Ordnance on Tower Hill.
ORDERED, That the Officers of the Ordnance do
take into their Custody the Twenty Pieces of Ordnance that lay formerly upon Tower Wharf, and are lately
removed to the Tower Hill; and not suffer them, or any
of them, to be any way disposed of, till this House take
farther Order.
Members Excuses, Subscription, &c.
Mr. Speaker presented the Excuse of Dr. Eden and
Mr. Waller.
Mr. Millington presented Mr. Sutton's Excuse.
Sir H. Worseley declares himself in the Affirmative
to the Vote of the Earl of Essex; and will bring in an
Hundred Pounds in Money, or Plate.
Sir Tho. Pelham will bring in Two hundred Pounds.
Sir Guy Palmes will bring in Four Horses, for Defence
of the King, Parliament, and Country.
Gravesend Blockhouse.
Ordered, That this Letter from Mr. Jones, from the
Blockhouse near Gravesend, be referred to the Committee
for the safety of the Kingdom.
And it is farther Ordered, That the Captain of that
Blockhouse, or whom he shall appoint, shall have Power
to examine all Persons and Pacquets; and to make Stay
of suspected Persons.
Irish Affairs, &c.
Two Letters from Corke, from the Lord Inchequin of
the 10th and 13th of September, and a Letter inclosed,
from Captain Cole, of the 10th of September, from Kinsale, concerning a great Defeat given by the Lord Inchequin to the Rebels; and concerning some Prejudices
done to his Majesty's Subjects at Sea: And
It is Ordered, That these Letters be communicated
to the Lords at a Conference: And that the Lords be
pressed to give an Answer to those Orders, formerly sent
up from this House concerning Munster.
Resolved, upon the Question, That the Lord Inchequin
shall be nominated and appointed Captain General of the
Forces in Munster, and Governor of the said Province
of Munster: And that the Lords Concurrence be desired herein: And that this shall be One Head of the
Conference: That another Head of the Conference be,
That an Ordinance may pass for the Enabling of such
Merchants as shall undertake to set forth Ships for Suppressing of Rovers and Pirates upon the Coasts of England or Ireland; and that the Undertakers shall have the
Benefit that shall arise by the Surprize of them.
Sir Wm. Ogle, Mr. Reynolds, Mr. Green, Mr. Robert
Goodwyn, are appointed Managers of this Conference.
Sir Robert Parkhurst is appointed to desire this Conference.
Resolved, upon the Question, That those Forces in the
Pay of the Commonwealth, in Munster, that are not yet
reduced into Regiments, nor under Command, may be
reduced into a Regiment, and put under the Command
of the Lord Inchequin, as Colonel of them.
Resolved, That the Consideration of entertaining the
Forces of Bardon Brigge into Pay, be referred to the
Committee of Adventurers for Ireland.
Ships stayed at Dartmouth.
Ordered, That the Mayor of Dartmouth shall take into
his Hands such Monies as were the Proceed of a certain
Ship and Goods of a Merchant of Wexford, stayed there
by Order of this House; and return the same unto Mr.
Mathew, a Member of this House; that he may give an
Account to the House of it, and the House take farther
Order in it, as they shall think fit.
Clerk of the Peace in Kent.
That the Consideration of the Business concerning the
Place of a Clerk of the Peace in the County of Kent, be
referred to a Committee: And that Mr. Broughton, now
Clerk of the Peace in the said County, shall continue the
Execution of the said Place in the mean time; and keep
the Records of the Peace of the said County.

Resolved, That this House doth nominate and approve
of Sir Wm. Man to be Deputy Lieutenant of the City and
County of Canterbury and County of Kent.
Committee to Ireland.
Resolved, upon the Question, That this House doth
nominate and appoint Mr. Robert Goodwyn to go as a
Committee into Ireland, in the Place and Stead of Sir
H. Mildmay, formerly voted and appointed by this House
to go into Ireland, in regard, by his Oath as Master of
the Jewel-house, he cannot go out of the Kingdom without his Majesty's Leave; and his Majesty has ... as yet
declared his Consent.

Memorandum, That the House takes Notice of a Debt
owing by the Lord Willoughby of Eresbye to Mr.
Valentine, a Member of this House; and will take
Consideration of it in convenient Time.

Mr. Serjeant Wilde, Mr. Glyn, Mr. Rigby, Mr. Holland, Mr. Love, Sir Tho. Dacres, Sir Wm. Strickland, Mr.
Millington, Sir Peter Wroth, Mr. Robert Goodwyn, Sir
Robert Pye, Mr. Wheeler, Mr. Ashherst, Mr. Corbett, Mr.
Rous, Mr. Whittacre, the Knights and Burgesses of Kent;
This Committee is appointed to consider of the Business
of the Clerkship of the Peace in the County of Kent; and
of all other Counties: And are to sit this Afternoon, at
Two of Clock, in the Exchequer-chamber: And have
Power to send for Parties, Witnesses, &c.
Raising Dragooners, &c.
Whereas divers well-affected Persons have already subscribed great Sums of Money towards the Advancing of
Sixteen thousand Pounds, for the Setting forth and Maintaining of a Thousand Dragooners, and other Forces; and
more are daily expected to subscribe: It is Ordered, That
Mr. Rigby, Mr. Holland, Sir Robert Harley, Serjeant
Wilde, Mr. Ashton of Downham, Mr. Glyn, Mr. Spurstoe,
Mr. Rich. Moore, or any Two of them, Members of the
House of Commons, shall have Power to call together a
Committee of the Subscribers: And that That Committee, with the Assistance of the said Mr. Rigby, Mr. Holland,
&c. or any Two of them, shall have Power to nominate
and appoint fit Persons for Collectors, and Treasurers of
the Monies, and for Buying and Providing of Horse, and
Arms, and other Ammunition; and shall have Power
to raise Companies of Soldiers, Volunteers; and to do all
other Things necessary for the speedy Advancement of
the Service: And Mr. Rigby, &c. is required from time
to time to make Report to this House, of all the Proceedings in the Premises, for the Approbation thereof: And
the Lord General is hereby desired to allow of such
Commanders, and other Officers, for the said Forces;
and to give Commissions unto them, as the said Committee shall present unto him; unless he shall find just
Cause to the contrary.
Conference.
Sir Robert Parkhurst brings Answer, That the Lords
do agree to a present Conference, as is desired.
Irish Affairs.
Ordered, That the Committee for the Affairs of Ireland
do meet this Afternoon: And that the Letters from the
Lords Justices be referred to the Consideration of that
Committee.
Privilege to a Trooper.
Ordered, That Mr. Ellis, a Trooper in Captain Mildemaye's Troop (the which Troop is entertained into the
Service of the Parliament, and in actual Service of the
Parliament), and is arrested upon a mean Process, for a
Debt of Forty Shillings, shall have the Privilege of
Parliament; and be discharged.
Proclamations against Persons impeached.
Resolved, upon the Question, That it is the Opinion
of this House, That Proclamations shall be made by the
Order of Parliament, at the Parliament Doors in Westminster Hall, and in the Palace-yard, by the Officer of
the Lords House, according to ancient Custom; and that,
by the like Order, the Sheriff of London be required to
make Proclamations in London; for the several Persons
impeached of High Treason to appear by a Day certain;
under Pain of Conviction, Attender, and Forfeiture of
their Lands and Goods.
Sequestering their Estates.
Resolved, upon the Question, That it is the Opinion
of this House, That Order be issued out to the Sheriffs of
the Counties where the Lands of Persons so impeached
lye; requesting them to sequester their Rents; and to put
them in safe Custody, till farther Order be taken: And

Pay to Irish Committees.
Mr. Jo. Goodwyn carried up to the Lords the Order for
the Allowance of the Pay to the Committees that are to
go into Ireland.
He brings Answer, That they do assent unto the Order.
Berkeley's Debt.
Memorandum, That the House takes Notice of a Debt
due by Sir Charles Berkeley to Mr. Wheeler and Mr.
Whittacre, Members of this House; and will take
Consideration of them in convenient Time.

Resolved, upon the Question, That Sir Ralph Sydenham
shall be disabled to continue any longer a Member of this
House, during this Parliament.
Affairs in Worcester.
Ordered, That the Three hundred Pounds, remaining
in the Hands of Mr. Tho. Hill, of Ashley in the County
of Worcester, Gentleman, collected for Coat and Conduct
Money, shall be safe kept in his Hands; to be disposed of
by Order of the Lord Lieutenant, or Deputy Lieutenants, of the said County, or some of them, for the
Buying of Arms for the Defence of the County, according to the Ordinance of both Houses of Parliament,
touching the Militia: And that the Magazine of Arms
and Ammunition at Droitwich in the same County be
safe kept by the Bailiffs and Officers of the said Town;
to be employed by the Lord Lieutenant, and Deputy
Lieutenants, of the said County.
