Gipps' Bill.
The Lord Cornwallis reported, "That the Committee
hath considered of the Bill enabling Trustees to sell
Lands of Mr. Gipps; and they think it fit to pass as
it is, being with the Consent of all Persons interested
therein."

Counties of Suffolke and Norfolke, for the Payment of
the Debts of Richard Gipps Esquire, and providing
Portions for his Younger Children."
The Question being put, "Whether this Bill
shall pass for a Law ?"
It was Resolved in the Affirmative.
Bill to restore Ecclesiastical Jurisdiction.
The House resuming the Debate of the Bill concerning restoring Ecclesiastical Jurisdiction; for the freer
Consideration thereof, the House was adjourned into a
Committee of the whole House during Pleasure.
The House was resumed, without any Result.
The House of Commons being ready in the Painted
Chamber for the Conference appointed Yesterday; the
Lord Treasurer, the Lord Privy Seal, the Lord Chamberlain, and the Earl of Portland, were appointed to
report the Conference.
The House was adjourned during Pleasure, and the
Lords went to the Conference; which being ended, the
House was resumed.
Report of the Conference concerning the Bill for regulating Corporations.
The Lord Privy Seal reported the Effect of the Conference with the House of Commons, upon the Alterations sent down to the House of Commons in the Bill
concerning regulating of Corporations; which in short
was, "That the House of Commons conceive their
Lordships Amendments in the said Bill did change
the whole Body of the Bill; and seeing their Lordships have agreed to the Preface, they hope their
Lordships will agree with them also in the Whole:
That the Members of the House of Commons who
serve for Corporate Towns cannot agree to the said
Amendments, without Breach of Trust reposed in
them by those Corporate Towns they serve for; as
conceiving those Alterations tend to the destroying the
Charters of all Corporations: That the House of
Commons look after a present Security and Alteration
of many Things that want Reformation, which these
Alterations do not produce; therefore they desire the
Bill may pass as they brought it up."
The House entering into Consideration of this Report; for the freer Debate thereof, the House was adjourned into a Committee during Pleasure.
And the House being resumed;
After Debate, the Question being put, "Whether, at a Conference, this House will only
insist upon such Reasons as make it fit to put
off the further Consideration of this Business
at this Time ?"
It was Resolved in the Affirmative.
Message to H. C. for a further Conference about it.
A Message was sent to the House of Commons, by
Doctor Escott and Doctor Wolridge:
To desire a present Conference, in the Painted Chamber, touching the Matter of the last Conference.
Heads for it.
The Lord Treasurer, Lord Chamberlain, and the
Earl of Portland, were appointed to manage the Conference, upon these Heads: "To let the House of Commons know, that, in regard of the Shortness of
Time, the Weightiness of the Business in Agitation
between the Houses, His Majesty's Desire to adjourn
the Parliament this Week, and the Thinness of the
Houses at this Time, many Members being gone out
of Town; therefore this House doth think it fit to
put off the further Consideration of this Business
until the next Meeting of the Parliament after the
Adjournment, when their Lordships hope the Act for
Corporations may be so framed as may answer the
Scope of both Houses, which is the same."
Message from H. C. with Bills.
A Message was brought from the House of Commons, by Sir Phillip Warwick and others; who brought
up these Bills following, which have passed the House
of Commons, wherein their Lordships Concurrence is
desired:
1. "An Act for competent Allowances to be made
to such Curates as shall officiate in Livings where the
proper Incumbents do not reside."
2. "An Act for confirming an Act, intituled, An Act
for encouraging and increasing of Shipping and Navigation, and several other Acts, both Public and Private, mentioned therein."
E. of Lincoln, Privilege.
ORDERED, That the Committee for Privileges, being
now sine Die, shall meet this Afternoon, to examine the
Breach of Privilege late offered to the Earl of Lyncolne; and, after the Hearing of Witnesses on both
Sides, to report the same to this House.

Upon Desire of the Lord Willoughby of Parham:
It is ORDERED, That Robert Johnson, at whose Suit
Will. Firth, menial Servant to his Lordship, was arrested
contrary to the Privilege of Parliament, shall be forthwith released from his present Restraint under the Serjeant at Arms; he having made his Submission to his
Lordship for his said Offence.

The Messengers return with this Answer from the
House of Commons:
That they will give a Conference, as is desired.
The House was adjourned during Pleasure, and the
Lords went to the Conference with the House of Commons; which being ended, the House was resumed.
Order for repairing the Streets, &c.
The Lords in Parliament taking Notice that the
Streets, Lanes, and other Public Passages, in or near
the Cities of London and Westminster, and the Liberties
thereof, and especially in Holborne and the Lane commonly called St. Margarett's Lane, leading to the Parliament House; as also the Highways about the said
Liberties of London and Westm. are very much out of
Repair:
It is ORDERED, by the Lords in Parliament assembled, That the Justices of Peace, and all others herein
concerned, shall forthwith, upon Sight of this Order,
take effectual Care that the said Streets, Lanes, and
Highways, especially within One Mile of the said Cities, or either of them, be speedily repaired, according
to Law, as they will answer the contrary at their
Perils:
And it is further ORDERED, That the Justices of
Peace, and other Persons concerned, do take Care that no
Place be used for a Lay-stall, or for laying of Soil, or
other offensive Things, in or near the said Cities, or
either of them, which hath not been used for that
Purpose above or before the Space of Twenty Years
last past; and that all such Places now used for those
Uses, which have not been so used before Twenty
Years last past, be cleansed, and all Soil and other offensive Things removed thence, within the Space of Two
Months next ensuing.
