PRAYERS.

Reducing Irish Rebels.

1a vice lecta est Billa, AN Act for the speedy and effectual Reducing the Rebels, in his Majesty's Kingdom of Ireland, to their due Obedience to his Majesty, and to the Crown of England.

Letters to Sheriffs.

Two Letters, One directed to the Sheriffs of Nott' and Derby, for the safe Conveying of the Arms through their Counties to Chester, prepared by Sir Wm. Brereton, who was formerly appointed thereunto, were read; and allowed of; and Mr. Speaker ordered to sign them.

Declaration of Parliament.

The House, according to the Order of Yesterday, proceeded in the Reading of the Declaration.

Ordered, That the Ninth Clause of the Declaration be re-committed to Mr. Martin, Sir Wm. Lewes, Sir Peter Wentworth, and Sir Jo. Evelyn.

Resolved, upon the Question, That this House doth assent unto this Declaration.

Resolved, upon the Question, That this Declaration shall be fair written.

Resolved, &c. That this Declaration shall be presented to the King.

Resolved, &c. That the Lords shall be desired to join with this House, in this Declaration.

Defence of the Kingdom.

Message from the Lords, by Sir Rob. Riche and Mr. Page;

That the Lords had sent to this House an Ordinance of the Lords and Commons in Parliament, for the Safety and Defence of the Kingdom of England, and Dominion of Wales; to which they have assented unto.

Brewers.

Ordered, That the Committee concerning Brewers to be revived; to sit on Monday next, at Eight. . . Clock, in the Star Chamber: And Mr. White to be added to that Committee.

Sir H. Herbert, &c.

Ordered, That it be referred to the Committee that was appointed to consider of the Business concerning Mr. Jervais Hollis and Captain Ogle, to take into Consideration the Matter concerning Sir Hen. Herbert and Mr. Serjeant Wilde, formerly complained of in this House: And are to meet on Tuesday next, at Eight... Clock, in the Star-chamber: And have Power to send for Parties, and Witnesses, and Writings, &c.

Mr. Perd, Mr. Rolls, Sir Wm. Bruerton, Mr. Gurdon, Sir Rob. Pye, Sir Jo. Northcott, Mr. Browne, Mr. Bond, Mr. Blakeston, Sir Gilb. Pickering, are added to this Committee.

Distressed Irish.

Whereas this House was this Day informed, That the Town of Lyme Regis, in the County of Dorsett, hath collected the Sum of Eighty Pounds and more, for and towards the Relief of their poor distressed Brethren in Ireland; wherein they have been very forward and bountiful; for which Mr. Prideaux and Mr. Rose, who serve for that Borough, are required to return them Thanks from this House; and it being informed, that some Places thereabout have likewise made Collections, for the like Use; and that those Parts are convenient for Transportation of Provision and other Things necessary for the distressed People there; this House doth recommend the Care of disposing the same in such Manner as they shall think fit.

Subscriptions for Ireland.

Ordered, That Alderman Penington, Mr. Reynolds, and Sir Walther Earle, do draw and Order, for the Giving the Four Commissioners of London Power to receive the Monies and Subscriptions concerning the Irish Propositions.

Pye's. &c. Account.

Ordered, That the Account of Sir Rob. Pye, and Mr. Glyn, of the Monies received by them of the Members of this House, according to an Order of this House, be referred to the Committee for Distribution of Monies, for the Relief of the distressed Persons that are come out of Ireland.

Bishops Bill.

Ordered, That the Committee for the Bishops Bill shall proceed, and not give Consent for the Hearing of any Witness in that Business, but such as shall be ordered by the special Direction of this House: And Mr. Hill, Sir Simo. D'Ewes, Mr. Hunt, Sir Wal. Earle, Sir Rob. Goodwyn, Mr. Browne, Mr. Cromwell, Mr. Perd, Sir Jo. Bamfeild, Mr. Morley, Mr. Moore, Serjeant Wilde, Mr. Trenchard, Mr. Bond, Mr. Bosvile, Mr. White, Sir Gilb. Pickering, Mr. Blakestone; these are added to the Committee for the Bishops Bill.

Defence of the Kingdom.

An Ordinance, of the Lords and Commons in Parliament, for the Safety and Defence of the Kingdom of England, and Dominion of Wales, read, in the ingrossed Copy sent down from the Lords; and assented unto, upon the Question.

Resolved, &c. That this Ordnance, thus assented unto, shall be up sent unto the Lords.

Lord Lieutenants, &c.

Resolved, &c. That the several Commissions granted, under the Great Seal, to the Lieutenants of the several Counties, are illegal and void.

Resolved, &c. That the Lords be moved to join with this House in this Vote.

Resolved, &c. That the Lords be moved to join with this House, to give Directions, that the several Commissions of Lieutenancy be brought in, to be cancelled.

Resolved, &c. That whosoever shall execute any Power over the Militia of this Kingdom, and Dominion of Wales, by Colour of any Commission of Lieutenancy, without Consent of both Houses of Parliament, shall be accounted a Disturber of the Peace of the Kingdom.

Resolved, &c. That the Lords be desired to join with this House in all these Votes.

Ordered, That Sir Gilb. Gerard do carry up these Votes to the Lords; and to desire their Lordships Concurrence therein; and to send down the Names of such Persons as they intend to be Deputy Lieutenants of the several Counties.

Forces at Hull.

Resolved, &c. That the Number of those Forces drawn first into Hull, shall continue there, till this House take further Order, notwithstanding the former Order of this House.

This Committee is to consider of some Way for the Providing of Monies for the Payment of the Soldiers drawn into Hull.

Leave of Absence.

Resolved, &c. That Mr. Bassett and Mr. Moyle shall have Leave to go into the Country.

Resolved, &c. That Sir Rich. Buller shall have Leave to go into the Country.

Ordered, That Mr. Martyn do carry up this Declaration to the Lords; and to acquaint their Lordships, That the Substance thereof was voted at a Committee of both Houses; that there are some small Amendments to it; and to desire their Lordships to join with this House therein.

Sir Simon Harcourt.

Sir Edmund Verney brings an Answer, That the Lords do join with this House in the Message concerning Sir Simon Harecourt.

Book of Rates.

Ordered, That the Committee of the whole House do proceed in the Book of Rates on Monday next, at Nine of the Clock.

Army in Ireland.

Resolved, upon the Question, That the Lord Lieutenant of Ireland be forthwith moved to give no Order for the Payment of the personal Entertainment of any of the Commanders or Officers of the old or new Army there, due since the One-and-twentieth of February last, who, since that Time, have not been present in that Kingdom attending their Charges; and that hereafter none of them be paid, but such as shall personally attend their Commands in that Kingdom, and be returned upon the Muster-roll.

Resolved, upon the Question, That the Lord Lieutenant of Ireland be moved to dispense with the Earl of Stratford for his personal Attendance upon his Charge in Ireland, Mr. Denzell Hollis undertaking, that sufficient Men shall have the Charge of his Troop under him; and that he will make known to the House, who they are, that shall be intrusted with that Command; and that he may receive his Entertainment, notwithstanding his Absence.

Ordered, That Sir Ro. Coke shall acquaint the Lord Lieutenant of Ireland with these Resolutions.

Parliament Guards.

Resolved, That One Company of Guards only shall attend the Parliament every Day: And Mr. Strode is appointed to acquaint the Lords with this Resolution.

Answer from Lords.

Sir Gilbert Gerard brings Answer, That the Lords have punctually agreed with this House in the several Resolutions, save only the Second; in which they likewise agree, with this Addition of "this House, "in lieu of "be cancelled:" As for the Names of the Deputy Lieutenants, they will send them down on Thursday next.

Forces at Hull.

Resolved, upon the Question, That the Sum of Two thousand Pounds shall be forthwith impressed unto Sir John Hotham, for the Payment of the Officers and Soldiers in Hull.

Ordered, That the Sum of One thousand Pounds shall be forthwith paid out of the Remainder of the Fifty thousand Pounds remaining in the Chamber of London, of the Monies lent for the Affairs of Ireland, unto Sir Jo. Hotham, for the Payment of the Officers and Soldiers in Hull; and that the other One Thousand Pounds impressed unto him, shall be paid forthwith unto him, cut of the Fifty Thousand Pounds advanced by the Merchant Adventurers: And this House doth declare, that they do but borrow the said Sums of Two thousand Pounds for the present Occasions at Hull; and doth undertake that the said Sum of Two thousand Pounds shall be repaid to the Chamber of London, and Merchant Adventurers respectively, for the Uses to which those Monies were first designed, as soon as other Monies come in for to be disposed of by this House.

Corbett, Sir Gilbert Gerard, Mr. Walton, Mr. Dunch, Mr. Morley, Mr. Constantine, Sir Jo. Hotham, Sir Jo. Receivers of Money.

Mr. Reynolds is appointed to carry up the Order for authorizing the Commissioners to receive the Monies upon the Propositions, &c.; and the Form of the Acquittance.

Conference, &c.

A Message from the Lords, by Sir Ro. Rich and Mr. Page;

The Lords desire a free Conference, by Committees of both Houses, in the Painted Chamber at Eight of Clock, on Monday Morning, if it may stand with the Conveniency of this House, concerning the Declaration; and that those Vouchers may be then brought up, that may give Satisfaction of the Truth: They have appointed the Lord Pagett and the Lord Fielding to go to the States Ambassador, with the Desires concerning Sir Simon Harecourt.

Mr. Pym, Sir Jo. Evelyn, Mr. Glyn, Mr. Pierrepoint, Mr. Martin, Sir Walter Erle, Mr. Law. Whittacre, Mr. Reynolds, Mr. Serj. Wilde,, are appointed Managers of this free Conference.

Answer returned by the same Messengers: That this House has taken their Lordships Message into Consideration; and will give a Meeting at a free Conference, by a Committee of the whole House.

Mr. Strode brings Answer, That the Lords do concur with this House in an Order, that only One Company complete do attend the Parliament.

Issuing of Monies.

Ordered, That those Members of both Houses, ... were appointed Commissioners for the Issuing out of the Monies granted upon the Two Subsidies, shall be Commissioners for the Issuing out of the Monies upon the Bill of Four hundred thousand Pounds.

Irish Propositions.

Ordered, That the Table of Rich de la Main, concerning the Shewing the Number of Acres, according to the Rate agreed by Parliament, upon any of the Lands in the Four Provinces of Ireland; and what Sum of Money is to be disbursed for them; be referred to the Committees for the Bill concerning the Irish Propositions.
