Fortifying Southwarke.
ORDERED, That the Churchwardens who gathered
the Subscription Monies in the Borough of Southwarke, do detain in their Hands the Sum of Three hundred
Pounds out of such Monies as is now raised amongst the
Inhabitants of the said Borough, by way of Contribution,
or Loan, for the Service of King and Parliament, and
yet remaining in their Hands, on Account, towards the
Charges of the Fortifications thereof: And that the Treasurers of London, for the Subscription Money, do give
Acquittances to the several Parties by whom it was paid,
as if it had been paid into their Hands.
Protection to Vincent.
Ordered, That Mr. Vincent, Constable in the County
of Essex, shall have a Protection.
Thanks to Southampton.
Ordered, That Mr. Rous do prepare a Letter to be
sent to the Town of Southampton, to return them Thanks,
for ... Readiness in complying with this House in their
Desires for the Loan of Two thousand Pounds, for the
Service of the Forces at Winchester.
Prisoner discharged.
Ordered, That Mr. Pettis, the Town Clerk of Southampton, sent up, in safe Custody, from the Committee at
Portesmouth, be forthwith discharged from any farther
Restraint.
Grant to Rushworth.
Resolved, That Mr. John Rushworth shall have the
Sum of Two hundred Pounds bestowed upon him for his
several Journies, and for Recompence for his Service:
And that the Committee for the Safety of the Kingdom
do issue their Warrants to Sir Gilbert Gerard, Treasurer
at Wars, requiring him forthwith to pay the said Sum of
Two hundred Pounds to Mr. John Rushworth, as aforesaid.
Message to Lords.
Sir Simonds D'Ewes carried up to the Lords the Ordinance concerning the Members, and other well-affected
Persons, proclaimed Rebels in Devon; with a Desire it
might be printed and published. He likewise carried up
the Order concerning Southwarke.
Army Accounts.
Colonel Venn presented an Account of the Pay and
Entertainment of the Regiment of Foot, under the Command of the said Colonel Venn, from the Twenty-eighth
of October last to the Twenty-ninth of this instant December, 1642, examined per H. Broade Audit. amounting
to the Sum of Three thousand and Forty-seven Pounds
Sixteen Shillings; against which the said Colonel doth
acknowledge to have received, by Warrant from his Excellency, the Sum of One thousand Pounds; and then
there is and will be due to the said Colonel, 29° Decembris, 1642, Two thousand and Forty-seven Pounds Sixteen
Shillings: The which was read; and, by Vote upon the
Question, allowed of: And
Ordered, That the Committee for the Safety of the
Kingdom do grant their Warrants to the Treasurer at
Wars, for the Satisfying and Discharging the said Account.
He likewise presented an Account of other Officers
belonging to the Train of Artillery, and other incident
Charges: The which was likewise allowed of; and ordered
to be discharged and satisfied by the Treasurers at Wars.
Fortifying Hadleigh.
Resolved, That the Town of Hadleigh in the County
of Suffolk shall be allowed the Sum of One hundred and
Fifty Pounds, out of the Contribution Monies in the said
Town; to be employed in providing of Arms, and making
some Fortifications for the Defence of the said Town.
Payment to Payler, &c.
Resolved, That the Committee for the Safety of the
Kingdom do grant their Warrants to Sir Gilbert Gerard,
Treasurer at Wars, for the Impresting, upon Account, to
George Payler, Jo. Falkener, and John White, Esquires,
Officers of the Ordnance, for their Employment, the Sum
of Three hundred Pounds, in Part of their Entertainment.
Payment to E. of Danby.
Resolved, That the Committee for the Safety of the
Kingdom do grant their Warrants to the Treasurer at
Wars, for the Payment of the Sum of Five hundred
Twenty-and-three Pounds to Thomas Keddy, or some appointed by him, for the Use of the Earl of Danby; and is
for so much Money by him paid to Sir Hugh Cholmeley.
Cambridge Dragooners.
An Ordinance for encouraging the well-affected Persons in the County of Cambridge, to raise Dragooners,
was this Day read; and, by Vote, assented unto; and
ordered to be sent to the Lords, for their Concurrence,
by Sir Simonds D'Ewes.
Fountayne's Petition.
The humble Petition of Jo. Fountayne, Counsellor at
Law, a Prisoner in the Gatehouse, by Order of this House,
desiring to be bailed, was this Day read. And the
Question being put for his Bail;
It passed with the Negative.
Merchant Adventurers Loan.
Sir H. Mildmay, Mr. Whittlock, Mr. Wheeler, are appointed to speak with the Merchant Adventurers; to
desire them to forbear the Twenty thousand Pounds
now to be paid unto them upon the Bill of Four hundred thousand Pounds, for Five Months longer; to the
end that the Scotts Army in Ireland may have the said
Twenty thousand Pounds: And the said Merchant
Adventurers are to be secured upon the said Bill of Four
hundred thousand Pounds, as formerly.
Answer from Lords.
Sir Robert Parkhurst brings Answer, That the Lords
do agree to the Two Orders concerning the Lord Lieutenant of Ireland; and the Five thousand Pounds, to
lie in the Treasurer at War's Hands, for incident
Charges: And, as for expediting the Declaration delivered at the late Conference, they will send Answer
by Messengers of their ow..
Northampton, &c. Association.
Sir Simonds D'Ewes, amongst other Messages, was
likewise appointed to move the Lords to expedite the
Association concerning Northamptonshire, &c.
Rombida's &c. Claims.
The humble Petition of Marios de la Rombida, &c.
concerning the Plate and Cochineal, stayed at Southampton, and brought up to this Town by Order of this
House....: And
It is Ordered, That it, and the Petition of Randolph
Manwaring and Nath. Hawes, be referred to the Committee for Advance of Monies at London.
Ship Angell.
Ordered, That the Ship Angell, and the Goods, and
Cochineal, and her whole Cargason, be forthwith discharged: And that the Monies that the Cochineal was
sold for be brought in.
Ship Clare.
Ordered, That the Ginger and Hides at Southampton,
brought to Southampton in the Ship Clare, and stayed
there, be brought up to London forthwith by Sea: And
that the Committee for Advance of Monies do take
Order herein.
Prisoners.
Ordered, That Sir Rich. Lashley, and his Son, sent up
Prisoners from Sir Mich. Livesay, and Mr. Herbert
Morley, be forthwith committed Prisoners to Winchester
House; there to remain during the Pleasure of the House.
Silkston Vicarage.
An Ordinance for Placing of Mr. Jo. Spofford in the
Vicarage of Silkston, in the County of Yorke, was this
Day read; and re-committed unto Sir Wm. Strickland
and Mr. Prideaux.
Payment to Wray.
Ordered, That the Committee for Subscription Monies in the County of Lincolne, do imprest a Thousand
Pounds upon Account, to Sir Christopher Wray, out of
the said Subscription Monies of Lincolnshire, towards the
Satisfaction of such Monies as have been by him disbursed to pay his Troop under his Command in the
Army in the North.
The Lords Concurrence to be desired herein.
Cole's Pass to the King.
Ordered, That Mr. Andrew Cole, Servant to the Right
Honourable the Marquis Hamilton, and Valentine Taylor,
his Servant, shall have Mr. Speaker's Warrant peaceably
and quietly to pass and travel to the King's Court, wheresoever his Majesty is, or shall be residing, and back again
to London, without any Lett, Stay, or Interruption.
Flemming's Petition.
The humble Petition of Sir Wm. Flemming Knight,
Prisoner in the King's Bench, by Order of this House,
was this Day read.
Ordered, That Mr. Pym and Mr. Corbett do acquaint
the Earl of Lindsay with the true State of the Case
concerning Sir Wm. Flemyng.
Answer from Lords.
Sir Simonds D'Ewes brings Answer, That the Lords
do agree to all the Orders carried up by him: And that
they will send to my Lord General, to desire him to send
a Commission to Thomas Lord Gray.
Propositions to the King.
A Message from the Lords by Sir Robert Riche and
Mr. Page;
The Lords desire a Conference, by Committees of
both Houses, presently, in the Painted Chamber, if it
may stand with the Conveniency of this House, concerning Propositions which they have framed and prepared, and desire they may be sent to his Majesty.
Answer returned by the same Messengers;
This House has considered their Lordships Message;
and will give a present Meeting, as is desired.
Mr. Holles, Mr. Pym, Mr. Pierrepoint, Sir H. Vane,
are appointed Reporters of this Conference.
Duke D'Espernon's Letters.
Ordered, That the Letters be restored to the Servant of
the Duke D'Espernon: And that the said Servant be
discharged, and permitted to go on according to his Pass.
Propositions to the King.
Mr. Holles presents from the Conference, certain Propositions to be presented unto his Majesty: The which
were read: And Mr. Holles informed the House, that the
Lords have left a Blank for the Lord Chief Justice of...
King's Bench: But that Sir Jo. Bramston was in their
Thoughts; but they would not put in his Name, in regard he was impeached by this House.
Militia.
Mr. Holles likewise informed the House, That the
Lords had Two other Bills, which they would send down
speedily concerning the Settling the Militia by Sea and
Land.
Chatham Lecturer.
Upon the humble Petition of the Parishioners and
Inhabitants of the Parish of Chatham, near Rochester,
desiring a Lecturer, whom they voluntarily offer to maintain at their own Charge;
It is this Day Ordered, That Mr. Samuel Anneley, an
orthodox and learned Divine, shall be the Lecturer appointed to preach there every Lord's Day in the Afternoon, and One Day in the Week; and to preach in the
Afternoon on every Fast Day. And further Ordered,
That Mr. Tho. Vaughan, the Minister of that Place,
shall be required from this House, to permit the said
Mr. Anneley to preach there, on the said Days, without
Lett or Interruption: And the Churchwardens are
required to see the due Performance of this Order.
Butolphs, Aldersgate, Lecturer.
Upon the humble Petition of certain of the Parish
of Butolphs, Aldersgate,
It is Ordered, Mr. Elidad Blackwell, an orthodox and
learned Divine, shall be appointed Lecturer, to preach
there every Wednesday; and as soon as the Place shall be
next vacant, to preach there every Lord's Day in the
Afternoon: And the Minister of that Parish is required
to permit him the free Use of the Pulpit, without Lett
or Interruption, to preach there accordingly.
Conference.
Resolved, &c. That the Matter of this Conference shall
be taken into Consideration on Thursday Morning at
Nine of Clock.
Message to Ld. General.
Resolved, &c. That a Message shall be sent to my Lord
General, by Mr. Marten and Captain Long; to desire
him not to omit any Advantage that may advance the
War, and the Proceedings thereof; notwithstanding any
Propositions of Treaty.
Providing Money.
Ordered, That To-morrow the House take into Consideration the Means to provide Money for Supply of
the Army.
Norfolk, &c. Association.
A Message from the Lords by Sir Robert Rich and
Mr. Page;
The Lords do agree to the Ordinance of Association
for the Counties of Norfolk, Suffolk, Cambridgshire, Isle
of Elye, Norwich, Essex, Hertford; and likewise to the
particular Instructions.
No Copies to be taken of Propositions.
Ordered, That the Clerk shall suffer no Copies to be
taken of the Propositions to be sent or delivered to any
Person whatsoever, until the House have considered and
agreed of them.
Cambridge Dragooners.
WHEREAS divers Gentlemen and others welldisposed Persons, of the County and Town of Cambridge, seeking the Preservation of Religion, and the
Laws and Liberties of the Kingdom, and the Safety of
the Lives and Goods of the Subjects, from the Violence
and Rapine of the King's Soldiers, have declared themselves willing to raise a considerable Number of Dragooners in the said Town and County; and to set them
out with a Month's Pay; to be employed, as above
mentioned, under the Command of his Excellency the
Earl of Essex Lord General: The Lords and Commons
do declare the same to be a very acceptable Service to
the Commonwealth, and of special Use at this Time, if
that good Affection be speedily put in Execution: And
do thereupon Order and Appoint, That Sir Thomas
Martyn Knight, and Thomas Symons Esquire, Two of
