Report concerning the Decay of Trade, &c.

ORDERED, That this House will go on in Consideration of the Report made by the Earl of Essex, the 24th of November last, from the Committee appointed to consider of the Reasons and Grounds of the Fall of Rents and Decay of Trade within this Kingdom, on Thursday Morning next.

Ly. Audley versus Turnball & al. for arresting her.

This Day Thomas Turnball, One of the Bailiffs that arrested the Lady Awdley, being brought to the Bar as a Delinquent, confessed he was One of them who arrested her, but did not know that she was the Wife of a Peer; and that he had a Paper given him by Thomas Langresh, to deliver to the said Lady, as from the Earl of Bridgwater, the better to gain Access to arrest the said Lady; and that Langresh told him, he would bear him out in so doing.

Thereupon it is ORDERED, That the said Thomas Turnball shall remain in the same Custody he now is, during the further Pleasure of this House.

Langresh, at whose Suit she was arrested to be attached.

Whereas Thomas Langresh, appearing this Day at the Bar, confessed that he did employ Thomas Turnball and other Bailiffs to arrest the Lady Awdley, Wife of the Lord Awdley, a Peer of this Realm; and that he directed them to pretend the Delivery of a Letter from Barbican, thereby to compass the said Arrest:

It is ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That the Serjeant at Arms attending this House, or his Deputy, shall forthwith take the said Thomas Langresh into his Custody till the Pleasure of this House be further signified: And this shall be a sufficient Warrant on that Behalf.

The Earl of Craven and the Lord Viscount Say & Seale are added to the Committee for the Bill to prevent Frauds in exporting Wools, &c.

Debts for Goods assignable, Bill.

Hodie 1a vice lecta est Billa, "An Act to make Debts for Goods sold assignable."

Langresh released.

Whereas Thomas Langresh, now in the Custody of the Serjeant at Arms attending this House, for causing the Lady Awdley, Wife of the Lord Awdley, a Peer of this Realm, to be arrested, contrary to the Privilege of Peerage, and using the Name of the Earl of Bridgwater to compass the said Arrest, hath this Day petitioned this House, acknowledging his Sorrow for his said Offence, and praying that he may be discharged; he the said Thomas Langresh, being brought to the Bar, received the Reprehension of the House.

And being enjoined to make his humble Submission to the Earl of Bridgwater and the Lady Awdley, which he promised to do; it is thereupon ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That the said Thomas Langresh be, and is hereby, discharged of his present Restraint, paying his Fees: And this shall be a sufficient Warrant on that Behalf.

Portbury versus Ledgingham.

Whereas Counsel should have been this Day heard, at the Bar, to argue the Errors depending in this House between Warwick Ledgingham and Roger Portbury; the Counsel of the said Parties not being ready, they prayed a longer Day:

It is thereupon ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That the said Errors shall be argued, by Counsel on both Parts, on Monday the Thirteenth of this Instant December, at Ten of the Clock in the Forenoon; whereof both Parties are hereby to take Notice, to the End they may come prepared accordingly.

L. Lucas versus Manby, Privilege.

Upon Complaint made to this House, "That John Manby Esquire, being possessed of certain Freehold Lands adjoining to the Lands of the Lord Lucas, in Shenfield, in the County of Essex, hath lately, within the Time of Privilege of Parliament, made a Ditch upon some Part of the Lord Lucas's Lands, and taken in some Part thereof, without the Privity or Consent of the Lord Lucas:"

It is thereupon ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That the said John Manby be, and is hereby, appointed to appear at the Bar of this House, on Monday the Thirteenth Day of this Instant December, at Ten of the Clock in the Forenoon, to answer to the said Complaint: And hereof he may not fail.

Manner of entering Protests to be considered.

ORDERED, That it be referred to the Lords Committees appointed to take Consideration of the Customs and Orders of the House, and Privileges of Parliament, &c. to examine what hath been the ancient Custom of this House, concerning entering of Reasons upon Protestations and Dissents to Matters debated in Parliament, and make Report thereof to the House.
