A PETITION of the Inhabitants in the Parishes of Hendon, Edgware, Great Stanmore, Little Stanmore, Kingsbury, Wilsden, Hamsted, Maribone, &c. in the County of Middlesex, touching the Highways, was this Day read.

Ordered, That the same be referred to the Committee to which the Bill for the Highways in and near London and Westminster, and Parts adjacent, is committed.

An ingrossed Bill, sent from the Lords, for enabling Sir Anthony Browne to sell Lands for Payment of Debts, was this Day read the Third time.

Poor Relief.

The House then resumed the Debate upon the Bill for constituting Corporations in the Cities of London and Westminster, and in the several Cities and Counties within the Kingdom of England, and Dominion of Wales, and Town of Barwick upon Tweede, for the better Relief and Employment of the Poor, and for the preventing of Poor, by the Settling of them; and for the better Execution of the Laws against Rogues and Vagabonds.

And Sir William Tompson reports from the Committee to which it was referred to bring in a Clause for settling a Corporation apart for the City of London, some Amendments to the Bill; and a Clause for settling the said Corporation: Which were thrice read; and, upon the Question, agreed unto.

Resolved, That the said Bill be amended accordingly.

Which was accordingly done at the Clerk's Table.

A Proviso touching Soldiers in Garison Towns, and their Wives and Children, being tendered to be added to the said Bill: and once read;

The Question was put, That the said Proviso be read the Second time:

The House was divided: And

The Yeas went forth.

And so it passed in the Negative.

Resolved, That the Quorum of Twenty be amended, and made Fourteen.

Which was accordingly amended at the Table; and thrice read; and, upon the Question, agreed to.

Resolved, That the Blank left for the Penalty on the Beadle, be filled up, and made Forty Shillings.

Which was done accordingly, at the Clerk's Table; and after, thrice read; and agreed unto.

Resolved, That "after the First Day of November 1662," be inserted into the Clause which concerns the giving Alms at Doors.

Which being accordingly done at the Clerk's Table; and thrice read; was, upon the Question, agreed to.

A Proviso, on the Behalf of Christ's Hospital, in relation to the Hundred and Twenty poor Children taken into that Hospital, and some other Particulars, was twice read; and after some Amendments made therein, was, upon the Question, agreed unto.

And the said Proviso, so amended, being read the Third time;

Resolved, That the said Proviso, so amended, be added to, and made Part of, the said Bill.

Resolved, upon the Question, That the Bill, with the Amendments and Proviso agreed to, do pass.

Resolved, That the Title of the said Bill shall be, An Act for constituting Corporations in the Cities of London and Westminster, and in the several Cities and Counties within the Kingdom of England, and Dominion of Wales, and Town of Barwick upon Tweed, for the better Relief and Employment of the Poor; and for the Preventing of Poor, by the Settling of them; and for the better Execution of the Laws against Rogues and Vagabonds.

And Mr. R. Ashburneham is to carry up the said Bill to the Lords for their Concurrence.

Resolved, upon the Question, That the House will, To-morrow at Ten of the Clock, take into Consideration the Amendments, sent from the Lords, to the Bill for confirming the Act of Ministers, and Two other publick Acts.

Reversing E. of Strafford's Attainder.

A Message from the Lords, by Mr. Justice Mallett and Mr. Baron Turnor;

Mr. Speaker, The Lords have sent you an Act for reversing the Earl of Strafford's Attainder; wherein they desire your Concurrence.

Ordered, That the said Bill be read To-morrow Morning.

Then the House, according to an Order of the Fifteenth of this Instant, resolved itself into a Committee of the whole House, to proceed into the further Debate of the Bill for Toleration of taking Ten Pounds per Cent. on Loans to his Majesty.
