Earl of Manchester's Estate.

A Bill, sent from the Lords, intituled, An Act to enable Robert Earl of Manchester to sell Lands for Payment of his Debts, and for settling other Lands of a greater Value, in lieu of those appointed to be sold, was read a Second time.

Resolved, &c. That this Bill be committed to Sir Nico. Pedley, Sir Geo. Downing, Mr. Westphaling, Sir Courtney Poole, Sir John Otway, Sir Jos. Hearth Money.

Ordered, That the Bill for regulating Abuses in collecting the Duty of Hearth Money, be read on Thursday Morning.

Address on the Danger from French Power, &c.

Mr. Powle reports from the Committee to whom it was referred to prepare an Address to his Majesty, to represent the Danger of the Power of France; and to desire his Majesty, by such Alliances as he shall think fit, to secure his Kingdoms, and quiet the Fears of his People; and for Preservation and securing the Spanish Netherlands; an Address agreed by the said Committee: Which he read in his Place; and afterwards, delivered the same in at the Clerk's Table: Where the same being again read, was, upon the Question, agreed unto, Nemine contradicente; and is as followeth:

May it please your Majesty,

WE Your Majesty's most loyal Subjects, the Knights, Citizens, and Burgesses in Parliament assembled, find ourselves obliged, in Duty and Faithfulness to Your Majesty, and in Discharge of the Trust reposed in us by those whom we represent, most humbly to offer to Your Majesty's serious Consideration, That the Minds of Your Majesty's People are much disquieted with the manifest Danger arising to Your Majesty's Kingdoms, by the Growth and Power of the French King; especially by the Acquisitions already made, and the further Progress likely to be made by him, in the Spanish Netherlands; in the Preservation and Security whereof, we humbly conceive, the Interest of Your Majesty, and the Safety of Your People, are highly concerned: And, therefore, we most humbly beseech Your Majesty to take the same into Your Royal Care, and to strengthen Yourself with such stricter Alliances, as may secure Your Majesty's Kingdoms, and preserve and secure the said Netherlands; and thereby quiet the Minds of Your Majesty's People.

A Motion being made, That the Concurrence of the Lords be desired to the said Address;

Resolved, &c. That the Concurrence of the Lords be desired to the said Address.

Ordered, That the said Address be new-written; and a Blank left for the Concurrence of the Lords: And that Mr. Powle do go up to the Lords, to desire their Concurrence.

Bewdley Election.

Sir Thomas Meres reports from the Committee of Privileges and Elections, the State of the Case, and Evidence therein, concerning the Election for the Borough of Bewdley in the County of Worcester, between Mr. Foley and Mr. Herbert; and that the chief Matter on which the Committee did ground their Opinion, was, the Bribery of Mr. Foley, to procure the Voices of Electors: On which they proceeded to pass Two Votes: Which he read in his Place; and afterwards delivered the same in at the Clerk's Table: And are as followeth; viz.

Resolved, &c. That it is the Opinion of this Committee, That Mr. Foley is not duly elected to serve in this present Parliament, as Burgess for the Borough of Bewdley in the County of Worcester.

Resolved, &c. That it is the Opinion of this Committee, That Mr. Herbert is duly elected to serve in this present Parliament, as Burgess for the Borough of Bewdley in the County of Worcester.

The First of the said Votes being again twice read;

The Question being put, To agree with the said Committee, That Mr. Foley is not duly elected to serve in this present Parliament, as Burgess for the Borough of Bewdley in the County of Worcester;

It was resolved in the Affirmative.

The Second Vote being also twice read;

And the Question being put, To agree with the said Committee, That Mr. Herbert is duly elected to serve in this present Parliament, as Burgess for the Borough of Bewdley in the County of Worcester.

Lords Answer as to concurring in Address.

Mr. Powle acquaints the House, That he had attended the Lords with the Address, agreed to this Day, and ordered to be carried up by him to desire their Concurrence: And that, being withdrawn, and called in again, had Answer, That their Lordships would consider of the said Message; and would return an Answer by Messengers of their own.

And then the House adjourned till Monday Morning, Eight of the Clock.
