To the mayor, bailiffs, jurats and commons of the city of Dublin in Ireland and every of them. Order, upon their allegiance and under pain of forfeiture, to be intendant to the mayor, and of good behaviour, unity and ruling towards one another according to their liberties and customs, so that henceforth the king shall have no complaint or matter for punishing any of them who shall be found in fault or default, and order that if the mayor and bailiffs shall find any of the jurats and commons rebellious against the laws and good customs of the city they shall certify the names of such rebels to the king and council in England, and shall further arrest and detain them until they shall find security for their good behaviour, and that the mayor shall rule the jurats and commons in all things according to the laws, liberties and customs of the city; as the king has heard that strife and debate is now newly arisen among them, and that certain of them are disobedient to the mayor other than they ought to be by the said customs and liberties, whereby there is no peace or good governance among them.
