Message from the H. C. for Conference concerning the Contract.
Message from the Lower House, by Mr. Chancellor
of the Exchequer and others: videlicet,
That the Knights, Citizens, and Burgesses of the
Commons House, will be ready, by their Committees,
to confer with the Lords Committees of this House,
touching the Matter of Contract with His Majesty, at
such Time and Place as their Lordships will appoint;
and also concerning the Bill for Punishment of Sir
Stephen Proctor. And, by the same Messengers, at
the same Time, were brought Two Bills from the
Lower House: videlicet,
Bills from H. C. Expedit.
1. An Act for the Grant of One Entire Subsidy, and
One Fifteenth and Tenth, by the Temporalty.

2. An Act concerning some Manner of Assignments
of Debts to His Majesty. Returned, Exped.

Answer.
That the Lords Committees of this House will give
Meeting to the Committees of the Commons House,
concerning the Matter of Contract with His Majesty, at
Two of the Clock in the Afternoon, in the Painted
Chamber; which Business being ended, their Lordships
will be also then ready to confer likewise with them of
the Bill against Sir Stephen Proctor.
Silk-dyers Petition read, concerning the Bill depending against them.
The Lord Chancellor read unto the Lords a Petition
lately exhibited to his Lordship against a Bill, intituled,
An Act for better Reformation of Abuses committed by
Silk-dyers, and to restrain them from dying Silks falsely.
Enquiry to be made concerning some Matters relative to it.
Whereupon the Lord Treasurer moved, That Satisfaction might be given to the House in Two Points: videlicet,
1. Whether the Silk-dyers were heard in the Lower
House, before the Bill there passed.
2. Whether the said Petition was exhibited against
the Bill generally by all or the most Part of Dyers, or
by some one without the Privity and Consent of the rest.
Committee appointed for the Enquiry.
The Motion was generally approved, and the Lords
undernamed were appointed to examine these Two
Points; and that, if, upon the Report of their Lordships and further Consideration of the House, there shall
appear sufficient Cause to overthrow the said Bill, then
the same shall be stayed, and not presented to His Majesty
for His Allowance.

Administration of the Oath of Allegiance, and Reformation of Married Women Recusants.
The Bill for administering the Oath of Allegiance,
and Reformation of Married Women Recusants, was
brought into the House, by the Lord Archbishop of
Cant. first of the Committees, with some Amendments.
Sir Stephen Proctor to be brought down by the Lieutenant of the Tower.
Ordered, That Sir Stephen Procter shall be sent for,
and brought by the Lieutenant of The Tower, and abide
in one of the Withdrawing-Chambers reserved for the
Lord Chancellor and the Lord Treasurer, and to be
brought personally before the Lords, if Cause shall so
require.

An Instrument to be drawn for the Contract with the King.
The Lord Treasurer, as one of the Committees,
having received from the Committees of the Lower
House a Memorial, containing the Effect of the material Points of the great Contract with His Majesty, reported the Effect thereof unto this House; whereof the
Lords did generally allow, and thereupon their Lordships Ordered, That the like Instrument should be
drawn, as the Assent of their Lordships unto the said
Contract, wherein the like Power and Liberty should be
reserved unto His Majesty, and to their Lordships, as the
Lower House had by the said Memorial reserved to themselves; and therein the same Words to be expressed:
videlicet, "addendo, minuendo, interpretando," etc.
