Charles Duke of Schombergh; and took the Oaths, and

This Day Charles Earl of Winchelsea sat first in Parliament, upon the Death of Heneage Earl of Winchelsea
his Grandfather; and took the Oaths, and made and

In like Manner, John Lord Lovelace sat first in Parliament, upon the Death of John Lord Lovelace his
Cousin German; and took the Oaths, and made and

His Majesty, being arrayed in His Regal Robes,
and Crown, attended with His Officers of State, ascended His Royal Throne (the Peers being also in their
Robes); commanded the Gentleman Usher of the
Black Rod, to signify to the Commons, "That it is
His Majesty's Pleasure, that they attend Him presently."
Who being come, with their Speaker; His Majesty spake as followeth; (videlicet,)
His Majesty's Speech.
"My Lords and Gentlemen,
"I am always glad to meet you here; and I could
heartily with that our Satisfaction were not lessened at
present, by reflecting upon the Disadvantages we have
received this Year at Land, and the Miscarriages in
our Affairs at Sea. I think it is evident, that the
former was only occasioned by the great Number of
our Enemies, which exceeded ours in all Places: For
what relates to the latter, which has brought so great
a Disgrace upon the Nation, I have resented it extremely: And as I will take Care that those who
have not done their Duty shall be punished; so I
am resolved to use My utmost Endeavours, that our
Power at Sea may be rightly managed for the future.
And it will well deserve your Consideration, whether
we are not defective both in the Number of our Shipping, and in proper Ports to the Westward, for the
better annoying our Enemies, and protecting our
Trade, which is so essential to the Welfare of this
Kingdom.
"My Lords and Gentlemen,
"I am very sensible of the good Affection wherewith
you have always assisted Me to support the Charges
of this War, which have been very great; and yet I
am persuaded, that the Experience of this Summer
is sufficient to convince us all, that, to arrive at a
good End of it, there will be a Necessity of increasing
our Forces both by Sea and Land the next Year:
Our Allies have resolved to add to theirs; and I will
not doubt but you will have such Regard to the
present Exigency, as that you will give Me a suitable
Supply, to enable Me to do the like. I must therefore earnestly recommend it to you, Gentlemen of
the House of Commons, to take such timely Resolution, as that your Supplies may be effectual, and
our Preparations so forward, as will be necessary both
for the Security and the Honour of the Nation."
Which being ended, His Majesty was pleased to withdraw; and the Commons went to their House.

Zouch Esquire, from a Decree made in the High Court
of Chancery, the Sixteenth Day of April, in the Fourth
Year of the Reign of their present Majesties King
William and Queen Mary, by the Right Honourable
the late Lords Commissioners of the Great Seal, in a
Cause there then depending, between Thomas English
and Dorothy his Wife (the Appellant's Sister) Complainants, and the Petitioner Defendant, et è contra:
It is ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That the said Petition

to hear any Persons therein concerned; and
report to the House, whether the said Petition be fit to be received by this House
or not; and what Proceedings there hath
been in Chancery in this Cause since the
Judgement of this House, of the Tenth of
December, One Thousand Six Hundred
Ninety-one.
Order to prevent Stoppages in the Streets leading to the Houses.
Upon Complaint made to this House, "That there
is such an Interruption, by Hackney Coaches, Carts,
and Drays, in King's Street and the Passages in The
Old Palace Yard in Westminster, that the Lords and
others are frequently hindered from coming to this
House, to the great Inconveniency of the Members
of both Houses:"
It is thereupon ORDERED, by the Lords Spiritual
and Temporal in Parliament assembled, That the High
Steward of the City of Westminster, or his Deputy, together with the Justices of the Peace for the said City,
shall, by their Care and Directions to the Constables
and other Officers within the said Limits, take special
Order, That no empty Hackney Coaches be suffered
to make any Stay, between Whitehall and The Old Palace
Yard in Westminster, from Ten of the Clock in the
Forenoon, until Two of the Clock in the Afternoon
of the same Day, during the Sitting of this Parliament; and that no Carriages, Drays, or Carts, be
permitted to pass through the said Streets and Passages, between the Hours aforesaid, during the Sitting
of this Parliament; and herein special Care is to be
taken, by the said Deputy-steward, Justices of the Peace,
Constables, and all other Officers herein concerned, as
the contrary will be answered to this House.
