Prayers.

Preston Writ.

MR. Chancellor of the Duchy of Lancaster, being elected to serve in this present Parliament, both for the County of Lincolne, and the Borough of Preston in the County of Lancaster, made his Election to serve for the County of Lincolne.

Ordered, That Mr. Speaker do issue out his Warrant to the Clerk of the Crown, to make out a new Writ, for Electing of a Burgess to serve in this present Parliament for the Borough of Preston, in the County of Lancaster.

Privilege.

A Complaint being made of a Breach of Privilege, committed against Mr. Lucy, a Member of this House, on the Second Day of January last, by one Joseph White, One of his Majesty's Messengers, and Stephen Holland, an Attorney, in distraining, and detaining in Custody for several Days, the Coach and Horses of the said Mr. Lucy, after he was returned to serve in the last Parliament for the Borough of Yarmouth;

Ordered, That it be referred to the Committee of Privileges and Elections, to examine the Matter of the Breach of Privilege, committed upon Mr. Lucy, a Member of this House; and to report the same, with their Opinions therein, to the House.

Liberty of the Subject.

A Bill for the better Securing the Liberty of the Subject, was read the Second time.

Resolved, &c. That the Bill be committed, upon the Debate of the House, to Serjeant Maynard, Sir Tho. Clarges, Sir John Hewley, Sir Nich. Pedley, Sir Tho. Lee, Sir John Mallet, Sir Anth. Expiring Laws.

Mr. Palmes reports from the Committee appointed to inspect the Temporary Laws that will expire with this Session of Parliament, That the Committee had agreed upon a Report: Which he read in his Place; and afterwards, delivered the same in at the Clerk's Table: Where the same was read; and is as followeth, viz.

13 Car. II. Chap. 8. An Act for providing necessary Carriages for his Majesty, in his Royal Progress and Removals.

13 & 14 Car. II. Chap. 2. An Act for repairing the Highways and Sewers, and Paving and Keeping clean of the Streets in and about the Cities of London and Westminster; and for Reforming of Annoyances and Disorders, in the Streets of, and Places adjacent to the said Cities; and for the Regulating and Licensing of Hackney Coaches; and for the Inlarging of several streight and inconvenient Streets and Passages.

The same Year, Chap. 6. An Act for Inlarging and Repairing of common Highways.

The same Year, Chap. 9. An Act for Relief of poor and maimed Officers and Soldiers, who have faithfully served his Majesty, and his Royal Father, in the late Wars.

Resolved, &c. That this House will, on Tuesday next, at Ten of the Clock, resolve itself into a Committee of the whole House, to consider of the Act against the Importation of Cattle from Ireland and other Parts beyond the Seas; and Fish taken by Foreigners.

Ordered, That the Report made this Day, from the Committee appointed to inspect the Temporary Laws, be referred to the same Committee: And they are to consider, Which Acts are fit and necessary to be continued: And they are to hear the Complaints of the Hackney Coachmen; and make their Report thereupon to the House: And that all the Gentlemen of the Long Robe be added to the said Committee: And all that come are to have Voices: And they are to meet this Afternoon at Three of the Clock, in the Speaker's Chamber: And are impowered to send for Persons, Papers, and Records.

And then the House adjourned till To-morrow Morning, Eight of the Clock.
