from New Windsor, in the County of Berks, to the Village of Twyford, in the Parish of Hurst, in the said County and County of Wilts," was committed; "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Postage (Ireland) Bill.

A Message was brought from the House of Commons, by Mr. Lawley and others;

With a Bill, intituled, "An Act to enable His Majesty's Postmaster General to extend the Accommodation by Post, and to regulate the Privilege of Franking, in Ireland; and for other Purposes relating to the Post Office;" to which they desire the Concurrence of this House.

The said Bill was read the First Time.

Ordered, That the said Bill be printed.

Bromham Road Bill.

A Message was brought from the House of Commons, by Mr. Lawley and others;

With a Bill, intituled, "An Act for repairing the Road leading out of the Bedford and Newport Pagnell Turnpike Road near Bromham Grange, in the County of Bedford, to Olney and other Places, in the County of Buckingham;" to which they desire the Concurrence of this House.

The said Bill was read the First Time.

Panizzi's Naturalization Bill.

A Message was brought from the House of Commons, by Mr. Lawley and others;

To return the Bill, intituled, "An Act for naturalizing Antonio Panizzi Esquire;" and to acquaint this House, That they have agreed to the same, without any Amendment.

The House was adjourned during Pleasure.

The House was resumed by The Lord Chancellor.

Smith's Divorce Bill.

Ordered, That the Bill, intituled, "An Act to dissolve the Marriage of Josiah Smith with Elizabeth his Wife, and to enable him to marry again; and for other Purposes," be read a Second Time on Thursday next; and that the Lords be summoned.

Mills & Factories, Petitions from Reading & Kettering for regulating the Hours of Labour in.

Upon reading the Petition of the Inhabitants of the Borough of Reading and its Vicinity, whose Names are thereunto subscribed; praying their Lordships "to restrict the Hours of Labour in Mills and Manufactories to such Periods as shall afford the Children employed therein sufficient Time for healthful Relaxation and Moral Improvement:"

It is Ordered, That the said Petition do lie on the Table.

Upon reading the Petition of the Inhabitants of the Town of Kettering and its Neighbourhood, whose Names are thereunto subscribed; praying their Lordships "to interpose their Authority and lessen the Evils occasioned by the Confinement and overworking of Children employed in Woollen, Cotton, Worsted, Flax and Silk Mills and Factories, by shortening the Hours of Labour of such poor Children; and that their Lordships will restrict the actual working of Children in all the Mills and Factories of the United Kingdom to Ten Hours per Day for Five Days, and Eight on the remaining Day; and to prevent any Child under Nine Years of Age being worked in any Factory or Mill:"

Tithes, (Ireland,) Petition from Ballylanheen for Abolition of.

Upon reading the Petition of the Inhabitants of the Parish of Kilmesson, in the County Meath, Ireland, whose Names are thereunto subscribed; praying their Lordships "to abolish the Tithe System with all its Appendages, the Vestry Cess, the Church Rates, and other Fees, &c. and thereby relieve the People from that most oppressive and galling Impost:"

Tithe & Vestry Laws, (Ireland,) Petition from Dungarvan for Repeal of.

Upon reading the Petition of the Roman Catholic Inhabitants of the Parish of Dungarvan, in the County of Kilkenny, Ireland, whose Names are thereunto subscribed; praying their Lordships "to repeal the existing Tithe and Vestry Laws, which for many Years have been the fertile Sources of Riots, Feuds, popular Insurrections and Murders; and to substitute in their Room a more just, convenient and equitable Mode of providing for the Maintenance of the Protestant Clergy, and for the Erection and Repairs of Protestant Churches:"

Tithes & Church Establishment, (Ireland,) Petitions from Dunsany & Maryboro, &c. respecting.

Upon reading the Petition of the Inhabitants of the United Parishes of Dunsany and Killeen, in the County Meath, Ireland, whose Names are thereunto subscribed; praying their Lordships "to abolish the Tithe System with all its Appendages, and to reduce the Church Establishment both in the Number of Incumbents and Quantity of Expence, so as to adapt it to the Capacity of Ireland, and to the small Portion of the People who profess its Tenets, and thereby relieve the great Mass of the Population from the galling Pressure of an enormous Ecclesiastical Taxation:"

Upon reading the Petition of the Inhabitants of the Parish of Maryboro', whose Names are thereunto subscribed; praying, "That their Lordships will take into their serious Consideration the Pressure of the Church Establishment of Ireland, and to dispose of its Revenues as to relieve the Consciences of its Clergy from Injustice and Oppression, their Character from the Odium of grinding Exactions, and the Petitioners from the Weight of the intolerable Burden of Tithes:"

Education, (Ireland,) Petition from All Saints, Donegal, against proposed Plan of.

Upon reading the Petition of the Inhabitants of the Parish of All Saints, in the County of Donegal, whose Names are thereunto subscribed; taking notice of the Plan proposed by His Majesty's Government for the Education of the Poor of Ireland, and praying, "That their Lordships will not permit the Apple of Discord to be now cast amongst them by any Attempt to mutilate the Scriptures as a School Book; but that their Lordships will, in their Wisdom, recommend some other Measure better calculated to give general Satisfaction:"

Labour Rate, Petition from Petworth respecting.

Upon reading the Petition of the Land Owners, Tenants and Inhabitants of the Parish of Petworth, in the County of Sussex, whose Names are thereunto subscribed; praying their Lordships "to take into Consideration the great Evil occasioned by Want of any legal Means of enforcing the Observance of the Regulations respecting the Apportionment of Labour to able-bodied Paupers, and their Payment out of the Poor's Rates; and to apply such a Remedy, whether by enabling some certain Proportion of the Rate Payers to adopt some equitable Mode of distributing the Labourers among the Occupiers of Land, and to levy a Labour Rate upon those who shall neglect or refuse to take their due Proportion of Labourers so allotted to them, or by such other Means as to their Lordships may seem meet:"

Tithe Composition Act, (Ireland,) Return respecting, delivered.

The Lord Melbourne laid before the House, pursuant to an Order of the 16th of December last,

"A Return of the Two last Parishes in the Diocese of Ossory, in which the Composition Act has been carried into Effect, and of the Number of Acres in each of the said Parishes, distinguishing the Amount of Bog, Pasture, Tillage and Waste Land, and (so far as the same can be ascertained) the average Amount of Rent paid thereon."

And the Title thereof being read by the Clerk;

Ld. Trimlestown's Claim, Com ee to meet.

Ordered, That the Committee for Privileges, to whom the Petition of John Thomas Baron Trimlestown of that Part of the United Kingdom called Ireland, praying, "That his Right to vote at the Elections of Peers of Ireland to sit in the Parliament of the United Kingdom may be admitted by their Lordships," stands referred, do meet to consider of the said Petition on Thursday next.

Berners Peerage, Com ee put off.

It was moved, "That the Order made on the 7th of this instant February, "That the Committee for Privileges, to whom the Petition of Robert Wilson of Didlington and of Ashwellthorpe, in the County of Norfolk, Esquire, One of the Co-heirs and eldest Representative of the ancient Barony of Berners, to His Majesty, praying, "That His Majesty will be graciously pleased to admit and allow his Claim as One of the right Heirs to the said Barony of Berners, and to terminate the Abeyance by issuing to the Petitioner a Writ of Summons to the Parliament of the United Kingdom," together with His Majesty's Reference thereof to this House, and the Report of The Attorney General thereunto annexed, stands referred, do meet to consider of the said Claim on Friday the 2d of March next, and that Notice thereof be given to His Majesty's Attorney General," be now read."

The same was accordingly read by the Clerk.

Foreign Gloves, Petition from Yeovil against Importation of.

Upon reading the Petition of the Magistrates, Clergy and other Inhabitants of the Town and Neighbourhood of Yeovil, Somerset, not immediately engaged in the Glove Trade, whose Names are thereunto subscribed; praying their Lordships "to take the Case of the British Manufacturers of Gloves into their immediate and serious Consideration, and entirely prohibit the Importation of French manufactured Gloves:"

Anatomy, Petition of Medical Students of Little Windmill Street Theatre for facilitating the Study of.

Upon reading the Petition of the Medical and Surgical Students of Little Windmill Street Theatre, whose Names are thereunto subscribed; praying their Lordships "to take such Measures as shall seem to them best calculated to remove the Obstacles that have hitherto existed in this Country to the Acquisition of Knowledge in Anatomy; and to place the Cultivation of the Science of Practical Anatomy upon a sure and equitable Basis; furnishing the Petitioners with a necessary Supply of dead Bodies for Dissection, and thereby placing this Country (so distinguished in the Annals of Science) on a Footing of Equality with the Schools of Anatomy on the Continent:"

Upon reading the Petition of the Officiating Minister and Protestants of the Parish of Drumlish, in the County of Longford, whose Names are thereunto subscribed; praying their Lordships "to reject the contemplated Plan of Education of the Poor of Ireland, and to sanction one which shall have for its Basis the whole and unmutilated Word of God, "which is able to make us wise unto Salvation, through Faith, which is in Christ Jesus:"

Upon reading the Petition of the Parishioners of the Parish of Midleton, in the County of Cork, Ireland, whose Names are thereunto subscribed:

And also, Upon reading the Petition of the Gentry, Clergy and Freeholders of the County of Tipperary, Barony of Iffa and Offa West, Ireland, whose Names are thereunto subscribed; severally praying their Lordships, "That no Legislative Measures may be enacted, and no Parliamentary Aid afforded to any proposed System of Education of the Poor of Ireland inconsistent with the great and distinguishing Principle of the Christian Faith, namely, that the whole Word of God shall be the only acknowledged Standard of National Education:"

Crossmolina, &c:

Upon reading the Petition of the Landlords, Clergymen, Farmers and others of the Parishes of Crossmolina, Adrigoole, Moygaunagh and Kilfian, in the County of Mayo, whose Names are thereunto subscribed; praying their Lordships "not to sanction any System of Education of the Poor of Ireland which shall exclude in any Degree the pure, unadulterated and unmutilated Word of God; and that their Lordships, in conjunction with the other Branches of the Legislature, will be pleased to extend and strengthen the Basis for a general System of truly useful Education so judiciously laid down by the Society for promoting the Education of the Poor of Ireland, and to increase annually, instead of withdrawing from it their Lordships Patronage and Support:"

Monasterevan:

Upon reading the Petition of the Protestant Inhabitants of Monasterevan and its immediate Vicinity, whose Names are thereunto subscribed; praying their Lordships, "That no Legislative Measure may be enacted, and no Parliamentary Assistance granted to any System of National Instruction in Ireland, which would prevent the rising Generation from enjoying the Advantage of a full Scriptural Education:"

Bally Kelly:

Upon reading the Petition of the Members of the Presbyterian Congregation of Bally Kelly, in the County of Londonderry, Ireland, whose Names are thereunto subscribed; praying, "That, as their Lordships value the Tranquillity, the Prosperity and Moral Improvement of Ireland, they will impartially enquire into the Grounds of the Petitioners Objections to the System of Education of the Poor of Ireland now proposed: That their Lordships will sanction no Measure for the Instruction of the Youth of Ireland that would exclude the Holy Scriptures from the Schools, or that has not the Bible as its Basis: That their Lordships will enable that truly patriotic Institution which was founded on the most liberal and Christian Principles, the Kildare Street Society, to resume its benevolent Exertions; or ceasing to legislate on this Subject, they will leave the different Denominations of professing Christians among the Petitioners to provide for the Education of the Youth of their respective Communions as may best accord with their own peculiar Views:"

Upon reading the Petition of the Members of the Session and Congregation of Nowhead, whose Names are thereunto subscribed; praying their Lordships, "That a Plan of Education of the Poor of Ireland, more liberal in itself, more honorable to that God who has magnified His Word above all His Name, and more congenial with the Christian Religion, than that now proposed by His Majesty's Government, may be adopted:"

Donoughmore.

Upon reading the Petition of the Members of the Presbyterian Congregation of Donoughmore, County of Donegal, in connection with the General Synod of Ulster, whose Names are thereunto subscribed; praying their Lordships "to appoint the Bible, unmutilated and unperverted, to be the Basis of the System of National Education in Ireland; but if their Lordships should deem this impracticable or inexpedient, that they will not enable an Antibiblical System of Education to make a Monopoly of the Petitioners Schoolhouses and Schoolmasters, but that their Lordships will at least leave the Petitioners unrestricted to the Benefits of their own Resources:"

Agricultural Labourers Employment Bill.

The Order of the Day being read for the House to be put into a Committee upon the Bill, intituled, "An Act for encouraging and facilitating the Employment of Labourers in Agriculture;" and for the Lords to be summoned;
