Leave of Absence.

ORDERED, That Colonel Grantham shall have Leave to go into the Country.

Committee of both Kingdoms.

Sir Walth. Erle is appointed to go to the Lords, to desire a Conference, by Committees of both Houses, so soon as may stand with your Lordships Conveniency, concerning the Ordinance for continuing the Ordinance for the Committee of both Kingdoms.

Governor of Aylisbury.

Ordered, That Mr. Lane and Mr. Fountaine do prepare a Letter to be sent to my Lord General, to desire him to grant a Commission to Colonel Martyn, to be Governor of Aylisbury, in the Absence of Colonel Aldriche, in as large and ample Manner as Colonel Aldriche had it.

Lords agree to Conference.

Sir Walth. Erle brings Answer, That the Lords will give a present Meeting at a Conference, by Committees of the whole House, as is desired.

The Ship Lewis.

Ordered, That the humble Petition of the Master and Owners of the Ship, called, The Lewis, of London, be referred to the Committee of the Navy.

Army Committee.

A Message from the Lords, by Sir Robert Riche and Mr. Page;

The Lords formerly sent a Message to acquaint you, That they had appointed Two Members of their House to reside in my Lord General's Army, for the managing the Affairs of that Army; to which they have yet received no Answer: They do now desire, that this House would concur with them, in appointing and sending a Committee of a proportionable Number.

Answer returned by the same Messengers; That this House has considered their Lordships Message; and will send Answer by Messengers of their own.

Committee of both Kingdoms.

According to an Order Yesterday made, the Ordinance sent from the Lords, Februarii 1, 1643, appointing a Committee of both Houses to meet and treat with the Commissioners of Scotland, in pursuance of the Ends mentioned in the late Covenant and Treaty between the Two Nations of England and Scotland; was this Day read the Second time: And,

Upon putting the Question for the passing of it;

The House was divided:

The Yeas went forth.

So that the Question passed with the Affirmative: And this House concurred with the Lords in this Ordinance; and passed it upon Question.

Army Commissioners.

Upon Mr. Scawen's Report from the Committee for the Establishment of my Lord General's Army;

It is Resolved, &c. That the Commissioners appointed to reside in my Lord General's Army shall have Twentyfive Pounds each advanced to them, when they set forth for the Army; to be deducted out of their daily Pay, which is to begin from the Seventh Day of this Instant Month of May.

Resolved, &c. That the Commissioners appointed to reside in my Lord General's Army, shall have a close Waggon allowed to them; to be paid by the Commonwealth.

Resolved, &c. That there shall be a Tent allowed to the Commissioners appointed to reside in my Lord General's Army, out of the publick Stores.

Resolved, &c. That the Commissioners appointed to reside in my Lord General's Army, shall have, each of them, a Clerk allowed them, at the Entertainment of Ten Shillings per diem for the Four.

Loan from Lane.

Ordered, That Mr. Lane shall have the Hundred Pounds, lent by him to the State, and advanced to the Commissioners appointed to reside in my Lord General's Army, repaid unto him, out of the first Monies that shall come in from the Committees of London and Westminster, in pursuance of the Order, to whom it is referred for the Pay of the said Commissioners.

Committee of both Kingdoms.

Ordered, That Mr. Prideaux do prepare a declaratory Ordinance, to declare what Directions the Committee of both Kingdoms is appointed to follow, by this Ordinance; and to insert in it an Oath of Secrecy.

An Ordinance for the appointing a Committee of both Houses, to join with the Committees and Commissioners of Scotland, for the better managing of the Affairs of both Nations, in the common Cause, according to the Ends expressed in the last Covenant and Treaty between the Two Nations of England and Scotland.

Whereas by the Covenant and Treaty, ratified and established between the Two Kingdoms, both Nations are engaged in one common Cause against the Enemies of the Religion and Liberties; and, by the late Entrance of the Scottish Forces into this Kingdom, in pursuance hereof, are firmly united in a joint Posture of Arms, for their own necessary Defence, and for maintaining of the Ends expressed in the Covenant: And forasmuch as nothing can be more advantageous nor conducible to the Purpose aforesaid, than that the Conduct of the Affairs of both Kingdoms, in Prosecution of the Ends beforementioned, be managed by the joint Advice and Direction of both Nations, or their Committees authorized in that Behalf; that so not only the Councils, Resolutions, and Forces of both Kingdoms, may be to the utmost improved to the common Good, and a right Intelligence, and firmer Unity, held and preserved between and within themselves; but also that a good Correspondency may be set on Foot, and maintained abroad with other States in a joint Way, to countermine the wicked Confederacies and Designs of the Popish and Antichristian Faction, in all Parts, against the True Protestant Reformed Religion, and the Welfare of his Majesty's Three Kingdoms: And whereas the Convention of the Estates of Scotland have appointed Committees residing in Scotland, and in the Scottish Army; and have sent some of the said Committees as Commissioners for the Purposes aforesaid, to repair unto, and reside near, the Two Houses; whereof some are already in this City: In Consideration hereof, the Lords and Commons assembled in Parliament, do nominate, ordain, and appoint, Algernon Earl of Northumberland, Robert Earl of Essex Lord General, Robert Earl of Warwick Lord Admiral, Edward Earl of Manchester, Wm. Viscount Say and Seale, Philip Lord Wharton, John Lord Roberts, Wm. Pierpoint, Sir Henry Vane sen. Sir Philip Stapilton, Sir Wm. Waller, Sir Gilbert Gerard, Sir Wm. Armyn, Sir Arthur Hasilrig, Sir Henry Vane jun. John Crew, Robert Wallop, Oliver St. John Solicitor General, Oliver Cromwell, Samuell Browne, John Glyn Recorder, or any Three of them, (whereof a Member of each House to be present) to treat with the Committees and Commissioners appointed by our Brethren of Scotland, in such Things as shall by them be propounded, from, and in the Name of, the Kingdom of Scotland, for the Ends aforesaid; and, from time to time, to advise and consult with them, concerning the same. And do further give full Power unto the Members of both Houses above-named, and unto John Earl of Loudoun Lord High Chancellor of Scotland, John Lord Maitland, Sir Archibald Johnston of Warieston, and Mr. Robert Barclay, or any Seven of them, (whereof a Member of each House to be present) as a Committee, to order and direct whatsoever doth or may concern the managing of the War, keeping good Intelligence between the Forces of the Three Kingdoms, and whatsoever may concern the Peace of his Majesty's Dominions, and all other things, in pursuance of the Ends expressed in the said Covenant and Treaty: And the Committee of both Houses are to observe such Orders as they shall, from time to time, receive from both Houses.
