Prayers.
Scotts Officers.
MR. Swynfen reports the State of the Arrears (as it
stands stated) to divers Scotts Officers that have
served the Parliament.
By which Report it is made resting due upon the List
of the Scotts Officers, that received the Fifth Part upon the
Reducement of 5 Aprilis 1645, Twelve thousand Six hundred Eighty-three Pounds Five Shillings and Three-pence.
Resting due upon the Warrants, the Fourth Part being
deducted according to the Ordinance, Two thousand Six
hundred and Four Pounds One Shilling Ten-pence
Halfpeny.
Resting due to the Officers of Horse and Foot that received no Part of their Pay, deducting One Third and
One Fourth Part, according to the Ordinance, Two thousand Five hundred Forty-one Pounds Sixteen Shillings
and Ten-pence.
Resting due to the other Officers of Horse and Foot,
who received Pay upon the First Scotts Lists amounting to
Five thousand Six hundred Sixty-four Pounds Thirteen
Shillings Two-pence Halfpeny; of which they are contented to accept of the One Half: which amounts to Two
thousand Eight hundred Thirty-two Pounds Six Shillings
Seven-pence Farthing.
In all, to the Sum of Twenty thousand Six hundred Sixtyone Pounds Ten Shillings Six-pence Halfpeny Farthing.
Ordered, That Two Thirds of the whole Sum of
Twenty thousand Six hundred Sixty-one Pounds Ten
Shillings Sixpence Halfpeny Farthing, amounting to the
Sum of Thirteen thousand Seven hundred and Seventyfour Pounds Seven Shillings and One Halfpeny, be paid
to these Officers, in lieu of all Demands demandable by
the said Officers: And that the said Sum of Thirteen thousand Seven hundred and Seventy-four Pounds Seven Shillings and One Halfpeny be charged upon the Receipts of
the Grand Excise, in Course, and paid to the said Officers,
in proportion to their Arrears.
Ordered, That it be referred to the Committee that
brought in this Report, to confer with the Officers that are
intrusted to solicit this Business, to know whom they will
make Trustees for the Receiving of these Monies, that
may be enabled to give Discharges; and to prepare
and bring in an Ordinance for charging the said Sum of
Thirteen thousand Seven hundred and Seventy-four
Pounds Seven Shillings and One Halfpeny upon the Receipts of the Excise, in Course; and for paying the same
to the said Trustees accordingly.
Stephens', &c. Accompts.
Upon passing the Accompts of Mr. Nathaniell Stephens,
Mr. Thomas Hodges, and Mr. Pury, for Monies received
and disbursed by them for the Garison of Gloucester, for
and towards the raising and paying the Forces there;
It is Ordered, That One Peny in the Pound shall be
allowed to the said Accomptants, for their Charges and
Monies paid to Treasurers, Clerks, and other Persons,
employed in the said Service for above Four Years last
past: And the Committee of Accompts are required to
make Allowance thereof, accordingly.

Letter read.
A Letter from the Commissioners Mr. Ashhurst and
Colonel John Birch, from Edenburgh, of 8 Februarii
1647, was read.
Willoughby's Claims.
The humble Petition of Sir Francis Willoughby Knight,
was this Day read.
Whereas the Sum of Seven hundred Pounds was, by
former Order, appointed to be paid unto Sir Francis Willoughby Knight, out of the Moiety of the Receipts at Goldsmiths Hall, in Course, for the Relief of the great Necessity of his Wife and Children: It is Ordered, That Interest from this Day, payable every Six Months, be charged
upon the Receipts at Goldsmith Hall for the said Sum of
Seven hundred Pounds; and paid by the said Committee
at Goldsmiths Hall to the said Sir Francis Willoughby
Knight, or his Assigns every Six Months, accordingly.
Lord Abergaveny.
The humble Petition of John Lord Abergaveny was
read: And
It is Ordered, That the Matter of this Petition, and that
likewise all other Reports touching the Articles of Oxon,
and all other Articles, be taken into Consideration on
Monday Morning next.
Sheriffs Accompts.
Ordered, That the Ordinance for the Ease of Sheriffs,
in passing their Accompts, be reported on Thursday
Morning next.
Goldsmiths Hall Revenue.
Ordered, That it be re-committed to the Committee at
Goldsmiths Hall, to consider of this Debate now had in the
House, upon a Report, made by Mr. Jenour, from that
Committee, touching the removing the Obstructions, and
bringing in Monies, at Goldsmiths Hall: And that they
do report their Opinions, What they think fit to be done
herein, in Writing, on Tuesday Morning next.
Isle of Wight.
Ordered, That the Surplussage that shall accrue upon
the Retrenchment of the King's Family shall be employed
and paid by the Committee of the Revenue, to the Governor of the Isle of Wight, to be disposed in such Manner as
he shall think fit, for the Pay of Two hundred Soldiers,
according to the former Order.
Ordered, That the Allowance of Ten Pounds per Week
be made to the Governor of the Isle of Wight, for desraying the Expence of his Table, and other extraordinary
Expences, occasioned by reason of the extraordinary Trust
and Service now put upon him: And that the said Ten
Pounds per Week be paid by the Committee of the Revenue, out of the Surplussage that shall accrue upon the
Retrenchment of the King's Family,
Crown Lands.
Ordered, That it be referred to the Committee of the
Revenue to take Course for advancing the Revenue, by
improving the Parks and Demesne Lands of the Crown.
Carterett's Estate.
Ordered, That Sir Walter Erle do go, To-morrow,
with a Message to the Lords, to press them to pass the
Ordinance for Sale of Sir Philip Carterett's Estate in the
Isle of Sarke, for Relief of divers poor well-affected Inhabitants of the Isle of Jersey; and to represent unto them
the great Necessities of those Inhabitants for want of that
Relief.
Isle of Jersey.
Ordered, That it be referred to the Committee for the
Safety of the Kingdom, at Derby House, to consider of
some effectual Ways and Means to reduce the Isle of
Jersey to the Obedience of the Parliament.
Grant to Fyott.
Ordered, That the Sum of One hundred Pounds be bestowed upon Mrs. Mary Fyott, a distressed Gentlewoman,
and Widow, of the Isle of Jersey, who hath shewed good
Affections, and done good Service, to the Parliament:
And that the Committee of Lords and Commons for the
Advance of Monies, at Haberdashers Hall, do forthwith
pay unto the said Mrs. Mary Fyott the said Sum of One
hundred Pounds, accordingly.

Message from Lords.
A Message from the Lords, by Dr. Bennet and Dr.
Aylett;
The Lords have commanded us to signify unto you,
That they do agree to Mr. Chamberlaine to be Sheriff of
the County of Oxon. They have sent Two Orders for the
Sheriffs of Warwickshire and Northamptonshire to reside
out of their Counties. They have sent an Ordinance for
making Dr. Peter Smyth Rector of the Church of Barley
in the County of Herts: An Ordinance for making Mr.
John Swan Rector of the Rectory of Wells cum Ickham in
the County of Kent: Both which the Lords have passed;
and desire the Concurrence of this House:-Two Reports
from the Committee of Lords and Commons for Sequestrations, upon the Petition of Mrs. Elizabeth Hall, Wife
of Dr. Joshuah Hall, late Bishop of Norwich; and of Mr.
Michael Rutter; to which the Lords agree; and desire
the Concurrence of this House. They have likewise sent
a Pardon, in Course, for divers Prisoners in the Counties
of Oxon, Berks, &c.; with an Order thereupon: In
which they desire the Concurrence of this House.
The Lords desire to put this House in mind of an Ordinance, formerly sent to this House, concerning the Rents
and Revenues of the College of Westminster; of the
Petitions of Major General Middleton, and other Scotts
Officers: Of Mrs. Pygott and Mr. Thomas Pygott: And
do now send unto you a Petition of one Mr. Pringle of
Northumberland.
Sheriffs of Warwick, &c.
The Orders for giving Licence to Grevill Varney
Esquire, Sheriff of the County of Warwick; and Richard
Andrewes Esquire, Sheriff of the County of Northampton;
were read; and were agreed unto; leaving out the Clause
in the latter End of the said Orders, in hæc verba; viz.
"notwithstanding any Clause in the said Oath to the
contrary."
Whereas Grevill Varney Esquire is nominated and
appointed High Sheriff of the County of Warwick;
and is enjoined and required, by a certain Clause in the
Oath, to be taken by him the said Grevill Varney, for
the Execution of the said Office, that he shall reside and
be dwelling, in his own proper Person, within his Bailiwick, for the Time that he shall be in the said Office,
unless he be otherwise licensed by the Lords and Commons in Parliament: Be it therefore Ordered and Ordained, by the Lords and Commons in Parliament assembled, That the said High Sheriff shall have, and hereby
hath, full and free Leave and Licence, and is permitted;
to be absent from his Bailiwick, and to dwell and reside
out of the said County of Warwick.
Whereas Richard Andrewes, Esquire, is nominated and
appointed High Sheriff of the County of Northampton;
and is required and enjoined, by a certain Clause in the
Oath, to be taken by him the said Richard Andrewes,
for the Execution of the said Office, that he shall reside
and be dwelling, in his own proper Person, within his
Bailiwick, for the Time that he shall be in the said Office,
unless he be otherwise licensed by the Lords and Commons in Parliament: Be it therefore Ordered and
Ordained, by the Lords and Commons, in Parliament
assembled, That the said High Sheriff shall have, and
hereby hath, full and free Leave and Licence, and is
permitted, to be absent from his Bailiwick, and to dwell
and reside out of the said County of Northampton.

Rector of Barley.
An Ordinance, now sent from the Lords, for making
Peter Smyth, Doctor in Divinity, a Member of the
Assembly of Divines, Rector of the Church and Parish
of Barley, was this Day read; and, upon the Question, committed unto the Committee of plundered Ministers, upon the whole Debate of the Business here in the
House.
Wells cum Ickham Minister.
An Ordinance, now sent from the Lords, for constituting and appointing Mr. John Swan Minister of the
Rectory of Wells cum Ickham in the County of Kent,
was read; and, upon the Question, passed.
Hall's Sequestration.
The Report from the Committee of Lords and Commons for Sequestrations, upon the Petition of Mrs. Elizabeth Hall, late Wife of the Bishop of Norwich, now sent
from the Lords, was read: And
It is Ordered, That the Sequestration of all the Temporal and Real Estate of Dr. Joshuah Hall, late Bishop
of Norwich, and Elizabeth his Wife, be forthwith discharged: And all Committees of Sequestrations, Sequestrators, Solicitors, and others whom it may concern, are
hereby required and enjoined to take Notice hereof, and
to render full and speedy Compliance and Obedience
hereunto.

Rutter's Sequestration.
The Petition of Michaell Rutter Esquire; and the
Report from the Committee of Lords, representing the
State of the Business concerning the Sequestration of his
Estate; were read.
And the Question being put, For agreeing with the
Lords, in discharging the Sequestration of Mr. Michaell
Rutter's Estate;
It passed with the Negative.
Prisoners pardoned.
The Order, now sent from the Lords, upon the Pardon
to divers Prisoners remaining in the several Gaols of
Berks, Oxon, &c. was read; and agreed unto; and was
in hæc verba; viz.
"The Lords and Commons, assembled in Parliament,
do order and agree to the Pardon signed by Mr. Baron
Atkins and Mr. Serjeant Clerke, for Pardoning divers Prisoners remaining in the several Gaols of Berks, Oxon,
Salop, Stafford, and Wigorn, their Facts being some of
them small; and their first Offences; and others, the
Evidence doubtful; whom the said Judges spared from
Execution, certifying them to be fit Subjects of Mercy.
Rutter's Sequestration.
Resolved, &c. That this House doth declare, That, in
the Case of Mr. Michaell Rutter, and Cases of the like
Nature, Sequestrations ought not to be suspended or
discharged.
Westminster College.
Ordered, That the Ordinance concerning the Rents
and Revenues of the College of Westminster be read on
Saturday next.
Person in Custody referred.
Ordered, That Mr. Talkott, sent for in safe Custody by
Order of the House, for obstructing the bringing in the
Assessments in the County of Essex, be referred to the
Committee of the Army.
Sheriff of Cambridge.
Ordered, That Mr. Reynolds do desire the Lords to
pass the Sheriff of Cambridge.
Pygott's Claims.
Ordered, That the Sum of Two hundred Pounds be
forthwith paid to Mrs. Martha Pygott, upon Account out
of Haberdashers Hall, by Order of the Committee of Lords
and Commons, for Advance of Monies; to be deducted
out of her Husband's Arrears, for the present Subsistence
of her and her Children: The pressing and very urgent
Necessities of the said Mrs. Pygott and her Children are
earnestly recommended unto the said Committee; to the
end she may be speedily furnished, and receive some seasonable Supply for the Relief of her great crying Wants.

Tynmouth & Newcastle.
Whereas the Line about Tynmouth, and the Works
about Newcastle, are so fallen to Decay, that it will require,
at least, the Sum of Three thousand Pounds, to put them
in good and sufficient Repair: It is Ordered, That it be
referred to the Committee of the Army, to consider hereof; and how, out of some extraordinary Way, this Sum
of Three thousand Pounds may be furnished, and this
Service done.
Poor Protestants.
Ordered, That it be referred to the Committee for the
Affairs of Ireland, in the Star Chamber, to consider, How
the State of the Money stands upon the Contribution that
was formerly granted through England, for Relief of the
poor English Protestants, driven out of Ireland; and report it to the House; to the end that if any Monies may
be had thence, the Wants and Necessities of Mr. Thomas
Pigott may be considered of.
Alum Business.
Ordered, That, on Saturday Morning next, the Reports
concerning the Alum Business be reported.
Leave of Absence.
Ordered, That Sir John Bampfield, a Member of this
House, shall have Leave to go into the Country.
