Hodie 2a vice lecta est Billa, intituled, "An Act to enable the Lady Katherine Fane to sell the Reversion of certain Fee-farm Rents, given to her by her Grandfather John Bence Esquire."

ORDERED, That the Consideration of the said Bill be committed to the Lords following; (videlicet,)

Their Lordships, or any Five of them, appointed to consider the Lady Fane's Bill, are to meet on Monday the Thirtieth Instant, at Nine of the Clock in the Forenoon, in the Prince's Lodgings near the House of Peers; and to adjourn as they please.

Powell's Bill.

Hodie 2a vice lecta est Billa, intituled, "An Act for vesting several Messuages and Lands belonging to Sam'll Powell Esquire in Trustees, for Payment of his Debts."

ORDERED, That the Consideration of this Bill be referred to the same Committee, to whom the Bill, intituled, "An Act to enable the Lady Katherine Fane to sell the Reversion of certain Fee-farm Rents, given to her by her Grandfather John Bence Esquire," is referred.

State of the Nation, with regard to the Scots Act for an E. I. Company.

The House was adjourned during Pleasure, and put into a Committee, upon farther Consideration of the State of the Nation, in relation to an Act lately passed in Scotland, for establishing an East India Company there.

And, after some Time, the House was resumed.

And the Earl of Huntingdon reported, as followeth; videlicet,

Heads for Bills to provide Remedies against the Inconveniences attending it, to the Trade of this Kingdom.

"That it is the Opinion of the Committee, That a Bill, or Bills, be prepared upon the following Heads:

"1. That the Subjects and Inhabitants of this Kingdom be discouraged, under severe Penalties, from engaging in the Stock and Management of the Scotch East India Company, established by Act of Parliament within the Kingdom of Scotland.

"2. That all Seamen of England, Ireland, or the Plantations, be prohibited, under several Penalties, from navigating or serving in such Merchant Ships; and that the Ship-wrights and Builders of Ships, in or belonging to England, Ireland, or the Plantations, be likewise restrained, under severe Penalties, from repairing into Scotland, or from building any Ships for their Service within those Kingdoms or the Plantations.

"3. That it is the Opinion of this Committee, That a Bill be prepared, to establish an East India Company within this Kingdom, with such Powers and Privileges as shall be proper to obviate the Inconveniencies that may otherwise arise by the Scotch Act.

"4. That a Bill be prepared, to establish a Company trading to Africa, with such Powers and Privileges as shall be proper to obviate the Inconveniencies that may otherwise arise by the Scotch Act.

"That the Commissioners of the Customs attend this House, to give an Account, whether, as the Law now stands, there be a sufficient Power, in Carolina, Maryland, Pensilvania, and other Plantations where there are Proprietors, to collect the King's Duty there; and whether there be the same Security to prevent the Inconveniencies that may arise to the Proprietors and Planters there, from the Act of Parliament in Scotland for erecting an East India Company in that Kingdom, as there is in other Plantations."

To all which Heads the House agreed; and ordered as follows; (videlicet,)

"ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That this House shall be put into a Committee, to proceed on the several Resolutions now agreed upon, the First Day of Sitting after Christmas-day."

Whether, in the Proprietary Governments, there is a sufficient Power to collect the King's Duty, and to obviate Inconveniences in the Scots Act.

"ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That the Commissioners of the Customs attend this House, to give an Account, whether, as the Law now stands, there be a sufficient Power in Carolina, Maryland, Pensilvania, and other Plantations where there are Proprietors, to collect the King's Duty there; and whether there be the same Security to prevent the Inconveniences that may arise to the Proprietors and Planters there, from the Act of Parliament in Scotland for erecting an East India Company in that Kingdom, as there is in other Plantations."

Adjourn.
