Faculty for him, to whom the pope has recently made provision of the above church, to be consecrated by any catholic bishop in communion with the apostolic see, assisted by two or three like bishops. The consecrating bishop is first to receive from him the usual oath of fealty, according to the form enclosed, and Richard is to send it by his letters patent sealed with his seal, by his own messenger to the pope, (fn. 3) without prejudice to the archbishop of Canterbury, to whom the said church is by metropolitical right subject; with the form of oath to be taken appended. To the abbot of Derry (Celle nigre) in the diocese of Derry. Mandate, as below. The recent petition of the vicar of the order of Friars Minors of the Observance of the province of Ireland contained that on account of the rich fruits which by their exemplary life, their preaching, and their other good works the friars of the said order bring to the peoples (fn. 5) of Ireland, the devotion of the faithful towards them increases so much daily that the said faithful are ready to build new houses for them in suitable places for their use and habitation, if licence of the apostolic see be given. At the said petition, therefore, the pope hereby orders the above abbot to grant by papal authority licence to the present vicar and to the vicar for the time being of the said province to build two such houses, with churches, low bell-towers, (fn. 6) bells, cloisters, refectories, cemeteries, etc., or to receive them, and licence to the said friars for ever to inhabit them. In the event of such licence being given, the pope grants to the friars who shall inhabit such houses the enjoyment of all the privileges etc. granted to other houses and friars of the said order of the Observance, saving the right of the parish churches within whose bounds such houses shall be built. Ordinance, as below. The recent petition of abbot Thomas and the convent of St. Mary's without the walls of York, O.S.B., contained that the said Thomas and other abbots and the monks of the said monastery have been wont from Septuagesima Sunday to Quinquagesima Sunday, inclusive, (fn. 8) to eat the heads, feet and inwards of horned (?) animals, (fn. 9) and because such food is heavy, and the said monks sometimes take more of it than necessary, some of them at times fall seriously ill, by reason of which they cannot easily take part in divine offices, so that divine worship in the monastery suffers. The pope, therefore, at the said petition, ordains that from Septuagesima Sunday to Quinquagesima Sunday, inclusive, and on the Sunday before the feast of Christmas, when that feast falls on a Monday, the said Thomas and the abbots for the time being and the monks of the said monastery may in future, within the said monastery and whereever else they may be, eat flesh and other food like secular clerks in the said diocese.
