Prayers.
Payment to Hamond.
ORDERED, That the Monies raised by the Fines set
upon the Persons which made the Mutiny in the Isle
of Wight, for which Bonds were given, and the Money is
since paid, or to be paid, to the Sheriff of the County of
Southampton, be forthwith paid, by the said Sheriff, unto
Colonel Hamond, the Governor of the said Isle: And, upon
the said Colonel Hamond's Acquittance, testifying the Receipt thereof, the Committee of the Revenue are to take
notice of the Payment thereof; and to give Discharge to
the Sheriff for the same, accordingly.
Listing Forces.
Resolved, &c. That no Person or Persons whatsoever
presume to raise, list, muster, or gather together any Soldiers or Forces, upon Pretence of transporting them for
the Service of any Foreign Prince or State, within the
City of London, or within Ten Miles of the said City.
The Lords Concurrence to be desired herein.
Resolved, &c. That no Person or Persons whatsoever
presume to raise, list, muster, or gather together, any Soldiers or Forces, in any Place of this Kingdom, for the Service of any Foreign Prince or State, or to transport any
Soldiers or Forces out of this Kingdom, without the
especial Licence of the Committee of Derby House.

Message to Lords.
Mr. Swynfen carried to the Lords, for their Concurrence,
Order for Five hundred Pounds to Major Harley: Order
for the Office of Clerk of the Crown for the County of
Lancaster to be conferred upon Mr. Ashhurst: Commissioners to be added to the Commissioners in the County
of Devon, for raising the Assessments of Sixty thousand
Pounds per mensem: Order for One thousand Pounds for
Colonel Wm Sydenham: Order for One thousand Pounds
for Colonel John Bingham: Order for Five hundred Pounds
to Colonel John Fenwick, Order for One thousand Pounds
for Colonel John Moore: Order for Mr. Fenwick to be
Register of the Ecclesiastick Courts in York and Duresme:
The Votes not to raise or list Soldiers, or to transport
Forces, for the Service of any Foreign Prince or State.
Answer.
Mr. Swynfen brings Answer from the Lords, That the
Lords do agree to the Votes not to raise or list Soldiers
for Service of Foreign Princes or States; to the Order
for Mr. Ashhurst to be Clerk of the Crown in the County
of Lancaster; and to the Order for Five hundred Pounds
to Colonel John Fenwick: And, for the rest, they will
send Answer by Messengers of their own.
Fens.
Ordered, That the Report touching the Draining of
the Fens of the great Level be proceeded in on Friday
next, in the Afternoon.
Answer to Scotts.
According to former Order, the House proceeded in
the Reading and Consideration of the Declaration, concerning the Scotts Commissioners last Papers, touching the
Bills and Propositions presented to the King at the Isle
of Wight.
The Question being put, Whether this Declaration, so
amended, shall now pass;
