Order under a pain of 1,000l. upon sight etc. to cause proclamation to be made, that no man of whatsoever estate, degree or condition shall upon his allegiance and under pain of forfeiture make, attempt or procure any unlawful assemblies or routs, or do aught else which may tend to disturbance, breach of the peace, or terror or hurt of the people, but shall cease therefrom, and from wrongdoing, threats and grievances to the people, and that Thomas Percy and Henry Percy knights shall, upon their allegiance and under like pain cease every excuse and be in chancery within eight days after the proclamation to answer touching these matters and others which shall be laid against them, certifying in chancery under his seal with all speed how he shall execute this order; as the king is informed that the said Thomas and Henry and great number of other evildoers and disturbers of the peace armed and arrayed in manner of war, fearing not God, the king nor the laws but going about to turn the peace of the realm into tribulation, have for no small time gathered themselves in such assemblies and routs and repaired to divers northern parts to do the lieges what mischief they might, assaulting, beating and wounding some of them, questioning some who were flocking to cities, towns, fairs and markets and travelling through the country whose adherents, partisans and servants they be, searching their saddle bags, wallets and other harness, taking by violence and carrying away what letters and money were found upon them, and threatening them with death and mutilation to the terror of the people, insomuch that they dare not travail not ride in pursuit of business or profit. Order at his peril upon sight etc. to cause proclamation to be made in ports etc. within his bailiwick of a truce with Scotland before 1 June next at latest, forbidding all the king's liege subjects under pain of forfeiture to make any attempt which may tend to a breach thereof; as between the king for himself, his heirs and successors, his realms, lands, lordships, vassals and liege subjects, and the king of the Scots for himself etc. (as above), has been made a truce and armistice for seven years after the completion of the truce between them not yet expired, namely from sunrise on 1 May 1447 until sunrise on 1 May 1454, by land except the portion of England south of St. Michaels mount in Cornwall to the sea and the part of Scotland north of the river Forue between Moray and Ross to the sea, and by sea in general; and the king's will is that the same be kept unbroken.

Order as they will answer it to cause proclamation to be made of a statute published in the parliament holden at Norhampton in 2 Edward III, wherein it is contained that no man of whatsoever estate or condition shall go armed, lead an armed power in breach of the peace, or ride or pass armed by day or night in fairs, markets or elsewhere in presence of the justices, the king's ministers or others under pain of losing his arms and of imprisonment at the king's will, and that the justices when present, the sheriffs and other ministers of the king have power to put that statute in execution; and order to cause the same to be executed and observed.
