Address from Northumberland.

A PAPER, intituled, "The humble Address of several Justices of the Peace, Preachers of the Gospel, and other well-affected Persons in the County of Northumberland," was this Day read.

Ordered, That Sir Arthur Hesilrig be desired to write a Letter to the Gentlemen and others, who subscribed that Address: And to take Notice of their good Affections; and return them the Thanks of the House.

Hampton-court.

Ordered, That it be referred to the Council of State, to take special Care, that the Goods and Houshold-stuff in Hampton-court House be kept from Imbezzlement and Spoil: And that the said House be kept from being wasted or any ways defaced.

Union with Scotland.

The Lord Whitlock reports from the Committee of the Council of State, to whom the Business of Scotland was referred, That, upon Conference with some of the Deputies that came from Scotland; and Perusal of the former Orders and Proceedings that have been in Parliament, in reference to the Union with Scotland, they find, that there were Commissioners sent into Scotland in 1651; and a Declaration of the Parliament, inviting the People of that Nation to an Union; which was accepted by most of the Shires and Boroughs in Scotland: And, thereupon, another Declaration was made, for sending up Deputies from thence, in order to the Perfecting thereof: And, in pursuance thereof, there was an Act prepared: Which was twice read in the House; and Committed:

That the said Bill, if the Parliament think fit, may be committed to such of the Members of the Council as are Members of Parliament: And that they may prepare, likewise such other Bills for the Consideration of the Parliament, as shall be necessary.

Ordered, That the Members of this House, of the Council of State, do bring in the Bill of Union between England and Scotland, formerly read in this House, and Committed, and now remaining with them, into this House, To-morrow Morning.

Late King's, &c. Lands.

Ordered, That it be referred to the Council of State, to consider of the Lands of the late Archbishops, Bishops, and of the late King; and other Lands belonging to the Commonwealth in Scotland and Ireland: And to present the State thereof, with an Estimate of the yearly Value thereof, to this House: And to examine, How the said Lands are disposed of; and what Lands there have been given away since the Interruption of this House; and By whom, and To whom: And report the same to this House.

Committee of Inspections.

Ordered, That Mr. Nelthrop be added to the Committee of Inspections.

Circuits.

Ordered, That it be left to the Liberty of the Council of State, to present the Names of Members of Parliament, or of others, as they shall think fit, to this House, for Judges to ride the Circuits this Summer.

Invalid Soldiers.

Mr. Garland reports from the Committee to whom the Business for Colchester, and the maimed Soldiers, is referred;

That the Pay of Seven hundred Fifty-five Pounds per Week may be constantly paid for one Month:

To continue the same Commissioners and Officers for Three Months:

To have an Addition to the Committee.

Ordered, That it be referred back to the said Committee, to prepare a List of the Names of maimed Soldiers and Widows, now in Pay in the Savoy and Ely-House: And of what Country each of them severally are: What Pensions are payable to them: And how they may be provided for in the several Counties, or otherwise: What Sums goes out in Salaries to Officers there: With Power to bring in an Act, or several Acts, for further Relief of the said maimed Soldiers and Widows: And that Mr. Pigot, Mr. Wild, Mr. Dormer, Colonel Rich, Mr. Anlaby, Mr. Hallowes, Mr. Darley, Major Lister, Colonel Birch, Mr. Pury, Sir John Trevor, Alderman Atkin, Colonel Morley, Colonel Thompson, Mr. Lenthall, Mr. Tho. Chaloner, Mr. Pury junior, be added to the said Committee: And all that come to have Voices.

Resolved, That the Pay of Seven hundred Fifty-five Pounds per Week, to the maimed Soldiers and Widows, be continued, and constantly paid for One Month.

Envoy to France.

Sir Henry Vane reports from the Council of State, That Colonel Lockhart be employed to the King of France.

Ordered, That such Letters Credential as shall be given by the Council of State to Colonel Lockhart, to be employed to the King of Fraunce, with such Character as the Council of State shall think fit, be signed by Mr. Speaker: And it is referred to the Council of State, to give such Instructions in reference to Fraunce, or other Ministers to Foreign States, as they shall think fit, for the good of the Commonwealth.

Allowance to Lilburne.

The humble Petition of Eliz. Lilburne Widow, late Wife of Mr. John Lilburne, deceased, was this Day read.

Ordered, That the Sum of Forty Shillings a Week, formerly allowed to the Petitioner, be continued to be paid unto her out of the publick Revenue, as formerly: And that the Arrears thereof, due since the Seventh of May last, be forthwith paid unto her.

Judgment against Lilburne.

A Bill for Repealing of an Act, intituled, An Act for the Execution of a Judgment given in Parliament against Lieutenant-Colonel John Lilburne, was this Day read the First and Second time; and, upon the Question, committed unto the Committee to whom the Business of Colchester is referred.

Army Commissions.

The House being informed, That Colonel Lilburne, and other Officers of the Army, were at the Door;

They were called in: And, being come to the Clerk's Table, in manner usual, Mr. Speaker acquainted them with the great Trust and Confidence that the Parliament reposed in them; and that the Parliament expected Faithfulness and Obedience from them to the Parliament and Commonwealth: And did thereupon deliver unto them several Commissions: Viz.

Unto Colonel Robert Lilburne, his Commission to be Colonel of a Regiment of Horse:

To Captain William Peverell, his Commission to be Captain of a Troop in the said Regiment:

To Captain John Grove, his Commission to be a Captain in the said Regiment:

To Cornet George Denham, his Commission to be a Cornet in the said Regiment:

To Quarter-master George Aston, his Commission to be Quarter-master.

Ordered, That Lieutenant Wm. Illin be re-committed to the said Commissioners for Nomination of Officers.

And the rest of the Officers of every Company of this Regiment, being severally put to the Question, were approved and agreed unto.

Ordered, That Captain Messervy be referred to the Commissioners for nominating Officers, for some Employment in the Army.
