PRAYERS.

Transporting Grain.

ORDERED, That Colonel Walton, Governor of Lynne Regis, shall have Liberty to transport Four thousand Quarters of Grain from the Port of Lynne beyond the Seas; the Officers of the Customhouse taking Care and Security, that no more be transported; and that none from any other Port be transported: And that a Return of the whole Proceed be made in Arms and Ammunition only.

Ordnance for Lynne.

Ordered, That Colonel Walton, sending up the Two Brass whole Culverin that are at Lynne unserviceable, shall have from hence sent down to him Twelve Iron Guns, with their Equipage: And the Lieutenant of the Ordnance is desired to take care of this Business.

Soap Project.

Resolved, &c. That the Bill against the Projectors, Contrivers, and Sharers, in the Soap Project, their Heirs, Executors, and Administrators, shall be turned into an Ordinance; and forthwith brought in, for taking away and confiscating all the Leases, Goods, personal Estates, Offices, and Profits, of all the Persons named as Delinquents in the Bill, and the Lands which they, or any of them, hath, or at any time . . . since the First Day of October 1639.

The Committee is likewise to call in the Bail Bonds, and to see what Use can be made of them, to raise Monies upon their Forfeitures.

Lancashire Forces.

Ordered, That it be referred to the Gentlemen of Yorkeshire, Derbyshire, Lancashire, Nottinghamshire, and Leicestershire, to consider how the Forces in Lancashire may be supplied with present Monies: And they, or any Five of them, are to meet this Afternoon, at Three of Clock in the Court of Wards: And have Power to send for Parties, Witnesses, Papers, &c.

Publick Accompts.

Mr. Hodges reports the Amendments to the Ordinance for Explanation of a former Ordinance, made for taking the publick Accompts of the Kingdom: The which Amendments were twice read; and, upon the Question, assented unto; and the Ordinance, with the Amendments, upon the Question, passed; and ordered to be sent unto the Lords for their Concurrence.

Wilts Ordinance.

Mr. Pury reports the Amendments to the Ordinance concerning Wilts: The which were twice read; and, upon the Question, assented unto; and the Ordinance, with the Amendments, passed, upon the Question; and ordered to be sent unto the Lords for their Concurrence, by Sir Edw. Hungerford.

Answer from Lords.

Mr. Erle reports, that the Lords will send Answer to the Ordinance carried up by him, by Messengers of their own.

Colonels Kinge and Rous.

Sir Robt. Harley is appointed to go to the Lords, to desire to know, whether Colonel Kinge be yet discharged, according to the frequent Desires of this House; and to desire a Conference by Committees of both . . . so soon as may stand with their Lordships Conveniency, concerning Colonel Rous.

Arms for Basinghouse, &c.

Resolved, &c. That Five hundred Musquets, with their Equipage, shall be forthwith provided and furnished, upon Loan, to the Forces before Basinghouse.

Resolved, &c. That Two hundred Musquets, with their Equipage, formerly borrowed of the Gentlemen of the Isle of Wight, shall be forthwith provided, and restored unto them.

Resolved, &c. That the said Seven hundred Musquets, with their Equipage, shall be taken out of the Prize Ship at the Cowes; and that, if, upon the usual Tryal in the Court of Admiralty, the said Ship and Goods shall not prove Prize, that then the Merchant shall be paid for all such Musquets as shall be taken out of the said Ship, for the Service of the State, out of the Segovia Wools brought from Weymouth; and that if the said Ship and Goods shall prove Prize, that the Mariners shall have their whole Dues and Rights out of the Remainder of the Goods in the said Ship.

State of Northern Forces.

Sir H. Vane jun. reports the whole Passages and Proceedings of his Journey to Yorke, and his Return hither; and the State of the Forces before Yorke, and of all the Forces of the Northern Counties; and the Instructions given him by the Committee of both Kingdoms in the Scotts Army.

Resolved, &c. That Sir H. Vane jun. shall have the Thanks of this House returned him, for his great Pains, and faithful Service done the State by this Journey.

Message from Lords.

A Message from the Lords, by Sir Edw. Leech and Dr. Aylett;

The Lords do agree to the Adjournment of the House upon Tuesdays and Thursdays in every Week. They desire you to take into Consideration the Business concerning the States Ambassadors: And to put you in mind of the Earl of Mulgrave and the Lord Sheffield's Petition. They have put off the Trial of the Archbishop of Canterbury till Friday next.

States Ambassadors.

Resolved, &c. That this House doth concur with the Committee, and with the Lords, that Sir Oliver Fleming, Master of the Ceremonies, shall repair unto the States Ambassadors, to let them know, that the Houses do expect that they make their Demand of Audience in Writing.-

Associated Counties.

Mr. Corbett went to Sir Robt. Harley, to require him to move the Lords, to expedite their Answer to the Ordinance concerning the Seven associated Counties of Essex, &c. in regard of the great Importance of it.

Earl of Mulgrave, &c.

The Earl of Mulgrave and Lord Sheffield's Petition, desiring the Continuance of the weekly Allowance of Sixty Pounds, according to former Order . . . .

Answer from Lords.

Sir Robt. Harley brings Answer; That the Lords do agree to give a present Conference, by Committees of both Houses, presently, in the Painted Chamber, concerning Colonel Rous: That they will take the Business concerning Colonel Kinge into speedy Consideration; that they will take the Ordinance concerning the Seven associated Counties of Essex, Norfolk, &c. into speedy Consideration likewise; and send Answer to both by Messengers of their own.

Message to Lords.

Mr. Erle went up to the Lords, to desire them to expedite their Answer to the Ordinance for appointing Committees for the Western Counties: And to desire, that, at this Conference, this House may propound something in Answer to the Business concerning the Reception of the States Ambassadors.-

Answer to Lords.

Answer returned by the same Messengers; That this House has considered their Lordships Message; and as to the Business concerning the Reception of the States Ambassadors, they will send Answer by Messengers of their own. They have taken the Petition of the Earl of Mulgrave and the Lord Sheffield into Consideration; and have resolved something upon it: And do take notice of the putting off of the Archbishop of Canterbury's Tryal till Friday next.

Articles against Wayte.

Ordered, That the Articles against Colonel Tho. Wayte, in pursuance of the Petition of the County of Rutland, be referred to the Consideration and Examination of the Committee for Leicestershire Business, where Mr. Knightley has the Chair.

Letter referred.

Ordered, That the Letter of June 27, from Weymouth, from the Governor there, this Day read, be referred to the Consideration of the Committee for the West.

Pennoyer's Accompts.

Ordered, That the humble Petition of Wm. Pennoyer, Merchant, be referred to the Consideration of the Committee for Ireland, to even his Accompts; to consider of some Way for his Satisfaction, and for his Indemnity, in the mean time; and to represent their Opinions to the House.

Earl of Mulgrave, &c.

Resolved, &c. That Three hundred Pounds shall be forthwith lent, upon Account, to the Earl of Mulgrave and the Lord Sheffeilde; to be issued out of the first Monies that shall be raised by the Sale of the Segovia Wools; to be deducted out of the Arrears of their Assignments; and to be repaid again out of the Sequestrations.

Affairs in Dorsettshire.

Ordered, That the Committee for the West do write a Letter to Major Sidenham, to be signed by Mr. Speaker, that Major Sidenham may continue in Dorsettshire; and that a Letter be written to Sir Wm. Waller, to acquaint him as much: And this Committee is to consider of the Letter, this Day read, from Weimouth, what Things are necessary to be provided for Dorsetshire: And are to meet this Afternoon, Two Clock, in the Court of Wards.

Resolved, &c. That, when the former Assignments upon these Wools brought from Weymouth, are satisfied, and the Commissioners employed to be in the Army, paid their Arrears, the Residue of the Proceed thereof, not exceeding Three thousand Pounds, be disposed for the Buying of Arms and Ammunition for Dorsettshire, as the Committee for the West shall think fit.

Ordered, That, after the Monies assigned out of the Segovia Wools for Dorsettshire, and other Payments, be paid, that then the Eighty Pounds Interest, due unto Sir Jo. Dreydon and Mr. Crue, for Monies lent by them to the State, assigned to be paid out of Guild Hall.

Ordered, That one of the Members of this House that serve for Lincolnshire, shall be constantly with the Committee at Lincoln; and as one comes away, another to be sent: And that Sir John Wray be the First that go down.

Currans seized.

Whereas John Mapperle, John Ellis, John Portman, Jeremy Watts, Theophilus Colcock, and George Philips, Surveyors of the Custom-house, did, according to an Ordinance of Parliament, seize Fifteen Hogsheads of Currans in the Month of March last, that were falsly entred, landed, and housed, as Oils, and so forfeited to the State; It is Ordered, That the said Currans, so seized and forfeited, be forthwith sold by the said Surveyors at the full Value: And that an Account be given of them, by the said Surveyors, of their Proceedings therein: And that Fifty Pounds of the Proceed thereof be disposed of to the Use of John Lewis, a Soldier in Ireland, who hath lost his Eyes in the Service of the Parliament.

Committee of Accompts.

Whereas, upon the former Ordinance of both Houses of Parliament for taking the Accompts of the Kingdom, some Doubt doth arise, whether there be sufficient Power given the Committee named in that Ordinance, by the express Words thereof, to determine any Accompts by them taken; and to receive and keep the Vouchers which concern the same Accompts: And whereas the Sub Committees to be appointed by them, by virtue of the said Ordinance, in any County, City, or Place, where they shall think meet, have the self-same Power given them, within their several Limits, as the said Committee hath; and are not appointed to receive any Directions from, or to return any Accompts unto, them; which will prove inconvenient, and hinder the orderly Taking of the said Accompts by the said Committee: Be it therefore Ordained, by the Lords and Commons in Parliament, That the said Committee, or any Five or more of them, shall have Power and Authority to determine the Accompts by them taken; to give Discharges in Writing, under the Hands of any Five or more of them; and to receive and keep all Vouchers which concern the same: And, that all and every Sub Committees appointed or to be appointed by virtue of the said Ordinance, shall pursue such Directions as they shall, from time to time, receive from the said Committee of Accompts, for the better ordering and expediting of the Accompts; and likewise return unto them all and singular Accompts which shall be taken by them, before the same shall be finally determined. And, because a true Accompt cannot be taken of such Monies are are paid unto the Army's Officers and Soldiers in the several Garisons, Cities, and Counties, of the Kingdom, except exact Musters be duly made and kept of the said Forces, and Accompts taken of the Arms and Horse in the several Counties aforesaid; It is hereby further Ordained, That the several Committees of Parliament, or such or so many of them as have Power to execute the several Ordinances in the said Counties, Cities, and Garisons, shall, from time to time hereafter, every Month at the least, or oftener if they shall see Cause, take particular Musters, and keep true Muster Rolls, of all the Officers and Soldiers by Name, now being, or hereafter to be raised, within the said several Counties, Cities, and Garisons, where they are authorized as Committees of Parliament; and that all Colonels, Captains, and Officers, within the said Armies, Counties, Cities, and Garisons, raised, or to be raised, shall, from time to time, make good all Horses and Arms under their several Commands, unto the said several Committees of Parliament, in the said several Counties, Cities, and Garisons aforesaid, unless the same were lost in actual Service: And the said several Committees of Parliament shall return the said Muster Rolls, or true Notes of all the Musters aforesaid; and certify all Defects therein, and of Arms and Horse aforesaid, unto the Committee for the Accompts of the Kingdom, or unto the several Sub Committees of Accompts in the several Counties of the Kingdom; which the said Sub Committees shall return up unto the said Committee of Accompts in Manner and Form aforesaid; to the end that Satisfaction may be made unto the Commonwealth for such Loss of Horse and Arms, out of the said Officers Pay: And that all Fines to be imposed by virtue of the said Ordinance of Accompts: And all such Sums of Money as the said Committee of Accompts, or any Two of them, shall certify to be due and owing by any Person or Persons upon their said Accompts determined by them, shall be paid into the Chamber of London, and shall not be issued out, but by Order of the House of Commons; which Order shall be first entered with the said Committee of Accompts, before any Money be paid upon the same, other than Arrears of such Monies, as, by particular Acts of Parliament and Ordinances, are limited to particular Treasurers nominated in the said Acts of Parliament and Ordinances, which shall be paid in to the said Treasurers. And be it further Ordained, by the Authority aforesaid, That such Sum and Sums of Money as the said Committee, or any Five of them, shall find necessary for the paying and satisfying of the Registers, Accomptants, Clerks, Agents, and Ministers, employed by them, or otherwise, for defraying any Charges for taking the said Accompts, shall be paid out of the Chamber of London aforesaid, whensoever the said Committee, or any Five of them, shall require the same: For which they shall keep and give a true and perfect Account under their Hands in Writing: And that, according to an Order of the Thirteenth of March, Two hundred Pounds shall be forthwith paid unto the said Committee for Accompts.
