Prayers.

Delinquents Estates.

THE House this Day resumed the Debate upon the Act for the better ordering and managing the Estates of Papists and Delinquents.

A Proviso, formerly tendered to the said Act, and read the First time, touching the reserving the chief Mansion House of Recusants, not having been in Arms, from Sequestration, and from committing Wastes in their Timber upon their Two Parts, and reserving the Rights of Lords of Manors to Copyhold Estates of Recusants, was this Day read the Second and Third time; and, after some Amendments at the Table, was, upon the Question, ordered to be Part of the Act.

A Proviso was tendered to the said Act, "That this Act shall not extend to the taking away Power given unto any Committee, by Ordinance or Act of Parliament, for the sequestring and removing scandalous and delinquent Ministers and Schoolmasters; but that they shall and may execute all Power and Authority given unto them by such Ordinances in relation to the said Service; any thing in this Act to the contrary in anywise notwithstanding:" Which was this Day read the First time.

And the Question being put, That the said Proviso be read the Second time;

It passed with the Affirmative.

The said Proviso was read again the Second time; and, upon the Question, after some Amendments at the Table, ordered to be Part of the Act.

A Proviso was tendered to this Act, "That this Act continue the Space of Two Years, from the Three-andtwentieth Day of January 1649, and no longer:" Which was this Day read the First time.

And the Question being put, That the said Proviso be read the Second time;

It passed with the Affirmative.

And the said Proviso was read again the Second time.

And the Question being propounded, That this Proviso be Part of the Act;

The House was divided.

So it passed with the Affirmative.

Resolved, That this Proviso be Part of the Act.

The said Act, being put to the Question, passed: And

It is Ordered, That the said Act be forthwith printed and published.

Ordered, That the Lords Commissioners for the Great Seal do take care that Writs be issued out, and sent down, together with the Act, intituled, An Act for the better ordering and managing the Estates of Papists and Delinquents, into every County, to the several Sheriffs of every several County, to proclaim this Act: And the Sheriffs of the several Counties are hereby authorized and required to proclaim the said Act accordingly.

Lancashire Affairs.

Ordered, That it be referred to the Committee of Goldsmiths Hall, to take the Business concerning the Soldiery and Ministers in Lancashire into Consideration; and to take special Care to see that such Satisfaction be given to the late Soldiery and Ministry, in that County, out of the Sequestrations of that County, as may tend to the Service of the Commonwealth.

Printers to the House.

Ordered, by the Parliament, That John Field, Printer, nominated by Mr. Speaker, be joined with Mr. Husbands, Stationer, in printing the Act for the better ordering and managing the Estates of Papists and Delinquents, and all other Acts and Proceedings in Parliament: And that his Name be used in Printing of the said Act, and all other Acts and Proceedings: And that the said John Field have equal Benefit in Printing accordingly.

Oxford Forces.

Ordered, That it be referred to the Committee at Goldsmiths Hall, to take into their Consideration the Business concerning the Troop of Horse in the County of Oxford; and to take special Care to see the said Troop paid out of the Sequestrations of the said County, until this House take further Order.

Speaker to sign Letters.

Ordered, That Mr. Speaker be authorized and required to sign such Letters as are now prepared by the Council of State, to be sent to Foreign Princes and States.

The Engagement.

Ordered, That the Lords Commissioners for the Great Seal do take care, that Writs be issued out, and sent down, together with the Act concerning the Engagement, into every County, to the several Sheriffs of every several County, to proclaim the said Act: And the Sheriffs of the several Counties are hereby authorized and required to proclaim the said Act accordingly.

Acts concerning Delinquents.

Sir Henry Mildmay reports from the Council of State, That it is very conducible to the Honour and Safety of this Commonwealth, that there may be some time appointed for the speedy Passing of the Acts for putting Delinquents out of Town, and for Relief of Tenants against the Oppression of their malignant Landlords: And Sir Henry Mildmay is desired to make this Report.

Ordered, That the several Acts for putting Delinquents out of Town, and for Relief of Tenants against the Oppression of malignant Landlords, be brought in, and read on Tuesday Morning next, the first Business.

Excise.

Ordered, That the Excise be taken into Consideration the first Business, To-morrow Morning.

Delinquents Compositions.

Sir Arthur Hesilrig reports from the Committee of Goldsmiths Hall, That a further Declaration be made of the Meaning of this House, in the Rules for compounding with Delinquents, who were in the First and Second War.

Resolved, &c. That this House doth now declare, That it was their Intent, in the Rules touching Delinquents, that all such Delinquents whose Fines have been set at Goldsmiths Hall, who have been both in the First and Second War, and have paid no Part of their Composition so set for their First Delinquency, shall pay their Composition for their First Delinquency; and also for their Second Delinquency, according to the Rule now set.

Publick Register.

Ordered, That Mr. Hill do, This-day-sevennight, bring in the Bill touching registring Conveyances and Incumbrances.

Reports deferred.

Ordered, That Sir Arthur Hesilrige do proceed in his Report from Goldsmiths Hall, on Tuesday Morning next.

Ordered, That, on Tuesday Morning next, when this House doth take into Consideration the Business now reported by Sir Arthur Hesilrige; then the House will take into Consideration what is sit to be done with the Monies in Goldsmiths Hall, now to be paid next in Course.

Parliamentary Records, &c.

Ordered, by the Parliament, That the Records, which lie over this House, be forthwith removed into the Court House in Westminster, and into all other low Rooms next adjoining to the said Court House, which are under the Parliament House; and the said Court, formerly kept in the said Court House, be kept in the Court of Requests: And that the Officers of the said Court, formerly kept in the said Court House, be required, and are hereby authorized, to keep the said Courts in the said Court of Requests accordingly: And it is referred to the Committee to whom the said Business was formerly referred, to see the same done; and to cause all Partitions in the said Rooms to be taken down, and all Back-doors and Passages into the said Rooms to be walled up and secured: And the Committee of the Revenue is to pay all Charges, by Order of the said Committee, for removing the said Records: And all Officers, that keep the said Records, are required to yield Obedience accordingly.
