Discovering of Thieves and Punishment of Retailing Brokers, &c.
THE Bill, concerning Retailing Brokers, and Receivers of Stolen Goods, &c. was brought into the House,
by the Earl of Cumb'lande, the first of the Committees,
who signified, That the Committees did by him return
the same, as a Bill fit in their Opinion to sleep, and be
no further proceeded in.

Eight Hundred and Fourscore Pounds, being the Portion and Marriage-Money of Judith Sutcliffe, Daughter
of Adam Sutcliffe, Gentleman, deceased, out of such
Lands as were heretofore sold for Payment of the
same.
Parsonage and Parish of Frome Whitfeild united to the Parish of The Holy Trinity in Dorchester.
The Amendments upon the Bill, for assuring the Parsonage of Frome Whitfeilde, to the Borough of Dorchester, thought fit to be added, were this Day Twice
read; and the Bill, with the same Amendments and
Addition, appointed to be ingrossed.

L. Treasurer's Speech concerning Supplies to His Majesty.
The Lord Treasurer, in an eloquent Speech, remembered, That the chiefest Motive of calling this Parliament
(except the Celebration of the Prince's Creation) was to
derive from the Subject somewhat towards the upholding of the State of this Monarchy; wherein, the same
being well understood, his Lordship doubted not but no
Man would be backward: His Lordship also remembered, That the Necessity of Supply encreaseth, and
Time spendeth, which notwithstanding, there hath not
yet so much been gained of the Commons as to have a
free Intercourse of Arguments, but only by Messages;
wherefore his Lordship moved, That a speedy Conference should be desired of the Lower House, not with
Hope at this Time to gain that which is wished, but to
deliver to them the Convenience and Necessity of such
a free Conference, which his Lordship conceived would,
by this Course, be better spread and infuled into that
House, than if it were carried unto them by a few thereunto appointed. He further shewed, that he understood
many of the Lower House are departed, and a Limit
put on them which remain, not to conclude any new
Thing before the Return of the others. Yet his Lordship conceived, that there is a Power left to these which
remain to debate other Matters, in which, perhaps, a
Persuasion may be wrought to such a Conference as is
desired.
Agreed by the Lords, That a Message shall be sent
to that House, by Mr. Baron Bromley, Sir John Tyndale,
and Mr. Dr. Amy: videlicet,
Message to the H. C. for a Conference.
That the Lords desire a Conference, by the Committees of this House formerly employed in the Matter of
Tenures with the Committees of that House, to meet
at Two of the Clock in the Afternoon, in the Painted
Chamber, if it may so stand with the Convenience and
Opportunity of that House.
Answer, That they have entered into Consideration of
the Message, and will send Answer by Messengers of
their own.

Appointed to meet on Friday, the First of June, at
Two of the Clock in the Afternoon, in the
Council Chamber, at the Court at Whitehall.
Answer, by Mr. Chancellor of the Exchequer and
others: That the Knights, Citizens, and Burgesses of the
Lower House, have taken Consideration of the Message
sent this Day from this House, and will give the Committees of this House Meeting accordingly.
Message from the H.C. touching the Safety of the King's Person.
He also delivered, that they had likewise considered
of Matter which doth concern the Safety of His Majesty's Person, for which they desire a present Meeting
with this House.
Agreed, That the whole House will meet them, and
then return hither again before the House be adjourned.
Commons propose to address His Majesty on several Points concerning His Safety.
Mr. Recorder, for the Lower House, at the Meeting
in the Painted Chamber, declared, That that House,
for the better Preservation of His Majesty's Person, hath
thought good to propose unto the Lords Matters, wherein they desire that their Lordships will join with them in
Petition to His Highness: videlicet,
1. That Proclamation be made forthwith, That all
Recusants, before the Second of June next, do avoid
the City, and resort to such Places whither by the Law
they are confined, and not to remain within Ten Miles
of the City or Court without Licence.
2. That all Recusants be disarmed, and their Arms
disposed as the Law requireth.
3. That no Subject resort to the House of any Ambassador, to hear Mass.
4. That all Jesuits be imprisoned, and not permitted
to have Conference.
5. That the Oath of Allegiance be ministred in the
Court, by the Lords and others of the Council, to all
that ought to receive it, and in the Country by the
Justices of Peace.
Answer.
Answer, by the Committees of this House: That the
Lords are resolved to make Petition to His Majesty
concerning the Matter proposed; but their Lordships
cannot this Morning resolve of the Course therein to
be holden; but, if they will sit in the Afternoon, this
House will do the like, and then resolve in that Point.
After the Lords were returned into the House, it
was Agreed, That, at the Meeting with the Committees
of the Lower House in the Afternoon, the Effect of
the Speech shall be, to shew unto them the Difference
between a free Conference and a dry Meeting, and the
Fruits of the former in Likelihood to succeed: Next, to
put them in Mind of their Offer heretofore made of
Twenty Thousand Pounds per Annum, and to shew that
therein Purveyance was not included; so as, if they
desire to have that also, then must they enlarge their
Sum: Lastly, that, though His Majesty's Occasions are
increased since His Demand of Two Hundred Thousand
Pounds per Annum, yet is His Highness pleased to fall
thereof, and to wish them on the other Side to rise;
whereof if they will be content to confer, we will shew
them what the King is pleased to fall, and deliver the
Opinion of the Committees of this House how it may
be raised.
Agreed, That the Lord Treasurer shall deliver the
Matter agreed on to the Committees of the Lower
House; and every of the Committees of this House to
have Liberty to speak as he shall think good.

Chief Justice of the King's Bench appointed Speaker during the Chancellor's Illness.
THE Lord Chancellor absent, by Reason of sudden
Sickness, a Commission under the Great Seal of Englande, directed unto Sir Thomas Fleming, Knight, Chief
Justice of the King's Bench, to supply the said Room,
was shewed forth, which the Clerk by Commandment
read; the Tenor following:
His Commission.
"James, by the Grace of God, King of England,
Scotland, Fraunce, and Ireland, Defender of the Faith,
&c. To our Trusty and Well-beloved Sir Thomas
Flemynge, Knight, Chief Justice of the Pleas before
Us to be holden, Greeting.
"Where Our Right Trusty and Right Well-beloved
Counsellor Thomas Lord Ellesmere, Our Chancellor of
England, is at this Time so visited with Sickness, that
he is not able to travel to the Upper House of this
Our present Parliament, holden at Westm. nor there
to supply the Room and Place in the said Upper
House, among the Lords Spiritual and Temporal there
assembled, as to the Office of the Lord Chancellor of
Englande hath been accustomed; We, minding the
same Place and Room to be supplied in all Things as
appertaineth, for and during every Time of his Absence, have named and appointed you, and by
these Presents do constitute, name, appoint, and authorize you, from Day to Day, and Time to Time,
when and so often as the said Lord Chancellor shall
happen, at any Time or Times, during this present
Parliament, to be absent from his accustomed Place
in the said Upper House, to occupy, use, and supply the said Room and Place of the said Lord Chancellor, in the said Upper House, amongst the Lords
Spiritual and Temporal there assembled, at every such
Day and Time of his Absence, and then and there, at
every such Time, to do and execute all such Things
as the said Lord Chancellor of Englande should or might
do, if he were there personally present, using and
supplying the same Room; wherefore We will and
command you, the said Sir Thomas Flemynge, to attend to the Doing and Execution of the Premisses with
Effect: And these Our Letters Patents shall be your
sufficient Warrant and Discharge for the same, in
every Behalf. In Witness whereof, We have caused
these Our Letters to be made Patents. Witness Ourself, at Westm. the 13th Day of February, in the Seventh
Year of Our Reign of England, France, and Ireland,
and of Scotland the Three and Fortieth.

The Serjeant of the Lower House was from thence
sent; to understand whether the Lords be ready,
by their Committees, to meet with the Committees of
that House.

Answer given by the Gentleman Usher of this House,
That the Committees of this House are ready to come to
the Place appointed, whensoever the Committees of that
House shall be there.

of Thetford, &c. was this Day brought into the House,
by the Lord Privy Seal, first of the Committees, with
some few Amendments; and after the Word "[Commons]," was, by Order of the House, amended in one
of the said Amendments, and made "[Commonalty],"
by the Clerk in the open House, the said Amendments
were Twice read, and allowed, and thereupon the Bill
appointed to be ingrossed.
