ORDERED, That these Members following be
added to the Committee to which the Bill for settling
the draining of Lyndsey Level was committed; viz. Sir
Jo. Talbot, Mr. Hoby, Sir Lanc. Lake, Sir Gilbert Talbott,
Mr. Bernaby, Col. Windham, Mr. Ratcliffe, Mr. Gerrard,
Col. Phillips: And all that shall come are to have
Committee of Privileges.
Ordered, That Sir Richard Edgcombe, and Mr. Praed,
be added to the Committee of Privileges and Elections.
Fees of Custom-house Officers.
A Motion being made, for Examination of the List of
the Officers of the Customs Fees, in quarto Jacobi; and
for settling and allowing the Fees of the Out Ports, as
well as the Ports of London;
Resolved, &c. That it be referred to Mr. Finch, Sir
Anth. Irby, Sir Wm. Lowther, Sir Fretchvile Hollis, Sir
Jo. Knight, Sir Robert Carr, Sir Theop. Biddolph, Sir Jo.
Moreton, Mr. Jones, Sir Wm. Coventry, Sir Thom. Allen,
Sir Jo. Talbott, Col. Reames, Mr. Buscawen, Mr. Pepis,
Mr. Orme, Mr. Culleford, Sir Tho. Gower, Mr. Jolly,
Sir Thomas Lee, Mr. Love, Sir Jonath. Trelawny, Mr.
Henley, and all the Members of this House, that serve
for any of the Out Ports: And they are to look into the
Act for settling the King's Customs; and the Order of
this House for settling and allowing the Fees; and report
the Matter, with their Opinions therein, to the House:
And they are to meet To-morrow at Two of the Clock
in the Afternoon, in the Speaker's Chamber: And to
send for Persons, Papers, and Records.
Freezes and Cottons Manufacture.
A Bill for regulating the Manufacture of Freezes and
Cottons in the Town and County of Brecknock, was read
the First time.
Resolved, &c. That this Bill be read the Second time
on this Day Sevennight.
Mr. Mallet reports from the Committee to which the
Bill for the Regulating, and the better Collecting, the
Duty arising by Hearth Money, was committed; that
they had summoned the Farmers of that Duty; and that
they had appeared, and given an Account, that they had
made annual Returns for some Counties into the Exchequer, but not of all; being not strictly enjoined thereunto by the Act: That the Committee had made Two
Amendments only to the Bill; but that they desired the
Opinion of the House, as to the Collecting the Duty,
whether it should be by the Constable alone, or by him
with an Officer appointed by his Majesty.
Resolved, &c. That the Debate of the Report of the
Committee of the Bill of Hearth Money be adjourned
till To-morrow Morning.
Leave of Absence.
Ordered, That Mr. Devereux, being sick and infirm,
have the Leave of this House to go into the Country.
The House then resumed the Consideration of the
Observations reported by the Commissioners of Accounts:
And the Commissioners of Accounts being called in;
and seated on both Sides of the Bar of this House; Mr.
Speaker did acquaint them, That the House was much
satisfied with, and obliged to them for, their great Care
and Pains in their Report returned to the House: And
the First Observation in their Report being read, and the
Leidger Book of Sir George Carteret, in 1664, and Affidavits, and some other Papers relating to this Particular,
being also read; and the Commissioners having declared
their Reasons and Grounds of the said Observation; did
Sir Geo. Carteret desiring Liberty to be heard by his
Counsel in Matter of Fact, as to the Charge laid against
him in the Observation aforesaid;
The same was debated.
And the Question being put, That Sir Geo. Carteret's
Counsel be permitted to speak to Matter of Fact, if they
