Thursday, 8th November, 1660.

Prayers.

Aulnage Duties.

A LETTER to Mr. Shaw, a Member of this House, from John Gael, Mayor of Colchester in Essex, dated 7th Instant; touching the stopping of their Bayes and Sayes for his Majesty's Use, for not paying of Aulnage Duties; was this Day read.

Ordered, That this Information be referred to the Committee for Trade; which is hereby revived: And they are to send for Parties; and to examine the whole Business, and report the State thereof to the House: And they are also to review the Laws concerning Aulnage; and to examine the Miscarriages and Abuses of the Officers in the Management of that Service; and to report their Opinion, what may be fit to be done for regulating thereof; and to bring in a Bill for that Purpose, if there shall be Cause: And all the Members of this House of the Long Robe are added to that Committee, as to this Business: And they are to meet at Two of the Clock To-morrow in the Afternoon, in the Exchequer Chamber: And Mr. John Stephens is desired to take care hereof.

Ordered, That the Members of this House, who are of his Majesty's Privy Council, be desired to represent the said Information to his Majesty's Council; with the Desire of this House, that they will consider thereof; and take such Order thereupon, for preserving the Publick Peace, as they shall in their Wisdom think fit.

Ordered, That Copies of this Order be delivered to Mr. Shaw, who serves for that Corporation.

Princess Royal's Thanks.

Mr. Speaker communicates a Letter from her Highness the Princess Royal, to him directed; expressing her Highness' hearty Thanks to this House, for the Present ordered for her, at their last Rising: Which was read.

Queen's Answer to Address.

Mr. Annesley makes Report, that, according to the Command of this House, himself, and other the Members of this House; who are of his Majesty's Privy Council, had attended the Queen's Majesty; and represented to her the Joy and Contentment this House hath received, on Occasion of her Majesty's safe Return to England: And that her Majesty acknowledged, with Thankfulness, the Expressions of this House; desiring the Continuance of their Respect; which, she said, she should never fail to do what lies on her Part to deserve.

Princess Royal.

He also makes Report, that they attended in like manner the Princess Royal; who acknowledged the great Kindness of this House; not only in congratulating her Return to England, but also in the Present ordered her before her coming over.

Princess Henrietta.

He makes Report, that, in like manner, they attended her Highness the Princess Henrietta; who, with great Affection, acknowledged the Kindness of the House; excusing herself, that she could not do it so well in the English Tongue; which she desired to supply with an English Heart.

King appoints to be attended.

He also makes Report, that they had attended his Majesty, according to the Command of this House, to desire his appointing of a Time and Place for this House to attend his Majesty, to return their humble Thanks for his Majesty's gracious Declaration about Church Affairs: And that his Majesty doth appoint To-morrow at Two of the Clock in the Afternoon; and the Banqueting House to be the Place.

Sales.

Resolved, That the Grand Committee for Sales be and hereby is revived; and do sit Wednesdays and Fridays weekly.

Militia.

Ordered, That Mr. Annesley, Serjeant Glynn, and the Lord Angier, be added to the Committee to whom the preparing a Bill for the Militia is referred.

Court of Wards.

A Paper, containing an Apportionment of One hundred thousand Pounds per Annum to be settled on his Majesty, in Compensation for the Court of Wards, (being brought in by the Committee to whom the same was referred) was this Day read; and is as followeth; viz.

Covent Garden Precinct.

Mr. Knightly reports Amendments to the Bill for making the Precinct of Covent Garden parochial: Which he read, with the Connexion, in his Place; and were afterwards read the First and Second time by the Clerk.

Resolved, That this Bill be re-committed, as to the Point of apportioning the Rates for the Poor, so as may be with most equality, betwixt the Parishes of Covent Garden and St. Martin's in the Fields: And that the said Committee do meet on Tuesday next at Three of the Clock in the Afternoon, in the Inner Court of Wards; at which time some of both Parishes, to be appointed by the respective Vestries, are to attend the Committee.

Resolved, That the Clause in the Bill, in the Fifteenth and Sixteenth Folio, concerning the Governors calling the Treasurers to Account, and fining them in case of Default, be expunged out of the Bill.

Resolved, That the rest of the said Amendments be agreed.

Fisheries.

Resolved, That the Consideration of the Fisheries of this Kingdom be referred to the Committee for Trade and Navigation; who are to consider and propose to this House what they shall think necessary, for the Regulation and Advancement of that Trade.

East India Trade.

Resolved, That it be referred to the same Committee, to consider what is necessary to be done for encouraging and advancing the East India Trade; and to bring in a Bill for that Purpose.

Tobacco.

Resolved, That it be referred to the same Committee, to consider what is fit to be done for inhibiting the planting of Tobacco in England; and to bring in a Bill for that Purpose.

Navy and Army Debts.

Resolved, That the Committee to whom the Examination of the Debts of the Navy and Army, and other publick Debts of the Kingdom, is referred, be revived: And that they do speedily examine the Debts of the whole Navy, in Charge before his Majesty's Return to England: And to sit de die in diem: And report the same to the House on Monday next: And Sir Thomas Clegys, who is added to the Committee, and Mr. Spry, are to take care hereof: And Mr. Pryn is also added to the Committee.

Ditto.

Ordered, That on Monday next Consideration be had of the Debts of the Navy; and of the Means of raising Monies for defraying thereof; and other the publick Debts of the Kingdom.

Poll Bill.

Ordered, That it be referred to Mr. Serjeant Glyn and Mr. Pedley to take care that the Bill for supplying the Defects of the Act for Poll Money be speedily prepared, and brought in.

Privilege.

Sir Thomas Dacres acquaints the House, that he was served with a Summons to attend certain Commissioners this Afternoon; wherein he desired the Directions of this House, it concerning the Privilege of this House:

Ordered, That this House doth give Leave to Sir Thomas Dacres to stand to his Privilege, or wave it, as he shall think fit.
