The Parliament opened by Commissioners:

The Lord Chancellor acquainted the House, "That he was commanded by Her Majesty to let their Lordships know, that Her Majesty, being hindered by apparent Reasons from being present in Person at the Beginning of this Parliament, hath thought fit, by Letters Patent under the Great Seal, to empower the Lord Archbishop of Canterbury, and other Lords named in the said Letters Patent, to do all Things, in Her Majesty's Name, which are to be done on Her Majesty's Behalf, in this Parliament."

Then Five of the Lords Commissioners, in their Robes, being seated on a Form placed between the Throne and the Woolsack; the Lord Chancellor in the Middle; the Lord Treasurer and the Duke of Somerset on his Right Hand; and the Lord Steward and the Earl of Sunderland on his Left; commanded the Deputy Gentleman Usher of the Black Rod to go to the House of Commons, and let them know, "That the Lords desire them to come, and hear Her Majesty's Commission read."

Who being come; the Lord Chancellor said,

"My Lords, and Gentlemen of the House of Commons,

"We are commanded, by Her Majesty, to let you know, that Her Majesty, being hindered by apparent Reasons from being present in Person at the Beginning of this Parliament, hath thought fit, by Letters Patent under the Great Seal, to empower us, among other Lords, to do all Things, in Her Majesty's Name, which are to be done on Her Majesty's Behalf, in this Parliament, as by the Letters Patent will more fully appear."

Then the Lord Chancellor commanded the said Letters Patent to be read, as follow; (videlicet,)

Then the Lord Chancellor said,

Commons directed to choose a Speaker.

"My Lords, and Gentlemen of the House of Commons,

"By Virtue of Her Majesty's Commission now read, to us (among other Lords) directed, we let you know, it is Her Majesty's Pleasure, we should not declare the Causes of calling this Parliament, till there be a Speaker of the House of Commons: And therefore it is Her Majesty's Pleasure, that you, Gentlemen of the House of Commons, repair to the Place where the Commons usually fit, and there choose a fit Person to be your Speaker; and that you present him, whom you shall so choose, to Her Majesty's Commissioners, here, for Her Majesty's Royal Approbation by the said Commissioners, on Thursday next, at Eleven a Clock."

Then the Commons withdrew; and the Lords adjourned during Pleasure, to unrobe.

The House was resumed.
