Bill for better collecting the Excise.

The Lord Privy Seal reported, "That the Committee have considered of the Bill for ordering and collecting the Excise; and have thought fit to make some Alterations and Amendments."

Which, being read Twice, were Agreed to.

Hodie 3a vice lecta est Billa, "An additional Act for the better ordering and collecting the Duty of Excise, and preventing the Abuses therein."

The Question being put, "Whether this Bill, with the Amendments now read, shall pass?"

It was Resolved in the Affirmative.

Message from H. C. for a Conference on the D. of York's Bill.

A Message was brought from the House of Commons, by Mr. Coventry and others:

To desire a Conference, about the Bill concerning Power to grant Wine Licenses.

The Answer returned was:

Answer.

That this House doth appoint a present Conference, to be in the Painted Chamber, upon the Matter desired.

The Lord Privy Seal, the Lord Chamberlain, and the Lord Ashley, were appointed Reporters of this Conference.

Message to H. C. for a Conference on the Excise Bill.

A Message was sent to the House of Commons, by Sir Thomas Chylde and Sir Justinian Lewyn:

To desire a present Conference, in the Painted Chamber, concerning the Bill for better ordering and collecting of the Excise.

The Lord Privy Seal and the Lord Ashley were appointed to manage this Conference; and to offer Reasons for the said Amendments.

The Messengers return with this Answer:

Answer.

That the House of Commons will give a present Conference, as is desired.

The Commons being ready for the Conference, the House was adjourned during Pleasure, and the Lords went to the Conference; which being ended, the House was resumed.

Report of the Conference on the D. of York's Bill.

Then the Lord Privy Seal reported, "That, at this last Conference, Mr. Pryn said, That this Conference was desired concerning the Amendments and Proviso sent down from this House to the House of Commons in the Bill concerning a Power to grant Wine Licenses; to which Amendments the Commons do agree. But they do not agree to the Proviso, because they received no Reasons from their Lordships to induce them to it."

Hereupon this House appointed the Lord Chamberlain, the Lord Berkley of Strat. and the Lord Ashley, to meet this Afternoon, and draw up Reasons to be offered to the House of Commons; and to report the same To-morrow Morning.

Bill for Encouragement of Trade.

The Lord Berkley of Berkley reported, "That the Committee for the Bill for encouraging of Trade have considered of it, and thinks it fit to pass, only leaving out that Clause which prohibits the coming in of Cattle out of Scotland, which the Committee leaves to their Lordships Consideration."

And, after some Debate,

The Question being put, "Whether to agree with the Committee in the Report for leaving out of the Bill the Clause concerning the Scotch Cattle?"

It was Resolved in the Negative.

Next,

The Question being put, "Whether the Clause for License to be given for transporting of Nags and Geldings out of this Kingdom shall be struck out of the Bill?"

It was Resolved in the Affirmative.

Then,

The Question being put, "Whether the Clause in this Bill concerning the Transportation of Money and Bullion shall remain in the Bill?"

It was Resolved in the Affirmative.

ORDERED, That this Bill be read To-morrow Morning.

The House was adjourned during Pleasure, and the Lords went to the Conference concerning the Bill touching the Excise; which being ended, the House was resumed.

Message from H. C. with a Bill.

A Message was brought from the House of Commons, by Mr. Rigby; who brought up a Bill for making void certain Conveyances made by Caryl Lord Mollineux in the late Times, wherein their Lordships Concurrence is desired.

Herring Fishery Bill.

ORDERED, That the Committee concerning the Bill for Herring Fishing shall meet To-morrow Morning, at Nine of the Clock.
