Proceedings on Bills.

Resolved, That the House do sit this Afternoon at Three of the Clock; to hear the Report from the Committee of the King's Customs, touching the Officers Fees; and next, the Amendments to the Bill for regulating the Clothing of the West Riding of Yorkshire; and also the Amendments to the Bill for regulating the Making of Norwich Stuffs.

Le Pla's, &c. Nat.

The ingrossed Bill for Naturalizing of Mark le Pla, and others, was this Day read the Third time.

Resolved, That the said Bill do pass: And that the Title shall be, An Act * * * *.

And the Lord Gorge is to carry up this Bill, and other the Bills that are ready, to the Lords.

Captives at Algiers, &c.

Ordered, That Leave be given for the bringing in a Bill for reviving the Algiers Duty, for the Redemption of such as are Captives in Algiers and Tunis.

Militia.

Ordered, That Mr. Winston Churchill do go up to the Lords, and desire a Conference upon the Bill for ordering the Forces in the several Counties of this Kingdom, with the Alterations and Amendments made by this House to the Amendments sent from the Lords.

Lindsey Level.

The House then resumed the further Hearing of the Matter, as to Lindsey Level, in the Fens, between Sir William Killigrew, and others the Undertakers, and Sir Charles Hussey.

And the Counsel on both Sides being called in to the Bar of the House; a Copy of a pretended Verdict of Sewers, in 5° Caroli I. . ., and several Deeds, were read; and the Counsel on both Sides, at large, heard.

Regulating the Press.

Mr. Secretary Morice acquaints the House, from his Majesty, That, next to the Bill for settling the Forces of the Kingdom, his Majesty held, that the Bill, now depending, for regulating the Press, and to prevent the Printing of libellous and seditious Books, did most conduce to the securing the Peace of the Kingdom; the exorbitant Liberty of the Press having been a great Occasion of the late Rebellion in the Kingdom, and the Schisms in the Church: And therefore his Majesty did recommend it to the House, to take it especially into their Care; and to give a speedy Dispatch to that Bill.

Ordered, That the Committee to which the Bill for regulating the Press, and preventing the Printing of factious and schismatical Books and Pamphlets was committed, do take care to give a speedy Dispatch to that Bill; and make their Report thereof; and, for that Purpose, to sit de die in diem, till they have finished it.

Lords desire a Conference.

A Message from the Lords, by Sir Thomas Bennett and Sir Wm. Child;

Mr. Speaker, The Lords desire a present Conference with this House, in the Painted Chamber, concerning the Bill for Confirmation of the Earl of Winchelsea's and the Lord Delamere's Acts of the last Convention, with the Addition in Parchment, and Amendments, sent from this House.

The Messengers being withdrawn;

Resolved, That this House doth agree to a present Conference with the Lords, upon the Bill for confirming Two Acts of the last Convention, concerning the Earl of Winchelsea and the Lord Delamere: And that Mr. Treasurer, Mr. John Ashburnham, Sir Thomas Meres, Mr. Heath and Mr. Coventry, do manage the Conference.

The Messengers being called in;

Mr. Speaker did acquaint them, That the House had agreed to a present Conference.

Conference.

Sir Tho. Meres reports from the Conference, That the Lords did dissent from this House, as to the Addition sent up in Parchment, and Amendments relating thereto, to the Bill for confirming Two Acts of the last Convention, touching the Lord Winchelsea and Lord Delamere: And that the Reason of their not assenting was, because that Act (which, by the Amendment, is to be inserted in the Bill, to be confirmed) is for the Naturalizing of many particular Persons, to a considerable Number; and that the Consideration thereof was like to take up some Debate; which the Time, by reason of the Necessity of the Dispatch of the publick Business, would not permit; and, if it should be taken into Consideration, might obstruct the Passing of the Bill: And that therefore the Lords desired the Concurrence of this House, to the Bill sent down, without the Parchment, Addition and Amendments.

Resolved, That this House doth agree with the Lords to the Bill, as it was sent down, without the said Addition in Parchment, and Amendments: And that the Bill be returned back to the Lords.

Exceptionable Words by Counsel.

The House taking into Consideration some Expressions which one Mr. King, who appeared at the Bar of the House this Day, as Counsel in the Cause concerning Lindsey Level, did, in the Managing of the Evidence, let fall; which did seem to lay some Scandal and Imputation on the late Earl of Lindsey, and the Lord Keeper Coventry, both Lords in high Place and Esteem, and of great Honour and Integrity;

The House being very tender of any Thing, that should in the least seem to intrench upon the Memory of Persons of so high Honour and Esteem, and unstained Reputation; and finding no Ground for any such Reflection;

Ordered, That Mr. King be called in to the Bar of this House, to answer this Miscarriage in this Particular.

And the said Mr. King being accordingly brought in to the Bar of the House;

And Mr. Speaker declaring unto him, That the House had taken Notice of some Expressions of his, which might seem to lay a Blemish on the late Earl of Lindsey, and the Lord Keeper Coventry, Persons of great Honour and Integrity; and that the House did resent it in a high Measure;

The said Mr. King thereupon declaring, That he had no Intention in the least, to intrench upon the Honour or Memory of those noble Persons; and that, if any Expressions fell from him, which might tend thereto, it was by Mistake; and craving the Pardon of the House; thereupon the said Mr. King was dismissed.

Bedford Level, &c.

Ordered, That the Matter concerning Bedford Level be taken into Consideration on Monday Morning.

Resolved, That the House will proceed in the Cause concerning Lindsey Level on Monday next in the Afternoon.

And then the House adjourned till Three of the Clock in the Afternoon.

Mr. Speaker, The Lords have returned you the Bill for Distribution of the Sixty thousand Pounds amongst the loyal Commission Officers. And we are commanded to acquaint you with an Order, in Writing.

Strickland, and Mr. Pryn, or any Three of them, do prepare and bring in, on Monday Morning, Reasons, for the Alterations to the Lords Amendments to the Bill for distributing the Sixty thousand Pounds amongst the loyal Commission Officers.

Frauds in Customs.

Mr. Clifford reported from the Committee to whom the Bill for preventing Frauds and Abuses to his Majesty, in relation to the Customs, was formerly committed; and who were to examine and consider of Proposals for a Table of Fees between the Merchants and Officers; an Establishment of the Fees and Allowances to the Officers of his Majesty's Customs and Subsidies: With a Desire from the said Committee, That the same might be approved of by the House, and signed by Mr. Speaker, according to the Clause in the Act, intituled, A Subsidy granted to the King, of Tonage and Poundage, &c.

Upon Debate whereof;

Resolved, upon the Question, That the same Committee do extract, out of the Table now brought in, such Fees and Allowances to the Officers of his Majesty's Customs, and Subsidies, as have been added since the Establishment 4° Jacobi: To which Purpose they are to meet on Monday next, at Two of the Clock in the Afternoon, in the Place formerly appointed; and to make Report thereof on Tuesday Morning next: At which Time this House will resume the Debate.

Yorkshire Cloth Trade.

Ordered, That the Amendments to the Bill for regulating of Clothing, in the West Riding of Yorkshire, be taken into Debate on Monday Morning, before the Business for Bedford Level be entered upon.
