Treasury warrant to the Receipt for tallies on the Excise for 700l. on any unsatisfied order in the name of William Harbord for the service of Ireland ; same to be by him delivered to the Excise Commissioners in discharge of so much paid by their officers in the country to Mr. Henley, by Harbord's order, for buying oats etc. for the use of the Army in Ireland. Same to the Revenue Commissioners, Ireland, of the petition of Claud Hayes and other merchants in London, shewing that they laded several sorts of goods on the Orange Flower for Ireland on the encouragement of the Order in Council for free imports to Ireland for three months from Nov. 1 last, but the ship is not yet arrived there for want of convoy and being hindered by contrary winds ; therefore praying an order to the collector of Belfast to pass the goods, duty free [on arrival]. William Jephson to Sir Christopher Wren to report on the enclosed petition of Ann Ball concerning a distress made on her goods in the King's Timber Yard at Windsor by the officers of the parish [of Windsor] under pretence of a distress for the poor. Out Letters (General) XII, p. 265.
May 6 [? 16]. Same to Mr. Williamson. My Lords are informed that you refuse to let the merchants in Yorkshire return [by their bills of exchange] the moneys by you received for the taxes there unless they will allow you 20d. per cent. [100l.] for the return of it, although they promise to pay it into the Exchequer within 14 days after they have received it, but that rather than return it by them you will bring it up in specie. My Lords look upon this as of ill consequence to the country [the Yorkshire merchants] and an unnecessary charge to the King. I am therefore to acquaint you that my Lords will not make any allowance for the bringing up of such money as may safely be returned [by such bills]. Ibid, p. 271.
May 6. Treasury warrant to the Auditor for Wales to allow in Godfrey Harcourt's account as late Receiver of [Crown Revenues in] North Wales 38l. for sums as follows "because he has paid the same to Bevis Lloyd," in whose aid same were levied for debts owing to said Lloyd from John Jarvis and William Walker : viz. 15l. levied on the lands of said Jarvis in co. Montgomery, 1687, Michaelmas ; 8l. levied on the lands of said Walker in co. Denbigh, 1687, Michaelmas, and 15l. on said Jarvis's lands, 1688, Michaelmas : which sums came to the hands of said Harcourt. Money Book X, p. 382.

Royal warrant to the Attorney or Solicitor General for a great seal for a grant to Charles Herbert, esq., of the office of Auditor of Crown Revenues within the Principality of Wales ; the said office being now void and in the King's dispose by an inquisition taken at the vestry of St. Martins in the Fields April 15 last : all to hold as amply etc. as Sir William Godolphin or any other predecessor therein. King's Warrant Book XIV, p. 450.
Same to the Clerk of the Signet for a privy seal to authorise the Exchequer to take in loans on the Tunnage and Poundage Act [2 Wm. and Mary, c. 4] up to a total of 500,000l. at rates of interest and according to the method of register etc. as by the terms of said Act. Ibid, pp. 451-2.
Same to Thomas Done and Brooke Bridges, Auditors of Imprests, to allow in account to the Earl of Ranelagh [as Paymaster of the Forces] the various sums, amounting in all to 282,000l., paid by him to Jacob Vander Esch between 1689, May 1, to 1689, Dec. 31, by the King's direction ; the King reserving to himself "the examination of the particular disbursements of the same."

Royal warrant to the Clerk of the Signet for a privy seal for providing an assurance as follows for debts as follows owing in the Office of Ordnance for stores furnished and work done by them for said Office : viz. ; 799l. 8s. 3¼d. to John Silvester, smith at Portsmouth ; 467l. 6s. 8d. to Peter English, cutler, for repairing swords and hangers and for bayonets and other stores ; 533l. 6s. 8d. to John Hill, cutler, for new bayonets ; 1,813l. 16s. 7d. to Thomas Hawgood, cutler, for bayonets and hangers ; 1,050l. to William Coolinge, beltmaker, for belts and girdles with frogs, and strapping of musquets ; 1,317l. 14s. 0d. to Nathaniel Hunt for tents and other stores ; 207l. 4s. 0d. to Ann Marke (Markes) for freight at Portsmouth. Debentures for said payments are hereby to be made out and as the said payees shall from time to time make loans into the Exchequer the moneys of said loans are hereby to be issued to the Treasurer of the Ordnance to be by him paid and applied to the discharge of said debentures respectively with interest at 6 per cent. and further hereby the register of loans on the 2s. Same to same for a same dormant for a salary of 100l. per an. to Peter Guenon Beaubuisson, "Gentleman of our bows and guns and keeper of our Private Armoury at Whitehall," for his care and pains in keeping in good condition all our pistols, guns and other arms in the said Private Armoury and for the charge of servants to look after the same : to be payable quarterly as from 1689, Lady day. Same to the Treasury Lords for a fee or salary of 40l. per an. to be payable quarterly from June 1 to John Tayler as keeper of the mill and engine to convey the water up to the castle at Windsor : said Taylor having of late been appointed to work at and keep in order the said engine and mill, to look after the repairs of the wheels and timber work, brass work and iron work, to assist in cleaning the conduit house, wells, drains, mills and river from gravel and weeds and to preserve the rivers and banks of the river ; and is at this time employed in the same and is certified as fit therefor by Sir Christopher Wren and William Talman, respectively Surveyor and Comptroller of the Works. By the present privy seal therefore said Taylor is appointed to do the said work during pleasure, with the said allowance, to be paid by William Roberts, paymaster of the works in the Castle of Windsor : and the first payment thereon is hereby to be for the past 1½ years to March 1 last. Further, he is hereby to be paid all such incident charges in and about the said work as shall be allowed by the proper officers of the works there. Royal warrant to the Clerk of the Signet for a privy seal for an assurance of payment as follows to creditors of the Forces and Ordnance as follows : viz. : 550l. to Phillip Coleby for 1,000 surtout coats by him delivered at 11s. each to Capt. Mathew Ingram, who is appointed by the Commissioners for the Affairs of Ireland to take care of the clothing of divers of the Forces in Ireland ; 2,200l. to Robert Cragg for 4,000 ditto delivered to said Ingram at the like rate ; 2,342l. 8s. 1d. to James Moyer and Tracey Pancefort, gent., for clothing and accoutrements by them delivered to the Earl of Meath's Regiment (over and above 825l. 4s. 11d. which was paid to them by offreckonings of May, June, July and August, 1689) ; 1,840l. 18s. 4d. to Paul Derby, gent., for clothing and accoutrements by him delivered to Visct. Lisburne's Regiment (over and above 920l. 9s. 2d. which was paid him by offreckonings of the months aforesaid) ; 1,621l. 17s. 0d. to the said Paul Darby and John Prigg and Clement Wakelin, gent., for clothing and accoutrements by them delivered to the Regiments of the Princess Ann of Denmark, commanded by Col. Beaumont (over and above 600l. paid them by offreckonings of the months aforesaid) ; 500l. to the said James Moyer and Tracey Pancefort [? being due to them for the like] from the Regiment of Col. Edmund Villers.
And likewise 16,501l. 0s. 8d. which by an account of the said Capt. Mathew Ingram stated [to] Mar. 31 last by Auditor William Auldworth appear as due for the clothing of the Regiments of Horse, Foot and Dragoons of Enniskillen and Londonderry [the clothing whereof was] taken care of by the said Capt. Ingram.
And likewise for the following sums certified by the officers of the Ordnance, viz. : 712l. 12s. 0d. to John Gore for trench [sic for French] tents and other stores delivered to the Office of Ordnance ; 390l. 9s. 8¾d. to Tho. Silver, gent., for building a storehouse in St. James's Park and other disbursements and services for said Office of Ordnance.
And further several considerable sums [not stated] which the King is indebted in the Office of Works [for which the King is minded to provide 10,000l. to the Paymaster of the Works].
For all the sums aforesaid loans shall or may hereby forthwith be made upon credit of the Exchequer in general, to wit 550l. by said Coleby, 2,200l. by said Cragg, 2,342l. 8s. 1d. and 500l. by said Moyer and Pancefort, 1,840l. 18s. 4d. by said Darby, 1,621l. 17s. 0d. by Darby, Prigg and Wakelin, 16,501l. 0s. 8d. by said Capt. Ingram, 712l. 12s. 0d. by said Gore, 390l. 9s. 8¾d. by said Silver, 10,000l. by Thomas Lloyd, said Paymaster of the Works : and in the manner of the like privy seals formerly, supra, pp. 527-8, 534-5, 608-9 and 616, the said loan moneys are to be issued to the several Paymasters concerned (viz. to William Harbord as Paymaster for the Forces in Ireland for items 1 to 7 ; and to the Treasurer of the Ordnance for items 8 and 9 and to the Paymaster of the Works for item 10) for them thereby to pay and liquidate the debentures issued for the respective creditors for the said several items : and for a further assurance to the said creditors for their loans as herein, the said respective sums making in all 36,659l. 5s. 9¾d., with 6 per cent interest, are hereby to be charged on the register of the 2s. Aid in manner exactly ut supra ibid. and next and immediately after the full sequence of items last charged thereupon by the like privy seal, ut supra, p. 616, viz. 300,000l. of transferred orders ; 400,000l. of appropriated orders and divers sums ut ibid. amounting to 106,048l. 5s. 6¾d. [sic]. The only exception out of this arrangement is as to the sum of 16,501l. 0s. 8d. due to said Ingram. Of this sum 11,501l. 0s. 8d. is to be charged as above on the register of the 2s. Aid and the remaining 5,000l. is to be charged on the loans made or to be made on the [Additional] 12d. Aid [1 Wm. and Mary, Sess. 2, c. 5].

Trelawney's Regiment ; and on the petition [missing] of Charles Middleton, merchant, concerning a bill of exchange drawn on said Wallis for money for the use of that Regiment. The Treasury Lords to the Bishop of Exeter, Vice-Admiral of South Cornwall. We have yours of April 26 concerning the silver etc. claimed by Mr. Ford and partners (to wit Cornelius de Gelder, James Blackman and Fra. Ligo) under their patent under which they are responsible to the Crown for a fifth part. They have given bond, April 2 last, to abide by our determination as to the re-delivery [to you] of said silver etc. if you established your legal claim thereto within three months. There can therefore be no reasonable objection to your delivering the silver etc. to them, and we desire you to do it forthwith on sight hereof. They complain that both they and the Crown have been much damnified by your detention of the silver and the consequent obstruction to their proceeding in the gaining more treasure. Ibid.
Treasury reference to William Blathwayt of the petition of Richard Harnage and Richard Acton, praying for a tally on the [Additional] 12d. Aid [1 Wm. and Mary, Sess. 2, c. 5] for 5,500l. and interest due to them for 10,000 surcoats delivered by order of the Committee for the Affairs of Ireland. Reference Book VI, p. 165.
May 8. Treasury warrant dormant to Edward Nicholas, Receiver General in the Alienation Office, to pay the following fees per term to the several officers appointed in said Office by the Treasury Lords, viz. 40l. each to Peregrine Bertie, James Saunderson, and William Glanvill as deputies and Commissioners ; 40l. to said Nicholas as Receiver ; 20l. to George Morley, Master of Chancery ; 5l. each to Bernard Halfpenny and Thomas Webb as clerks ; and such incidents as said Commissioners shall certify. William Jephson to the Auditor of the Receipt to issue 10,500l. to Mr. Lloyd, Paymaster of the Works, out of the 20,500l. loan which Mr. Fort, joiner, and Mr. Hayward, carpenter, have agreed to lend on credit of the Temporary Excise as by the Act [2 Wm. and Mary, c. 3] for loans on same. The said money is to be applied as follows : viz. : 3,500l. to Mr. Ford, joiner ; 4,000l. to Mr. Hayward, carpenter ; 2,000l. to Mr. Hughs, bricklayer ; 1,000l. to Mr. Hill, mason : for work by them respectively performed at Kensington. Same to the Excise Commissioners. There are 22 tallies struck on the Excise payable to the Treasurer of the Navy. Same are intended to be paid to the following persons for building 11 fireships [the dates being the dates at which the tallies fall due], viz. 2,000l. each to John Taylor (1690, July 2) ; Thomas Gressingham (July 9) ; Thomas Ellis (July 16) ; Nicholas Barret (July 23) ; John Frame (July 30) ; Edward Snellgrove (Aug. 6) ; William Ralph and William Castle (Aug. 13) ; Robert Castle (Aug. 20) ; John Greaves (Aug. 27) ; John Castle (Sept. 3) ; Jonas Shish (Sept. 10). You are to see said tallies satisfied at said dates. (Same to the Navy Commissioners, enclosing a copy of the above, which my Lords have written in answer to your desire of April 25 last.) Same to the Customs Commissioners, enclosing the petition [missing] of Edward Randolph, late Collector of Customs in New England, praying payment of his salary to the date of Mr. Brenton's commission. You are to allow him such salary if his allegations are true. Out Letters (General) XII, p. 264.
Same to Sir Henry Ashurst and partners [Excise Commissioners]. Immediately on your receiving back the 25,000l. which you lately lent on the [Additional] 12d. Prefixing : (a) Order of the King in Council, dated Kensington House, May 6 inst., suspending and taking off the embargo from all vessels trading along the coasts of this kingdom and from all ships with provisions bound for such parts of Ireland as are under obedience to their Majesties, on the respective owners and masters thereof giving sufficient security not to trade under pretence of this liberty into any foreign parts or into any parts of Ireland not now under subjection to their Majesties.

Prefixing : (a) like Order in Council of like date for permitting John Lloyd to land 100 pipes of wine in Ireland, duty free ; said order being made on said Lloyd's petition, shewing that he and partners are owners of the Madeira wine in the ship Concord, taken by the French and afterwards re-taken by their Majesties' ship and brought into Plymouth as prize, cleared by the Admiralty Court upon paying salvage, but was pillaged of three parts [in four] of her lading ; therefore praying such duty free importation as above for the use of their Majesties' Forces in Ireland.

Treasury reference to Mr. Harbord, Surveyor General of Crown Lands, of the petition of William Jephson, esq., for a 61 years' lease of a small parcel of 4½ acres of land heretofore purchased for the use of the Royal Hospital near Chelsea and lying on the west side thereof and no ways interfering with the accommodation of said hospital : all at a rent of 40s. per acre, payable to the hospital : petitioner being desirous to build himself a little house and plant a garden there. Treasury warrant to the King's Remembrancer for a commission under seal of the Exchequer Court to Arthur Hart, Mayor of Bristol ; Sir Richard Hart and Sir John Knight ; John Dutton Colt, esq., collector of Bristol port ; Humphry Fitzherbert, customer outwards thereof ; — comptroller thereof ; William King and William Cole, surveyors thereof ; John Romsey, Thomas Edwards, attorney at law ; Robert Henley, George Merrick, Richard Lane, John Yeomans, senr., Edward Tocknall, John Seward and John Yeomans, junr., merchants ; for the setting out, survey and regulation of the port of Bristol and for the appointing of the members, places, quays and wharves thereof as by the Act of Frauds [14 Car. II, c. 11] : all by reason that the said port either through the omission of such a commission or else by reason of the alteration of rivers, streams, channels and lands through tract of time is become unsettled, unbounded and unlimited so that the extents thereof are not fully ascertained and some [places, quays etc.] thereof formerly used are now become unfit and others therein are become much more convenient for trade and for lading and shipping goods. May 8 and 9. William Jephson to the Auditor of the Receipt to issue to the Earl of Ranelagh the 1,000l. which Col. Sloughter has proposed to lend or to procure to be lent on the credit of the Temporary Excise : same to be paid over to said Col. to clear the two Companies designed for the Colony of New York. (Entry struck through under date May 8 and repeated under date May 9, with the alteration only of the fund on credit of which the loan is to be made : viz. : from the Temporary Excise [2 Wm. and Mary, c. 3] to the Subsidy of Tunnage and Poundage [2 Wm. and Mary, c. 4].) Treasury warrant to the Customs Cashier to pay John Langwith 15l. for last Lady day quarter as messenger attending the officers of the Customs. Ibid, p. 240.

Treasury warrant to the Receipt to issue to Edward Russell on any unsatisfied orders in his name as Treasurer of the Navy 20,973l. 19s. 11¾d. by tallies on the Excise : same to be applied to satisfy the like sum payable by the present Victuallers of the Navy to the Excise Commissioners on certain bills of exchange [representing Excise moneys collected in the country and paid by the country collectors by order to the said Victuallers on account of the Victualling ; the present payment being a mere matter of book-keeping to enable said Victuallers to reimburse same and balance said collectors' accounts].
Appending : detailed list of said bills of exchange, ranging in date from 1689, Dec. 17, to 1690, April 22 : total, 20,012l. 17s. 7d. : which with 961l. 2s. 4¾d. due [as Excise] on said Victuallers' brewhouse account, ended April 30 last, makes said total of 20,973l. 19s. 11¾d.

William Jephson to the Auditor of the Receipt. There is no order [in Mr. Lloyd's name] that will bear the issue of the 10,500l. directed yesterday, supra, p. 621. It is necessary that the money should be issued. You are therefore to issue 2,000l. thereof on any unsatisfied order [made out in said Lloyd's name] and the remaining 8,500l. by way of advance. Warrants shall be passed with all expedition for the regular issue of same [i.e. of the remaining 8,500l.]. Disposition Book VIII, p. 126.
Same to same to issue to Mr. Harbord the 500l. which Mr. John Goldesborough will lend into the Exchequer on credit of the Temporary Excise. Same is to be paid over by Harbord to Mr. Giles (Capt.
