Prayers.

Exporting Leather.

A BILL for exporting Leather, was read the Second time.

Resolved, &c. That the Bill be committed, upon the Debate of the House, to Sir Robert Markham, Mr. Henley, Serjeant Seys, Sir John Hewly, Serjeant Rigby, Sir Edmund Jennings, Sir Trevor Williams, Sir William Courtney, Mr. Barker, Sir John Darrell, Sir Patience Ward, Mr. Duboyes, Sir Henry Foord, Mr. Pilkington, Mr. Wright, Mr. Browne, Sir Philip Egerton, Sir Nathanael Herne, Mr. Whitacre, Sir Thomas Player, Sir John Knight, Sir Francis Russell, Sir William Franklyn, Mr. Onslowe, Mr. Linfeild, Mr. Thompson, Mr. Grey, Lord Skudemore, Sir Richard Corbet, Sir Ralph Ashton, Sir Wm. Robarts, Mr. Love, Sir Geo. Hungerford, Mr. Johnson, Mr. Briggs, Mr. Partheridge, Sir John Wynn, Mr. May, Sir John Coryton, Sir Thomas Exton; and all that come are to have Voices: And they are to meet this Afternoon, at Three of the Clock, in the Speaker's Chamber: And are impowered to send for Persons, Papers, and Records.

Ditto.

A Petition of the Shoemakers, and other Manufacturers of Leather, in and about London, setting forth the Inconveniency of reviving the Law for Exporting of Leather, was read.

Resolved, &c. That the said Petition be referred to the Consideration of the Committee to whom the Bill for exporting Leather, stands committed; to examine the Matter thereof; and report their Opinion thereupon to the House.

Leave of Absence.

Ordered, That Mr. Dalmahoy have Leave to go into the Country for Twenty Days.

Impeachment of Earl Powys, &c.

The House then took into Consideration the Matter of the Report, made by Mr.Treby from the Committee of Secrecy, touching the Answers of the Five Lords in the Tower to the Articles of Impeachment exhibited against them by this House; and the Methods of proceeding to Tryal upon Impeachments.

And the several Paragraphs of the said Report, being read a Second time, were, upon the Question, severally agreed to.

Ordered, That Mr. Booth do go up to the Lords, and desire a Conference with their Lordships touching the Answers of the Five Lords in the Tower to the Articles of Impeachment exhibited against them by this House; and the Methods of proceeding to Tryal upon Impeachments.

Mr. Booth reports, That the Lords have agreed to meet this House at a present Conference in the Painted Chamber.

Ordered, That the Members of the Committee of Secrecy, that prepared the said Report, do attend, and manage the Conference: And that they do acquaint the Lords at the said Conference, that this House will make use of no other Evidence against the Five Lords in the Tower, than what they have received within Seven Years last past; and desire that their Lordships will appoint a short Day for the Lord Powys, Lord Stafford, Lord Arrundell of Wardour, and the Lord Bellasis, to put in their effectual Pleas and Answers to the Articles of Impeachment exhibited against them by this House.

Sir Francis Winnington reports, That the Members appointed had attended and managed the Conference; and left the said Answers with the Lords; and delivered their Reasons of the Insufficiency of them; and what else they had in Charge from the House to deliver to their Lordships, relating to the Five Lords in the Tower.

Papers returned.

Ordered, That Mr. Sachaverell do deliver to Mr. Reading the Writings by him delivered in to the Committee of Secrecy.

State of the Navy.

Resolved, &c. That the Consideration of the State of the Kingdom, and how the Navy may be made useful for the Defence thereof, be adjourned till Monday Morning next: And that Mr. Speaker do issue out his Warrant for summoning such Witnesses then to attend, as shall be named to him by Mr. Bennet.

Supply Bill; disbanding the Army.

Resolved, &c. That Sir Gilbert Gerrard, Colonel Whitley, Colonel Birch, and Sir Thomas Player, shall be Commissioners for paying off and disbanding the Army.

The House then resolved into a Committee of the whole House, to proceed upon the Bill for paying off and dismissing the Army.

Mr. Speaker left the Chair.

Sir John Trevor took the Chair of the Committee.

Mr. Speaker resumed the Chair.

Sir John Trevor reports from the said Committee, That they had made some Progress in the Bill for paying off and dismissing the Forces: And humbly moved, from the said Committee, That the House would resolve itself into a Committee of the whole House, at Three of the Clock this Afternoon, further to proceed upon the said Bill.

Resolved, &c. That this House will, at Three of the Clock this Afternoon, resolve itself into a Committee of the whole House, further to proceed in the Consideration of the Bill for paying off and dismissing the Army.

And then the House adjourned till Three of the Clock in the Afternoon.

Post Meridiem.

Outlawries.

A BILL for reversing Outlawries in the King's Bench, was read the Second time.

Resolved, &c. That the Bill be committed to Sir Thomas Clarges, Mr. Colt, Sir Nicholas Pedley, Sir John Knight, Sir Sam. Bernardiston, Mr. Evelin, Sir John Talbot, Sir Nic. Carew, Sir Wm. Poultney, Sir William Bassett, Sir John Hewly, Sir John Trevor, Serjeant Seys, Serjeant Rigby, Mr. Cooke, Sir John Wynn, Sir Francis Drake, Mr. Knight, Sir Jos. Tredenham, Sir Anth. Irby, Mr. Onslow, Sir Patience Ward, and all the Members of this House that are of the Long Robe: And they are to meet on Saturday next, at Two of the Clock in the Afternoon, in the Speaker's Chamber.

Hearth Money.

Ordered, That Leave be given to bring in a Bill for regulating the Abuses in collecting the Duty of Hearth Money: And that it be recommended to the Care of Sir Thomas Clerges to prepare and draw up the same.

The House then resolved into a Committee of the whole House, further to proceed in the Consideration of the Bill for paying off and dismissing the Army.

Mr. Speaker left the Chair.

Sir John Trevor took the Chair of the Committee.

Mr. Speaker resumed the Chair.

Sir John Trevor reports from the said Committee, That the Committee had made a further Progress in the Bill for paying off and dismissing the Army: And moved, from the said Committee, That the House will resolve itself into a Committee of the whole House To-morrow Morning, the first Business, further to proceed in the Consideration of the said Bill.

Resolved, &c. That this House will, To-morrow Morning, the first Business, resolve itself into a Committee of the whole House, further to proceed in the Consideration of the Bill for paying off and dismissing the Army.

And then the House adjourned till To-morrow Morning, Eight of the Clock.
