Aug. 4. Treasury warrant to the Receipt to issue 40,000l. to Cha. Bertie, Treasurer and Paymaster of the Ordnance, on unsatisfied orders in his name, as imprest [for the Ordnance] : to be issued out of loans to be made by said Bertie on credit of the Additional Excise Act [2 Wm. and Mary, Sess. 2, c. 10] : this sum to be reputed as part of the 1,500,000l. appropriated by said Act and to be applied for paying for arms, ammunition, carriages and other incidents for the Land Forces in England, Ireland or elsewhere. Entry of a Treasury minute dated Treasury Chambers, Tuesday afternoon : present : the Chancellor of the Exchequer, Sir Stephen Fox, Mr. Pelham. Their Lordships, upon reading a report made by Mr. Lowndes of the 3rd inst., upon the petition of the inhabitants of Mortlake, Putney, Kingston, Petersham, Ham and Richmond, do consent that the four quarterly payments set upon New Park to the present Twelve Months' Aid may be allowed or discharged by the certificates of the Commissioners of the Aid as formerly ; and Mr. Duncomb, the Receiver, is to have notice thereof and govern himself accordingly. Prefixing : (a) letter, dated July 9, signed by 10 Lords of the Privy Council [to the Treasury Lords] for permission to be given to the Royal Africa Company of England to export 5,000lb. weight of crewel ; it appearing from their petition read that day at the Council Board that the natives about Gambia on the north part of Guinea have a great esteem for a commodity called cruell and many of them will not trade for other English goods unless they can have some of that commodity among the goods for which they barter : and permission has several times been given to the Company to export the said quantity of crewel which was not exported together but in several small quantities.

Aug. 5. Treasury warrant to Thomas Fox [Customs Cashier] to pay 12l. 10s. 0d. to Christopher Francklyn for 2½ years on his salary to June 24 last as Comptroller of Berwick port. Money Book XI, p. 114.
Henry Guy to Mr. [Charles] Fox [one of the Paymasters of Forces, Ireland] to pay 22,000l. to Sir Jos. Herne and Sir Stephen Evance in further part of the subsidies to the Emperor and the Duke of Bavaria : which payment is to be made by assigning to them [Herne and Evance] the said sum out of the orders now in said Fox's hands, which were lately re-assigned by Mr. Isaac Pereira upon the two thirds of the Additional Excise, "together with all the interest due or to grow due for the same." Disposition Book IX, p. 170.
Same to Mr. Blathwayt [as Secretary to the Forces] to procure a royal warrant, to be signed by the Queen, to authorise Charles Fox and Thomas Coningsby, Paymasters of the Forces in Ireland, to pay the abovesaid 22,000l. to Sir Joseph Herne and Sir Stephen Evance for the subsidies to the Emperor and the Duke of Bavaria. The Treasury Lords to Hector Philips and Richard Loyd, esq., and the rest of the Commissioners for the Twelve Months' Aid, co. Cardigan. We have referred to the Agents for Taxes your late representation about the assessing and levying the present tax in the hundred of Tredroyre [Troedyraur], co. Cardigan. The Agents have consulted the Attorney General and report that he is of opinion that if the first allotment on that Hundred at the general meeting of the Assessment Commissioners, with the warrants issued thereon for levying same, were according to the ancient custom as you assert, then the warrant by two of the Commissioners of that Hundred for altering that method and proportion seems to be irregular, and not at all helpt by an after private getting together a number of the Commissioners of the County without a general summons and settlement by all the Commissioners. We therefore desire you with all diligence to proceed on the said first assessment settled at the first general meeting and when more Aids happen to be granted all matters in difference may be then better adjusted. This we recommend to you as the best expedient, that their Majesties' occasions may be served by a speedy levy and return of the whole moneys charged upon that county. Ibid, p. 107.

Same to same to issue 3,000l. to William de Nassau on unsatisfied orders in his name as Master of the Robes to the King : to be issued out of loans to be made by said Nassau himself on the abovesaid Act. Ibid, p. 172.
Same to the Customs Commissioners. You are to inform my Lords what the several sorts were of the goods which were seized in Folkestone Warren. Notwithstanding the appraisement they are yet to be stopped if it may possibly be done. Also inform yourselves what was the sum which Devereux gave to the fisherman who gave the first information. Treasury reference to the Excise Commissioners of the petition of Noah Overing of Wapping, brewer, shewing that he has contracted to furnish the Victualling Commissioners with 30 tun of beer per week, and praying that the Excise may be forborn until the said Commissioners pay him. Henry Guy to the Auditor of the Receipt to issue to the Earl of Ranelagh (on any unsatisfied orders in his name for the service of the Forces) 18l. for Margaret Harris, one of the matrons of the Hospital on Hounslow Heath, for salary and coals from 1688-9, Feb. 13, to 1689-90, Feb. 13. Prefixing : (a) Order of the Queen in Council, dated Whitehall, Aug. 6 inst., granting leave to the Berkeley Castle, Capt. Tho. Barrell commander, 600 tons, 48 guns, 100 seamen and 50 landmen, to proceed on her voyage into the Straits with protection for her said complement : all on the petition of Sir Joseph Herne, kt., and Francis Gosfreight, merchant, owners of said ship, setting forth that she hath served their Majesties as a man of war and since she has been discharged they have expended a considerable sum in fitting her for a voyage to the Straits, that she hath a good part of her lading on board and is of such force and so well fitted that there is little danger of her being taken, and if she now be permitted to sail will certainly be at home in February or March next at furthest.

Peirson, junr., late a collector of Hearthmoney, who is now on board the fleet ; petitioners praying a stay of prosecution against them for the 102l. 2s. 10d. due from said collector, which sum they are not able to pay. Same to Sir John Somers, kt., Solicitor General, of the petition of Thomas Neale, esq., praying a grant of the royal mines etc. that may be found in the Colonies of Maryland and Virginia ; he being willing to work them at his own charge, paying a clear tenth to the King. Ibid, p. 335.
Same to the Customs Commissioners of the petition of Monsieur Van Esch, praying for the Customs free import of some napkins and sheets on board the Kitchen yacht "by the command of Capt. Crout" [i.e. under the command of Capt. Crow]. Ibid.
Royal sign manual to the Lords Justices of Ireland to cause a patent to pass the great seal of Ireland for a grant to Patrick Adaire, Alexander Hutcheson, Archibald Hamilton, Robert Craighead, Hugh Wilson, Robert Henrij and William Adaire of a yearly annuity or pension of 1,200l. to be payable quarterly from June 24 last for themselves and the rest of the Presbyterian ministry in the north of Ireland : during pleasure : out of the revenue of Ireland : to be distributed among the said ministers as the said Adaire etc. or their survivors shall appoint : and to insert the said yearly sum on the Civil List of the present and of all future establishments of Ireland : together with a clause for paying to them the sum of 900l. grown due on the like pension granted or intended to be granted by the royal warrant of 1690, June 19, out of the Customs of Belfast as from 1690, Lady day ; said 900l. being for three quarters thereon from 1690, Michaelmas, to 1691, Midsummer ; the said ministers having received 600l. thereon for the two quarters ended 1690, Michaelmas, but further payments being refused without further royal warrant because said annuity was not inserted in the late establishment of Ireland.
