Saturday, the 9th of December, 1654.
Settling the Government.
THE House this Day, according to former Order,
proceeded upon the rest of the Report made by
Mr. Hoskins, from the Committee of the whole House,
upon the Government.
Part of the next Clause in the Report was propounded,
in these Words; viz. "That, without the Consent of
the Lord Protector and Parliament, no Law or Statute,
made for the Restraining of such tender Consciences as
shall differ in Doctrine, Worship, or Discipline, from the
publick Profession held forth, and shall not abuse this
Liberty to the Civil Injury of others, or the Disturbances
of the publick Peace."
And the Question being put, That . . the said Clause,
the Word "aforesaid" being inserted, instead of the
Words "held forth," be part of the Question;
It passed in the Affirmative.
The next Clause in the said Report was propounded,
in these Words; viz. "Provided, that such Bills, as shall
be agreed upon by the Parliament, for the Restraining of
Atheism, Blasphemy, damnable Heresies, Popery, Prelacy, Licentiousness, and Profaneness.
Resolved, That the House do rise for an Hour; and
then sit again, and continue this Debate.

THE House met, and resumed the former Debate.
The Question being put, That these Words, "damnable
Heresies," do stand in this Question;
The House was divided.
