Prefixing : (a) Order of the Queen in Council, dated Whitehall, Sept. 2 last, granting leave to the following ships to proceed on their voyages to Jamaica, notwithstanding the embargo, with protection for 148 men in the whole, provided they be ready to sail from the Thames Oct. 20 [then] next and on giving bond that the shipmasters will observe such orders as shall be given them by Capt. Jones, commander of the Josiah, for keeping together in their voyage : all on the petition of the merchants and owners of the said ships, they having contracted with the Victualling Commissioners to carry for their Majesties' service the stores and provisions which were left after the last ships went thither : viz. : the Josiah, Capt. Royal warrant, under the King's sign manual, to the Lord Lieutenant, Ireland, to effectually order and direct the remitting, exonerating and discharging all and every the clergy of Ireland from arrears of First Fruits due before Mar. 3 last for any ecclesiastical dignity or benefice : all on a representation from the late Lords Justices of Ireland of the great desolation which the late war has brought upon that kingdom and in a particular manner upon the clergy and their livings, so that to demand the arrears before Mar. 3 last (at which time the war was declared to be at an end) would be almost their utter ruin, the country being in most places still so waste and the houses so ruined that the income will not in some [number of] years put them in a tolerable condition of living. Same to same. Mr. Thomas Dowty and partners have agreed to lend or to procure to be lent 5,000l. on credit of the borrowing clauses of the Poll Act, to be registered after 649,957l. 11s. 4d. As soon as same has been lent you are to issue 1,008l. 13s. 6d. to the Earl of Ranelagh upon any unsatisfied orders in his name for the Forces and out of such loans as said Earl shall make for this purpose on credit of the new impositions on East India goods. This sum is to be applied to satisfy a debt to said Dowty and others for clothing the Regiment of Foot lately commanded by the Duke of Norfolk, the Earl of Lichfield, Col. Henry Wharton and now by Col. Richard Brewer. (Same to said Earl to so apply said sum.) Ibid, pp. 24, 30.

The sum of 1,000l. has to-day been lent into the Exchequer in the name of Sir Stephen Evance on credit of the [borrowing] clauses in the Quarterly Poll, to be registered after 658,957l. 11s. 4d. You are forthwith to issue 500l. to the Earl of Ranelagh, out of loans to be made by said Earl, ut supra, for this purpose. This sum is to be applied to Major John Langston in compensation for the loss of equipage which his brother, Thomas Langston, deceased, sustained when he marched away with his Regiment from Salisbury towards Exeter, and [in reward] of his early [1688] services to his Majesty. Same to same. Col. Francis Langston has agreed to lend or to procure to be lent 4,000l. into the Exchequer on the borrowing clauses, ut supra, to register after 654,957l. 11s. 4d. As soon as this sum shall be lent you are to issue 1,916l. 6s. 3½d. thereof to Charles Fox and Lord Coningsby on any unsatisfied orders in their names for the service of the Forces late in Ireland, out of such loans as said Fox shall make for this purpose on credit of the East India Goods Duties : and similarly to issue 135l. 16s. 0d. to the Earl of Ranelagh on any unsatisfied orders in his name and out of such loans as said Earl shall make on the East India Goods Duties. The total of these two sums, viz. 2,052l. 2s. 3d., is to be paid by said Fox and said Earl of Ranelagh to discharge arrears as follows, viz. to Col. Francis Langston, 98l. 15s. 0d. from the Earl of Ranelagh and 1,287l. 18s. 4d. from Fox ; Lieut. Cha. Gourney, 37l. 1s. 0d. from the Earl and 360l. 2s. 3d. from Fox ; Lieut. Henry Guy to the Auditor of the Receipt. Mr. Richard Roberts has agreed to lend or to procure to be lent 1,000l. on credit of the borrowing clauses etc., ut supra, to register after 659,957l. 11s. 4d. As soon as it shall be lent you are to issue 273l. to said Fox and Coningsby out of such loans as said Fox shall make on credit etc., ut supra. This sum is intended to satisfy so much due to said Roberts for necessaries by him provided for the officers and soldiers of the Regiment lately commanded by Col. Treasury reference to the Customs Commissioners of the petition of Thomas Cooke, showing that "on the 3rd of Nov. last" he entered outwards in London port in one Adrian Beyor's name 100 Perpetuanos and by mistake only 50 were inserted in the cocquet, but was endorsed right, but Mr. Whitehead, a Customs officer, refuses to permit them to be put on board : therefore praying leave for them to be exported. Nov. 7. Establishment, under the King's sign manual, for an augmentation of pay to the reformed officers of Visct. Galway's Regiment above their former allowance : to commence as from Aug. 1 last : viz. 2s. a day to the Major ; 4s. 6d. a day each to 18 Captains ; 3s. 9d. a day each to 27 Lieutenants ; 3s. 10d. a day each to 27 Cornets (total addition, 14l. 7s. 9d. a day or 5,251l. 8s. 9d. per an.). Treasury warrant to the Receipt to register on the fourth quarter of the Poll the 300l. which Thomas Hancock lent July 30 last on credit thereof : to be registered after 134,514l. thereon : with 6 per cent. out of the fourth of the Customs : "and you are also to certify us upon the satisfaction of the order how much the interest upon the same amounts unto." Royal warrant to the Lord Lieutenant, Ireland, to put into the possession of Charles Dering, esq., the Auditor General of Ireland, the house lately belonging to Luke Hore on Ormond Key in Dublin and to annex same for ever to the Office of Auditor General for the safe preservation of the records, they being at present kept in a house rented for that purpose and liable to great damage and hazard by frequent removals : for which reason said Dering has prayed a grant of said house or of the house of Terence Dermott, on the said Quay, both of them being forfeited to the Crown. Royal warrant to the Lord Lieutenant, Ireland, to authorise the Receivers General of the Revenue, Ireland, upon the respective certificates from the Commissioners for stating the Accounts of the Army, to give Exchequer acquittances to the several collectors upon the arrears of rents of forfeited lands due before 1691, Nov. 1, and [upon the arrears] of Excise before 1691, Dec. 25, for all bills signed and allowed by the officers of the Army to Dec., 1691, and all bills signed by the officers which have been brought in since Jan. last : and that the said Receivers General do take credit upon their account with the Crown for all sums for which Exchequer acquittances shall be by them issued upon the certificates of the said Commissioners of Accounts, to be charged to the accounts of the respective Regiments indebted ; and that the said certificates (endorsed by the collectors delivering up same) shall be a sufficient voucher to the Paymasters General of the Forces, Ireland, and to the Auditors in passing said Paymasters' accounts : all by reason that the Revenue Commissioners, Ireland, have represented to the Treasury Lords that the Proclamations of [1690] Nov. 14, and 1690-1, Jan. 27, which were set forth by the late Lords Justices for giving credit to the Army in their quarters have been very useful for the public service so intended and that great part of the Army (though in a time of difficulty and of general scarcity of provisions) hath been supported and subsisted by the inhabitants of that kingdom in their respective quarters even to the exhausting their ready money as well as all the produce of their lands, and that this fell chiefly on those who were to pay the Inland Excise and on tenants of forfeited lands, and so did unavoidably occasion a full stop in the collecting those branches of the revenue ; for which reason the said Lords Justices and the Baron de Ginkell, Commander-in-Chief of the Forces there, did by Proclamation of 1691, Dec. 3, engage that the several collectors of the revenue should allow and give discharges to all such persons as were in arrear for Excise or other revenue for the sums appearing by bills certified by the Commissioners for stating the Accounts of the Army, and that the collectors should receive Exchequer acquittances for such allowances : it being further the opinion of the Revenue Commissioners that it were best to grant allowances only out of the said branches of the revenue, viz. out of rents of forfeited lands to 1691, Nov. 1, and out of Excise to 1691, Dec. 25, as the inconveniences and hardships had fallen chiefly on those who were to pay same. It may be necessary for you to press or hire shipping to transport the Land Forces that shall arrive in the West Indies with their provisions, ammunition and stores of war in the Expedition against the French. A considerable expense may arise thereupon. Upon drawing bills, to be attested by you, on the Treasurer of the Navy for such sums care shall be taken for their payment.
Further, the Commissary of the Land Forces may have occasion to supply the officers and soldiers under his care with their subsistence. We desire you to procure him such credit as may enable him to allow them so much as (together with what they shall receive in provisions) shall complete their ordinary subsistence according to the muster rolls last taken and according to the Regulation here enclosed.
