Earl of St. Albans' Debt.

An Ordinance for the Payment of the Earl of Northumberland and Sir Robert Pye their Debts, due from the Earl of St. Albans and Clanricard, out of the said Earl of St. Albans' and Clanricard, Estate, was this Day read; and, upon the Question, passed; and ordered to be sent unto the Lords for their Concurrence.

Mr. Wheeler is appointed to carry it to the Lords.

Sheriffs Accompts.

Ordered, That, on Tuesday Morning next, the Ordinance for regulating Fees, in passing Sheriffs Accompts, be reported.

Suit against a Member.

The Question was propounded, That Mr. Jennings, a Member of this House, shall shew Cause To-morrow, Why he does not answer his Sister's Suit in Chancery:

And the Question being put, Whether this Question shall be now put;

It passed with the Negative.

Resolved, &c. That Mr. Jennings, a Member of this House, be hereby required and enjoined to answer to his Sister's Suit in Chancery within these Eight Days.

Leave of Absence.

Resolved, &c. That Sir John Coke Knight, a Member of this House, who is now very much indisposed in Health, shall have the Leave of this House to go beyond the Seas for Recovery of his Health; and to continue Abroad for the Space of Eight Months.

North Wales Committee.

Ordered, That Mr. Knightley be added to the Committee of North Wales: And that all that will come shall have Voices at it.

Message to Lords.

Mr. Wheeler carried to the Lords the Orders, Yesterday passed, concerning the next Summer's Fleet; and the List of the Ships to be set forth for the next Summer's Guard: The Ordinance for the Payment of a Debt, due to the Earl of Northumberland and to Sir Robert Pye from the Earl of St. Albans, out of his Estate.

Assessments for Ireland.

Mr. Say carried to the Lords, for their Concurrence, the Ordinance for Twenty thousand Pounds monthly Assessments for Ireland.

Mr. Say brings Answer, That the Lords will send Answer by Messengers of their own.

Eastern Association, &c.

Upon Report from the Committees of the Army, Eastern Association, and Navy, this Day made;

It is Ordered, That the Eastern Association, forbearing the Twenty thousand Pounds shortly due unto them, with Interest, from the Committee of the Army, and suffering the same to be paid and employed for the Use of the Navy, shall have, for their Encouragement and Security, the said Twenty thousand Pounds secured unto them out of the first Monies of the Seventy thousand Pounds assigned to the Navy, Part of the Hundred and Fifty thousand Pounds charged upon the Excise, in Course, and formerly assigned to the Army:

That, at present, the Eastern Association shall receive the Interest due unto them for the Twenty thousand Pounds to the First of March next; and so, by Ordinance, the Interest to be continued and paid every Six Months upon the Excise:

That the Surplusage of Monies over and above the said Twenty thousand Pounds due to the Eastern Association, being Ten thousand Pounds, be secured and charged upon the Receipts of the Excise, in Course, with Interest for the same:

That a proportionable Squadron of Ships shall be appointed for the Guard of the Northern Coasts, and Fishing, as will, by Estimate, take up the whole Monies now borrowed.

Ordered, That the Committee of the Eastern Association do prepare and bring in an Ordinance upon these Heads.

And the Care of this Business is more particularly referred to Mr. Myles Corbett.

Message from Lords.

A Message from the Lords, by Dr. Bennett and Dr. Heath;

The Lords have commanded us to bring unto you the Order for taking off Mr. Bunburie's Sequestration: In which they desire the Concurrence of this House:-An Order for appointing Mr. Robert Dingley Rector of Eccleston: In which they desire the Concurrence of this House: -A Petition of Lieutenant Colonel Allen: A Petition of Mrs. Mary Searle: A Petition of Mr. Baldwyn, late Secretary to the Earl of Essex, Gentleman Porter of the Tower by Order of Parliament, desiring to have the same Place under the Great Seal; with an Order thereupon: in which they desire the Concurrence of this House.

The Lords desire to put this House in mind of the Petition of Major General Sterling, and Lieutenant Colonel Marshall, formerly sent from their Lordships; as likewise of the Petition and Papers of Doctor Gibbon, formerly sent to this House; and that the French Ambassador may enjoy the like Freedom from Impost, for Thirty Ton of Wine, as other Ambassadors have.

Ordered, That, on Thursday next come Sevennight, the Particulars of this Message be taken into Consideration.

Answer from Lords.

Mr. Wheeler brings Answer, That the Lords do agree to the Ships for the next Summer's Guard; and to the Orders concerning the same; as likewise to the Ordinance for Payment of a Debt to the Earl of Northumberland and Sir Robert Pye, out of the Earl of St. Albanes' Estate.

Army.

Mr. Scawen reports certain Alterations offered from the General Sir Thomas Fairefax, and his Council of War, to be made in the last Establishment of the Army: The which were twice read.

Resolved, &c. That whereas, by the Establishment, there are Twelve Regiments of Horse, consisting of Six hundred Troopers in a Regiment, and One hundred in a Troop, That the Horse shall be divided into Fourteen Regiments; and every Troop consist of Eighty: And that the said Establishment be so altered accordingly.

Resolved, &c. That whereas, by Establishment, there are Fifteen Regiments of Foot, consisting of Twelve hundred in a Regiment, That there be now Seventeen Regiments of Foot; each Regiment consisting of Eight hundred; and Thirty loose Companies, consisting of Fourscore apiece; to be varied as Occasion serves: And that the Establishment be so altered accordingly.

Militia.

Resolved, &c. That, on Monday come Sevennight, the House do take into Consideration the Settlement of the Militia of the Kingdom.

Report deferred.

Ordered, That the Report concerning Sir Andrew Kinston, Sir John Fitzherbert, and Sir Humble Ward, be made on Thursday come Fortnight.

Taunton Petition.

The humble Petition, and grateful Acknowledgment, of the Inhabitants of the Town of Taunton in the County of Somersett, in Approbation of the late Votes passed touching the King, was this Day read: And

It is Ordered, That the Thanks of this House be returned to the Petitioners, for their very good Affections expressed to the Parliament.

It is further Ordered, That the said Petition be printed.

Garisons.

The House proceeded in the Report made by Mr. Scawen, from the Committee of the Army.

And the Charge of the several Garisons in the Kingdom, for Gunners, Matrosses, Fire, and Candles, was read, and allowed of: And

It is Ordered, That the Committee of the Army do make Allowance and Payment of the said Charge and Allowances to the several and respective Garisons accordingly.

The Paper from Sir Thomas Fairefax, and the Council of War, concerning the Additions desired by them to be made to the Establishment, and the Abatements to be made out of the Establishment, was read; and allowed; viz.

To the General his Train, as followeth; viz.

More to be abated out of the Establishment last sent down, and the Abatement of the Pays of some, as followeth;

A List for the daily and monthly Pay of the Army under the Command of Sir Thomas Fairefax General, viz. Of Twelve Regiments of Horses, and Fifteen Regiments of Foot, with their Officers, and of a Regiment of Dragoons with their Officers, was this Day read; and allowed; beginning from the Third Day of November 1647, and to continue to the One-and-twentieth of this instant February 1647.

The Lords Concurrence to be desired herein.

Ordered, That the Establishment be altered according to the Votes now passed upon the Report from the Committee of the Army.

London Tythes, &c.

An Ordinance for the better and more due Payment of Tythes, and other Dues, to the Ministers within the City of London, was this Day read the First and Second time; and, upon the Question, committed unto Mr. Knightley, Mr. Millington, Mr. Allen, Mr. John Corbett, Alderman Atkin, Alderman Pennington, Sir Wm. Massam, Mr. John Stephens, Mr. Reynolds, Sir Walter Earle, Mr. Morley, Mr. Wheeler, Mr. Boys, Sir Peter Wentworth, Mr. Sandis, Mr. Swynfen, Colonel Harvey, Mr. Nicholas, Mr. Edward Stephens, Colonel White, Mr. Whittacre, Sir John Francklyn, Mr. Annesley, Sir James Harrington, Mr. Nath. Stephens, Sir Anthony Irby, Sir John Evelyn of Wiltes, Mr. Gott: And are to meet To-morrow, post meridiem, in the Inner Exchequer Chamber: And the Care of this Business is more particularly referred to Mr. Millington.

Bishops Lands.

An additional Ordinance for the Explanation, and better Execution of former Ordinances for the Sale of the Lands and Possessions of the late Archbishops and Bishops within the Realm of England, and Dominion of Wales, was this Day read the Second time; and, upon the Question, committed unto Mr. Franc. Allen, Mr. Reynolds, Mr. Boys, Colonel White, Mr. Wheeler, Mr. John Corbett, Mr. Dove, Mr. Knightley, Sir John Danvers, Sir James Harrington, Sir Robert Pye, Mr. Swynfen, Colonel Harvey, Mr. Gell, Sir Wm. Brereton, Mr. Bulkley, Mr. West, Mr. Trenchard, Mr. Stockdale, Mr. Lister, Mr. Scott, Mr. Sandys, Colonel Ceeley, Mr. Annesley, Colonel Ven, Mr. Fenwicke, Mr. Edwards: And are to meet To-morrow at Two of Clock, in the Queen's Court.

There was likewise a Clause offered, touching the Proportions to be offered in the Sale of Reversions: The which was read, and committed, with the Ordinance.

This Committee is likewise to prepare and bring in an Ordinance to authorize a Committee to remove all Obstructions in the Sale of Bishops Lands, and to hear and determine, and settle all Differences that may arise among the Officers employed in the Sale of Bishops Lands; and to settle all Allowances, and other Matters, that may occasion any Obstruction in this Service, that requires so much Expedition.

Declaration of Non-Addresses.

Ordered, That the Declaration touching the late Votes passed, concerning no Application to be made to the King, be reported To-morrow Morning, the first Business; and nothing to intervene; notwithstanding any former Order.

An Ordinance for the effectual Suppressing of all Stage Plays and Interludes, was this Day read the Second time; and, upon the Question; passed; and ordered to be sent unto the Lords for their Concurrence.

Newcastle Petition.

Ordered, That the humble Petition of divers wellaffected Burgesses of the Town and County of Newcastle upon Tyne, this Day offered to the House, be referred to the Committee for Privileges.
