Resolved, That the Door be shut till Twelve of Clock.

Navy.

Sir Henry Vane reports from the Council of State, the Resolution of the said Council, That a certain Number of Ships shall be continued upon the Service of Portugall.

"That the Council have, in pursuance of their Vote referring the Portugall Business unto them, taken the same into Consideration; and have thereupon resolved, That a certain Number of Ships shall be continued upon that Service, having therein had respect, as much as possible they could, to the Lessening of the Charge of the Commonwealth, by keeping under the Proportions of those Estimates which lie at present before the Parliament: That if the Parliament shall please to give their Order to the Committee of the Navy, for the Paying of such Ships as the Council shall think fit to employ in this Service, not exceeding the said Estimate, the Council will then proceed speedily to the setting them forth to Sea."

An Estimate of the Charge of Twenty Ships, manned with Three thousand Men for Three Months, on the Coast of Portugall; and an Estimate of the Charge of Twelve Ships, manned with Two hundred Men, for Four Months, on the Coast of Portugall; were both this Day read.

Ordered, That it be referred to the Committee of the Navy, to provide and pay such Ships as the Council of State shall give Warrant for, and certify unto them to be thought fit by the said Council to be employed in the Service for Portugall, not exceeding the said Estimates reported to the Parliament the Twelfth of September 1650.

Comm rs of Excise.

Ordered, That the Act for appointing new Commissioners for the Excise be forthwith printed and published.

Resolved, That the Thanks of this House be given to the old Commissioners of Excise, for their Care and good Service; and that Colonel Thompson do give them the Thanks of the House accordingly.

Navy.

An Estimate of the Charge of Forty Ships and Vessels, manned with Four thousand Two hundred Men, for Six Months Service upon the Coast of England, Ireland, and Scotland, as the Guard of the Seas for the next ensuing Winter, was this Day read.

Ordered, That it be referred to the Committee of the Navy, to provide and pay such Ships and Men, for Six Months Service upon the Coasts of England, Ireland, and Scotland, as the Guard of the Seas for the next ensuing Winter, as the Council of State shall give Warrant for to be employed in that Service, not exceeding the Sum set down in the Estimate of the Charge; being One hundred Fifteen thousand Two hundred and Ninety-four Pounds Six Shillings and Eight-pence.

A List of the Ships and Commanders for the next Winter's Guard, besides the Twenty Ships to continue towards the Southward, according to the Estimate hereunto annexed, was this Day read.

Grant to General Skippon.

Ordered, That the Bill touching settling Lands upon Major General Skippon, be read on This-day sevennight.

Whaddon, &c. Manors.

Ordered, That the Committees of the County of Bucks, and the Tenants and Occupiers of the Manors of Whaddon cum Membris, Eaton cum Membris, and Winslow cum Membris, and all Lands to them, or either of them, belonging, be and are hereby required and enjoined to forbear felling any Timber Trees, or other Woods or Trees, in or upon the said Manors, Lands, or any Part thereof, until the Parliament take further Order.

Miller's Pension.

Ordered, That the Pension of Twenty Pounds per Annum, formerly given to Catherine Miller, Widow, by the Committee of the West, be continued: And that the same, together with the Arrears thereof, be forthwith paid unto her, out of the Treasury at Goldsmiths Hall: And that the Commissioners of Goldsmiths Hall do give Warrant to the Treasurers at Goldsmiths Hall for Payment thereof accordingly: And the Acquittance or Acquittances of the said Catherine Miller, testifying the Receipt thereof, shall be their sufficient Discharge in that Behalf.

Navy.

Resolved, That the Parliament doth approve of the List of these Ships and Commanders for the next Winter Guard, besides the Twenty Ships to continue towards the Southward: And that it be left to the Council of State, to displace any of the said Commanders; and to put others in their Places, as they shall see Cause.

Ordered, That it be referred to the Council of State, to place Captain Appleton as Commander of the Ship now to be built at Woolwich, or any other Ship that they shall think fit.

Letter, &c. to Lord Joachimi.

Mr. Holland reports from the Council of State, a Draught of a Letter, to be sent to the Lord Albertus Joachimi, from the Parliament.

Which was read; and, upon the Question, agreed unto: And

Ordered, That it be signed by Mr. Speaker, and sent accordingly.

And also, a Pass and Safe Conduct for the Lord Albert Joachimi, with his Family, out of this Commonwealth, was this Day read; and, upon the Question, agreed: And

It is Ordered, That Mr. Speaker do sign the said Pass.

Resolved, That Mr. Strickland have Leave to visit the Lord Albert Joachimi.

Tilbury Fort.

Colonel Jones reports from the Council of State,

"That the Council having conferred with Colonel Tempell, the present Governor of Tilbury Fort, concerning the Security of that Place, in the Hand of a Person that may constantly reside there; and finding, that he is most ready and willing to submit to the Pleasure of the Council, that such Person as they shall think fit may execute the Place and Trust of Governor of the said Fort; being desirous that the Safety of that Place, and good of the Publick, should be preferred before his private Interest; who, by Order of Parliament (as well as former Right by Patent, as he alledgeth), had that Place conferred on him."

"That, in regard the Pay to the Governor of that Fort, settled by the Establishment, is but Fourteen Shillings per Diem, Ten Shillings per Diem whereof, they think fit, should be allowed to the Person appointed to execute the said Trust and Place, as aforesaid; That therefore there be Six Shillings per Diem more added to the Establishment, to the End that the said Colonel Temple may be allowed Ten Shillings per Diem, in respect of his Right to the said Place, until the Parliament shall think fit to give Satisfaction to Colonel Temple for the same, some other Way."

"That the Person to be entrusted with the Command of the said Fort, as aforesaid, be Colonel George Crompton."

Resolved, That Colonel George Crompton be appointed and settled Governor of Tilbury Fort; and have Ten Shillings per Diem for his Pay.

Resolved, That Colonel Temple be taken into Consideration on Wednesday next: And that he do then attend the House.

Commissary.

Colonel Jones also reports from the Council of State;

"That the Parliament would give Order for settling, in the Establishment on Nathaniell Eldred (appointed to be Commissary of Victuals for the Marching Army), Fifteen Shillings per Diem, for himself, without any respited Monies, in lieu of Ten Shillings per Diem present Pay, and Ten Shillings per Diem respited Pay; Six Shillings Eightpence per Diem, for his Assistant; and Two Shillings Sixpence, for each of his Two Clerks: Whereby there will be an Abatement of Charge to the Publick, and a better Exhibition at present rendered to the said Persons, to enable them to perform the Duties incident to their said Employment."

Resolved, That the House doth concur with the Council, that there be settled in the Establishment on Nathaniell Eldred, appointed to be Commissary of Victuals for the Marching Army, Fifteen Shillings per Diem, for himself, without any respited Monies, in lieu of Ten Shillings per Diem present Pay, and Ten Shillings per Diem respited Pay; Six Shillings Eight-pence per Diem for his Assistant; and Two Shillings Six-pence, for each of his Two Clerks: And the Committee of the Army are hereby authorized and required to make Payment thereof accordingly.

Delinquents Estates.

The House resumed the Debate upon the Amendments to the Bill for Sale of the Estates of several Delinquents.

Resolved, That Sir Thomas Haggerston be inserted into this Bill, for Sale of his Lands.

Resolved, That Sir Francis Doddington, &c. be inserted into this Bill.

Resolved, That Sir Richard Penruddock be inserted into this Bill.

Resolved, That Andrew Coggan, commonly called Sir Andrew Coggan, be inserted into this Bill.

Resolved, That Lieutenant Colonel John Robinson, of * in the County of Denbigh, be inserted into this Bill.

Ordered, That the rest of the Names of Delinquents reported be recommitted to the same Committee; to consider of the Persons, and the Nature of their Delinquency, and Value of their Estates; and to confer with the Commissioners for compounding with Delinquents; and to bring in the Names of such of these, or any other Person, to be inserted into the Bill, as they shall think fit; and state their Delinquencies and Estates.

A Proviso, on behalf of Charles Fleetwood Esquire, and Frances his Wife, was this Day read; and, upon the Question, agreed; and ordered to be Part of the Bill.

Resolved, by the Parliament, That the yearly Salary of One hundred Pounds be allowed unto Ralph Darnall Esquire, Register, in the said Bill.
