Sir Edward Leech and Mr. Page return with this Answer to the Message sent Yesterday to the House of Commons:

As to the Ordinance concerning the admitting of Persons to the Sacrament, they will send an Answer [ (fn. 1) by Messengers] of their own.

The like Answer they return concerning the List of Officers.

Concerning the Names of the Deputy Lieutenants for the County of Essex, they agree to them all, excepting Mr. Pyke, concerning whom they will send an Answer by Messengers of their own.

Mr. Blackwell's Ordinance.

Next, the Ordinance for the appointing Mr. Wm. Blackwell to be admitted into the Parsonage and Rectory of Marsham, in Surry, was read the Second and Third Time, and Agreed to. (Here enter it.)

Suits in Chancery against the E. of Chesterfield and L. Rich.

The Earl of Kent, One of the Commissioners for the Great Seal of England, acquainted this House, "That there are Suits commenced in Chancery, against the Earl of Chesterfield and the Lord Rich; and the Commissioners desire to know the Resolution of this House, whether they may send Letters to them, to appear to the said Suits."

Hereupon it is Ordered, To be referred to the Committee of Privileges, to consider hereof, and to meet on Thursday next, in the Afternoon, and take the same into Consideration, and make Report thereof to this House on Friday Morning.

Message from the H. C. with an Ordinance for Sir Tho. Fairfax to appoint his inferior Officers.

A Message was brought from the House of Commons, by Sir John Potts Baronet:

To desire their Lordships Concurrence in an Ordinance concerning giving Power to Sir Tho. Fairefaix to make Choice of inferior Officers.

The Order between Arthur Stavely and his Wife, for the Hearing of the Cause between him and his Wife on the 16 of April next, was read, and approved of.

Ordinance for Sir T. Fairfax to appoint his inferior Officers.

"It is Ordered and Ordained, by the Lords and Commons in Parliament assembled, That Sir Thomas Fairefax, for the more speedy raising, perfecting, and compleating of the Army whereof he is appointed Commander in Chief, shall have Power to take into the same all such Lieutenants, Serjeants, and other Under Officers and Soldiers, as he shall think fit, as well of Horse as Foot, now or late in the several Armies under the immediate Commands of the Lord General the Earl of Essex, the Earl of Manchester, and Sir William Waller, and likewise all Gunners, Gentlemen of the Ordinance, and other Officers and Soldiers, belonging to the several Trains of Artillery in the said several Armies."

Ordinance for the Commissioners of Excise to repay themselves 3000l. advanced to Sir Wm. Brereton.

"Whereas John Towse Esquire, Alderman of the City of London, and the rest of the Commissioners of Excise and new Impost, have advanced and lent the Sum of Three Thousand Pounds, to be disposed of by the Committee of both Kingdoms, for the advancing of Forces to the Relief of Sir Wm. Brereton: Be it Ordained, by the Lords and Commons assembled in Parliament, That the said Commissioners of Excise shall and may satisfy and reimburse themselves the said Three Thousand Pounds, together with Interest for the same after the Rate of Eight Pounds per Cent. for so long Time as the same, or any Part thereof, shall be forborn, out of such Intervals of Receipts as shall happen when other Payments already assigned upon the Office of Excise shall not happen to fall due, or, for Want of such Intervals, then as the same shall follow in Course; and shall not, by any other Order or Ordinance of One or both Houses of Parliament, be debarred from satisfying and reimbursing themselves accordingly; and that the said Commissioners of Excise shall pay the said Three Thousand Pounds unto Gualter Frost Esquire, for the Use aforesaid, whose Receipt shall be their sufficient Discharge in this Behalf."

Ordinance for the Commissioners of Excise to repay themselves 2000l. advanced to the Garrison of Shrewsbury.

"Whereas John Towse Esquire, Alderman of the City of London, and the rest of the Commissioners of Excise and new Impost, have advanced and lent the Sum of Two Thousand Pounds, for the Garrison of Shrewsbury: Be it Ordained, by the Lords and Commons assembled in Parliament, That the said Commissioners of Excise shall and may satisfy and reimburse themselves the said Two Thousand Pounds, together with Interest for the same after the Rate of Eight Pounds per Cent. for so long Time as the same, or any Part thereof, shall be forborn, out of such Intervals of Receipts as shall happen when other Payments already assigned upon the Excise shall not happen to fall due, or, for Want of such Intervals, then as the same shall follow in Course; and shall not, by any other Order or Ordinance of One or both Houses of Parliament, be debarred from satisfying and reimbursing themselves accordingly; and that the said Commissioners of Excise shall pay the said Two Thousand Pounds unto Humphrey Edwards Esquire, and John Spencer Merchant, and Mr. John Corbett, for the Use aforesaid, whose Receipt shall be their sufficient Discharge in this Behalf."

Ordinance for the Commissioners of Excise to repay themselves 1000l. advanced to General Langhorne.

"Whereas John Towse Esquire, Alderman of the City of London, and the rest of the Commissioners of Excise and new Impost, have advanced and lent the Sum of One Thousand Pounds, whereof for the Major General's own Use, the Remainder for the furnishing of Arms and Ammunition for Major General Langherne: Be it Ordained, by the Lords and Commons, &c. That the said Commissioners of Excise shall and may satisfy and reimburse themselves the said One Thousand Pounds, together with Interest for the same, after the Rate of Eight Pounds per Cent. for so long Time as the same, or any Part thereof, shall be forborn, out of such Intervals of Receipts to come in upon the Office of Excise as shall happen when other Payments already assigned shall not fall due, or, for Want of such Intervals, then as the same shall follow in Course; and shall not, by any other Order or Ordinance of One or both Houses of Parliament, be secluded from satisfying themselves accordingly; and that the said Commissioners shall pay the said One Thousand Pounds to Charles Flood and Arthur Owen, Merchants, whose Receipt shall be their sufficient Discharge in that Behalf."

Order for Mr. Corbet to be of the Committee for Lynn.

"Ordered, by the Lords and Commons assembled in Parliament, That Mr. Corbett the Recorder of Lynn be added to the Committee appointed to make Satisfaction to the Persons in Lynn, who have received Damage during the Siege of Lynn, from the Persons who promoted the Rebellion and holding out of the Town; and that the Commissioners do, in the First Place, take into Consideration to give Satisfaction to the Executors of Mr. Percivall, for Wrongs done unto him in Pursuance of the said Ordinance."

Ordinance for Mr. Blackwell to be Minister of Merstham.

"Whereas the Rectory of the Parish Church of Merstham, in the County of Surrey, is now become void, by the Death of Thomas Buckner, Doctor in Divinity, the late Incumbent thereof, the Patronage of the said Rectory being in the Gift of the late Archbishop of Canterbury, who was by Ordinance of Parliament convicted of High Treason: It is Ordered, and be it Ordained, by the Lords and Commons assembled in Parliament, That Mr. William Blackwell, Batchelor in Divinity, a Godly, Learned, and Orthodox Divine, be, and he is hereby, nominated and recommended, forthwith upon Sight hereof, to be admitted, instituted, and inducted, by Sir Nathaniell Brent Knight, into the said Rectory and Church of Merstham, in the County aforesaid, to have and enjoy the Parsonagehouse and Glebe Lands, and all the Tithes, Rents Duties, and Profits whatsoever, of the said Rectory, and to do and perform all Services to be done and performed by the Rector of the said Church; and all Person and Persons are hereby required quietly to permit the said Mr. Wm. Blackwell to officiate the said Cure, and to enter, possess, and enjoy, the said House and Glebe Lands; and to have, receive, and take to his Use, all the Tithes, Rents, Duties, and Profits whatsoever, of the said Rectory, as they will answer the contrary at their Peril."

Staveley & Uxor.

"Upon reading the Petition of Arthur Stavley, this Day in the House, touching a Judgement made by the Lords in Parliament between the Petitioner and Lucy Stavley Wife of the said Arthur, dated the 20th of February last past: It is Ordered, by the Lords in Parliament assembled, That the said Arthur Stavley shall be further heard at this Bar on Wednesday the Sixteenth of April next, at Nine of the Clock, by his Counsel, (fn. 2) on the Contents of the said Judgment; at which Time the said Lucy Stavley, Francis Case, and Francis Atkinson, shall be Personally present, and shall be also heard by their Counsel, if they desire it, who are to have speedy Notice of the said Hearing, by virtue of this Order; and that the Witnesses in this Cause, being summoned by Warrant from this House, shall appear at the said Hearing accordingly."
