Thefts and Robberies.
ORDERED, That it be referred to Mr. Crouch,
Colonel Sandis, Sir John Knight, Mr. Dowdswell,
Mr. Pryn, Sir Tho. Littleton, Sir Cha. Harbord, Colonel
Birch, Lord Richardson, or any Three of them; to consider of the former Laws, and such Propositions as shall
be tendered; and propose what they shall think fit to be
done for guarding and securing the Countries and Highways against Thieves and Robbers; and, in particular,
consider of the Law touching their Transportation.
Privilege- Liberty of Speech.
Ordered, That the Quorum of the Committee concerning Liberty of Speeches in Parliament be Three;
and that the Order be mended accordingly.

Charges against Sir W. Penn.
Ordered, That Mr. Speaker do send to Sir Edward
Spragg, and Captain Cox, to attend this House on
Monday Morning next; and that he cause Notice to be
given, or left, at the Lodging of Sir William Penn, to
attend the House at the same time.
And then adjourned till Monday Morning, Eight
